Around March-April 2004, Mr. Diao Peng's wife was about to give birth. Taiping Township Police Station Director Liu Xinghai (male) and others arrested Mr. Diao and interrogated him at the station. They said Mr. Diao sent cell phone messages containing Falun Gong truth-clarifying information, and they were detected by Liaoning Province Domestic Security agents. The agents forced Mr. Diao's father to pay to have the vehicle fixed and demanded that he find Mr. Diao.

Afterwards, Domestic Security Division Leader Liu Jianxin (male) threatened, tortured, and extorted more than 10,000 yuan cash--without receipts--from the detained Mr. Diao Peng. Officials also forced his uncle, a schoolteacher, to write a guarantee statement for him. This created a huge financial burden for his terrified family.

Due to the extreme psychological pressure and financial tension, Mr. Diao Peng got sick and died on October 21, 2007, at the young age of 35.
