(Clearwisdom.net) Editors' Note: In both Western and Chinese culture, the principle of karmic retribution, that is, being held ultimately accountable for one's own actions, is widely accepted. The fundamental teaching of Falun Gong is the characteristic of the universe, "Truthfulness-Compassion-Forbearance." The universe will reward actions that are in harmony with this principle, while actions such as beating, torturing and murdering people will incur karmic retribution. Stated another way, good deeds will be rewarded with good, while evildoings will meet due retribution. Articles such as this one are meant as a compassionate reminder of this principle to those who would commit wrongdoing. While many of those who persecute Falun Gong are merely "following orders," the universal law requires that they too be held responsible for their actions, and that only by reversing their course of wrongdoing may they escape retribution.

In May 2006, under the extended control of evil Chinese Communist Party, (CCP) members in Beijing, the Xining City Police Department and the municipal National Security Bureau started a wave of persecution directed at Falun Gong practitioners. In August 2006, the head of the party Jiang Zemin, as well as Zou Yongkang came to Qinghai Province successively. In a few months, eight Falun Gong practitioners were illegally arrested by the police. All practitioners in Qinghai Province sent forth righteous thoughts to stop such actions against Falun Gong practitioners and concentrated on specific targets when sending forth righteous thoughts.

Li Wenjun was previously the head of the Criminal Division in Xining Police Department of Qinghai Province. In 2002, he was promoted to deputy head of the Xining Police Department. He stayed in that position for quite some time. During his term as the deputy, Xining Falun Gong practitioners were subjected to severe persecution.

On August 24, 2002, five practitioners in Xining City and Minhe County were arrested. They included Zhang Rongjuan, He Wanji, Li Congfeng and Duan Xiaoyan. On December 30, 2002, the four, who were involved in clarifying the truth through TV broadcasting by tapping into the local TV cable system, were sentenced to long prison terms by Xining Intermediate Court. Zhang Rongjuan was sentenced to 20 years in prison, He Wanji to 17 years, Li Congfeng to 15 years, and Duan Xiaoyan to 7 years. Li Wenjun played a key role in their arrests and sentencing.

During the time when Li Wenjun was in power, practitioners Zhao Xiangzhong (female), He Wanji (male) and Zhang Xuefeng (female) died as a result of persecution.

When another wave of persecuting Falun Gong started in May 2006, practitioners in Qinghai Province strengthened their efforts in clarifying the truth. Cooperating with practitioners worldwide, practitioners distributed fliers, made phone calls, wrote letters and issued warning announcements in order to stop the persecution. However, in August 2006, the Xining Police Department paid no heed to the advice and warnings from practitioners. It started a so-called "specific striking month" and intensified the persecution. Some practitioners in Xining were subjected to home-searches, and some were sentenced to forced labor. Based on their actions it was clear that some people in the Xining Police Department had completely lost their consciences, doing deeds that Heaven won't tolerate.

On August 18, 2006, led by the head of the police department, more than ten police officers in two police cars with the licenses of 00097 and 00937 went to the home of practitioners Li Fuxing and Yuan Airong at Deliha Road, Xining City and arrested them.

On the second day, August 19, 2006, the deputy head of the police department Li Wenjun died at the age of 46. It was said he had stomach cancer.

On August 28, the Xining CCP Committee decided to praise Li Wenjun as a model. However, not long after the document to recognize Li Wenjun was issued, another high-ranking police officer who was actively involved in persecuting Falun Gong died suddenly. It was Zhou Hailin, the head of Chengdong District Police Department, who plotted and carried out the searching, arresting and interrogating of practitioners. He died suddenly on October 23, 2006.

Zhou Hailin was previously the head of a criminal team in Xining City. When he died, he had just been promoted to the head of the Chengdong District Police Department less than six months before. He was only 42 years old when he died. The official explanation for the cause of his death was a sudden cerebral hemorrhage.

More than ten days after Zhou Hailin's death, police official Tan Xiaoping died of liver cancer on November 7, 2006. He was the head of Development District Police Department. It was said that when Tan Xiaoping died, he looked very terrified. His eyes were still wide open after his death. Although someone tried a few times to close his eyes, they remained open. He was cremated with the eyes open.

Before Tan Xiaoping was promoted to the head of the Development District Police Department, he was the head of No. 5 Division in Xining City Police Department and was in charge of persecuting Falun Gong. He was in charge of Ershili Detention Center, where for several years many practitioners were subjected to brutal persecution. Qinghai Women's Forced Labor Camp was located in the Development District where he was in charge before he died.

In the same month of Tan Xiaoping's sudden death, one more high-ranking police officer died on November 27, 2006. It was Yang Yongning, head of the Security Division in Chengbei District, Xining City. He was previously the head of the Chaoyang Police Station in Chengbei District and was promoted to head of the Security Division less than a year ago.

During his term as head of the police station, the local area under his control was one of the worst areas for persecuting practitioners. More than ten practitioners were harassed, detained and sentenced to forced labor. Even now, the whereabouts of one of the practitioners, Xi Xiaolian, are still unknown.

Since so many "important" police officers suddenly died one after another, Xining Police Department kept silent at Yang Yongning's death. Yang's funeral was held secretly and he was cremated on November 29. People were told he was on business trip when they inquired about him.

Facing so many high-level police officers' deaths one after another, people in the police force secretly talked about it.

In less than four months, four high-ranking officers died. Their deaths are related to their having been involved in persecuting Falun Gong. Among them, some were promoted because of their persecuting practitioners in the past. They did not listen to practitioners' repeated advice. After they were promoted, for the sake of their fame and self-interests, they again foolishly persecuted practitioners rampantly, ruining their own futures, and therefore suffered karmic retribution, bringing their families endless pain. When the truth is revealed in the future, how will their families face their bad deeds?

Not long after Xining Police Department started their activities to recognize Li Wenjun, there was hearsay in Xining that Li Wenjun, deputy head of the Xining Police Department, who was prominently recognized in Xining City, was a corrupt official. According to an investigation, there were only three members in Li Wenjun's family, but he owned six apartments. Just after his death, his family members and relatives began disputing his property.

Facing a series of such events, the evil CCP members in Xining City CCP Committee knew these were the karmic retributions resulting from persecuting Falun Gong practitioners. An atmosphere of terror hovers over the Xining Police Department.

Ma Guoshou was a staff member in Huangzhong County Police Department of Xining City, Qinghai Province. In early Autumn 2003, after he saw the posted truth-clarifying posters, he called the police and helped remove the posters. We are still investigating what more Ma Guoshou, 50 years old, had done in persecuting Falun Gong. We know Huangzhong County was the worst area in persecuting Falun Gong in Qinghua Province. One month ago, Ma Guoshou had surgery in Beijing, and it is said he had a brain tumor.

Recently, policeman Zhang Jixiang of Nanchuanxilu Police Station in Chengxi District has been collecting Falun Gong practitioners' names. During the period of salary adjustment country wide, the local community had withheld practitioners' salaries.

On September 2, 2006, the CCP held a seminar for the 2006 World Transplant Conference (WTC) in Yinlong Hotel, Xining City. Recently it was learned that Huzhougang Hospital in Xining City conducted a kidney transplant. The recipient was from Yushushou and spent more than 200,000 yuan for the transplant. According to the doctor, the kidney was from Lanzhou City and was not from a volunteer. Recent rampant actions targeting Falun Gong practitioners, and recent retribution cases indicate that the evil party is planning, step by step, to move illegal organ transplant operations and organ sources to the Northwest of China. There is a big facility hidden in the Qinghai Plateau, and it is related to the evil party's persecution of Falun Gong practitioners.
