Crimes Committed by Mudanjiang City Detention Center

Mudanjiang City Detention Center, also known as Xinglong Town Detention City, is located in suburban Xinglong Town of Mudanjiang City, and many Falun Dafa practitioners have been held and tortured there. The practitioners illegally detained there have been forced to memorize prison rules, sit for hours on end, and sing songs praising the wicked Chinese Communist Party. Even their time to use the toilet has been limited. They are forbidden to talk freely, and if they do they are beaten and verbally abused by other prisoners or tortured by guards.

Torture Methods

Crimes Committed by Policemen Wang Qiang and Yang Yulin against Falun Dafa Practitioners:

Wang Qiang: Instructor at Division II of Mudanjiang City Detention Center

Yang Yulin: Instructor at Ward VIII of Mudanjiang City Detention Center

On May 5, 2002, policemen Wang Qiang and Yang Yulin, as well as a few others, punched and kicked practitioner Mr. Hu Chengshan before ordering prisoner Deng Ke and others to rip Mr. Hu's pants off. Wang Qiang whipped him with the Little White Dragon, and when he became too tired Yang Yulin took over and beat Mr. Hu with a nylon tube with a steel wire in it. On May 8, 2002, Wang Qiang acted on the prison administrator's instructions and subjected Mr. Hu to Bracelet Binding for 16 hours, from 2:00 p.m. to 6:00 a.m. the following morning.

On June 4, 2002, policemen Yang Yulin accused practitioner Mr. Yang Yukun of singing a song in praise of the wicked party in too low a voice, so he ordered him to bend at his waist first and then started beating him. Yang Yulin savagely whipped Mr. Yang Yukun with the Little White Dragon. No practitioners in Yang Yulin's charge escaped torture.

Crimes Committed by the Sidao Forced Labor Camp of Mudanjiang City

The Sidao Labor Camp of Mudanjiang City is set on the north side of a road at the foot of a hillside in suburban Tieling Town in Mudanjiang City. The camp has five buildings, one for general offices and each of the other five for one brigade. In 2002 a special brigade was set up to handle Falun Gong practitioners, a wicked place where practitioners have been systematically persecuted.

The practitioners held in the general office building were subjected to all kinds of torture, including forced sitting, memorizing 65 prison rules, being watched by other inmates, being prohibited from talking, and having a limited time to use the toilet. There was a group of inmate thugs in the building who beat or tortured practitioners and forced them to do hard labor if they refused to obey the "rules."

Crimes against Falun Dafa Practitioners Committed by the Guards and Inmates at the Sidao Forced Labor Camp

(1) Inmate Wang Changyan, a monitor at the general office building

On June 15, 2006, Wang Changyan, head of the inmate group, beat practitioner Fu Heping for talking.

Once, inmates singled out practitioners and accused them of turning out products not up to the standard. When the day was finished, Wang Changyan savagely beat practitioners Hu Chengshan and Xiao Changwen and then told them to stand, facing a wall, from 4:00 p.m. to 10:00 p.m.

When they were through with procedures in the general office building, practitioners were assigned to the special brigade that handled practitioners and were further persecuted. They would be forced to go through brainwashing, with the false case of "Tiananmen Immolation" being repeatedly played to them. Guards Wu Yingzhi and Jiang not only told lies to the practitioners and threatened them, but also ordered other inmates and guards to watch and torture them. The instructors exerted pressure on the inmates and told them that if they were able to "transform" Falun Gong practitioners, they would be rewarded with reduced terms. The inmates also had permission to beat or torture practitioners, and even the instructors themselves beat or tortured practitioners with Little White Dragons, electric batons, leather belts, and so on.

(2) Guard Qiu Cheng, an instructor at the Falun Gong Brigade

Guard Qiu Cheng, waving a wooden club and constantly screaming, ordered practitioners to run laps on the camp ground. He would not hesitate to hit any practitioner who was too tired to run and ordered inmates to pull and drag practitioners who couldn't move any further. Qiu Cheng was also involved in the beating and torturing of practitioners Yang Yukun, Zhao Lifeng, and Yu Bo, among others.

(3) Guard Chen Yulong, an officer in the "Falun Gong Brigade"

In August 2003, guard Chen Yulong found practitioner Yu Bo reading Master's articles. So Chen ordered every practitioner searched after work, and he blamed other inmates for not watching practitioners closely enough and even beat them. When night fell, he continued to beat and torture Yu Bo. Afterwards he ordered the working hours lengthened for all Dafa practitioners, who would also be kept under tighter control.

(4) Guard Yu, formerly an instructor in the "Falun Gong Brigade"

Guard Yu locked practitioner Mr. Hu Chengshan up in a small room and beat him up, screaming obscenities.

(5) Prisoners Zhang Yanbin, Yin Zhipeng, and Liu Xiaoxin

One night in the toilet room, prisoner Zhang Yanbin whipped practitioner Hu Chengshan viciously with the Little White Dragon. When he finished he said, "This is only the light part of your punishment."

Another night, also in the toilet room, prisoners Zhang Yanbin, Yin Zhipeng, and Liu Xiaoxin, all abetted by instructors, violently beat practitioners Yang Yukun, and Zhao Lifeng with plastic tubes.

When the camp terms were up for some practitioners who had been forced to be "reformed," officials from the 610 Office of Mudanjiang City and Administrator Gao from the labor camp came with video cameras, planning to make the practitioners publicly abandon Falun Gong one more time or swear at Master and Falun Dafa before letting them go. If these practitioners said "no" to their requests, they would be kept in the facility for further persecution.

All practitioners held at Sidao Forced Labor Camp of Mudanjiang City have been persecuted by instructors Yu and Qiu Cheng, Director Jiang, Chen Yucheng, and Wu Yingzhi, among others. Administrators of the camp, Zhao Guanying and Gao (surname), and policeman Yan Changhai (formerly the chief of the "Falun Gong Brigade") have all committed grave crimes against practitioners.
