Mr. Xue Qingguo, about 40 years old, is from Longdong Village, Longgang Town, Linqu County. He and his wife, Ms. Xu Guifeng, started to practice Falun Dafa in 1997. Before this, Mr. Xue had a very bad temper and once hit an officer from the police station. His wife had been diagnosed with breast cancer. After they started to practice, Mr. Xue's temper became much better and Ms. Xu Guifeng's health improved and her breast cancer was cured without any medicine.

Since July 20, 1999, the CCP has persecuted Dafa, and Mr. Xue Qingguo's family was broken up.

On July 22, 1999, the couple was detained by the Longgang County government. They were pressure to "transform" and give up Falun Dafa. Mr. Xue did not give in. The CCP personnel from Longgang Town even prohibited him from sleeping. Two weeks later, they forced him to the town government building again to try to brainwash and "transform" him. They also extorted 50 yuan from him.

In March 2000, when Mr. Xue went to Beijing to appeal, policemen from Linqu County sent him home after tying him up with rope. When he got back, due to the very tight handcuffs, his hands were so swollen that they could not even loosen his handcuffs. He was illegally detained for a month, had 3,000 yuan extorted from him, and was then sent back home.

In May 2000, Longgang Town Government personnel picked Mr. Xue up and took him away to try to "transform" him by force. He was on a hunger strike for six days and was detained for 13 days. At the end of May, he was arrested again and taken to the Longgang Town Police Station for 15 days.

In October 2000, when Mr. Xue was helping his neighbors with some work, Xia Chuanqing, the president of the Political and Judiciary Committee of Longgang Town, and over 20 people from Longgang Town and captured Mr. Xue, detained him in Qushan Hospital in Linqu County, and persecuted him there for over 10 days. In December 2000, he went to Beijing to appeal and was detained by the local Linqu Town Government for over 10 days.

In 2001, in order to avoid being seized again by the local town government, Mr. Xue was forced to leave home. In March 2001, he was caught by the policemen from the Linqu town in his rented room. He was first detained at the detention center for over 30 days, then at the Office of Justice in Longgang Town for over 10 days. He then finally managed to escape.

In July 2001, he went to a follow practitioner's home and was arrested by Liu Jianguo from the County 610 Office. A couple of days later, Mr. Xue was illegally sentenced to three years of forced labor. He suffered all kinds of torture in Changle Forced Labor Camp. His leg was also seriously twisted when he was chased by 610 Office personnel. While he was in the labor camp, his wife, Ms. Xu Guifeng, was seized by the head of the 610 Office, Liu Jianguo, taken to the brainwashing center, and was tormented for many days.

In 2004, after Mr. Xue returned home from the labor camp, the local police and 610 Office personal went to his home many times to harass him.

In order to make a living after his release from the labor camp, Mr. Xue opened a factory but it was not yet in operation. At about 3 p.m. on November 15, 2007, Linqu police officers, conspiring with the Longgang Town Police Station, burst into the factory, illegally arrested Mr. Xue Qingguo and Ms. Xu Guifeng and also three employees. They took away all the factory property and illegally detained them at the Longgang Police Station (previously the Shanglin Town Police Station).
