By the Team of Investigation and Collection of Evidence of the Persecution of Falun Gong Practitioners, Qinghai Province

(Clearwisdom.net) On December 24th, 2006, an article entitled, "The Net of Law Tightens, More and More Persecutors Are Receiving Karmic Retribution" was published on the Minghui/Clearwisdom website. (http://www.clearwisdom.net/emh/articles/2007/1/8/81525.html.) It reported that within four months, four officials from the Police Department of Xining City, Qinghai Province who directed the persecution of Falun Gong received karmic retribution and died one after another. The Minghui/Clearwisdom website also reported a series of articles including, "Drug Poisoning â€" A Method of Torture Often Used by the CCP" (http://www.clearwisdom.net/emh/articles/2007/1/14/81690.html) and "The Newly Built 'Reflection Wall' is Evidence of Karmic Retribution" (Not translated into English, http://minghui.ca/mh/articles/2007/1/3/146060.html). Since these reports were published by the Minghui/Clearwisdom website, there have been many reports on these events which took place in the faraway Qinghai-Tibet Plateau, by various media and websites throughout the world. Falun Dafa practitioners in China are widely using these facts of karmic retribution to clarify the truth about the brutal persecution of Falun Gong to police and various other people.

Practitioners in Qinghai Province made the flier, "Uncovering the Secrets--Enigma of the Xining City Police Department's Gate-Building," which comprehensively told about the persecution of Falun Gong practitioners in Qinghai Province, and exposed the evil deeds committed by the Qinghai 610 Office. The flier is in the format of both pictures and words; it clearly exposed the lies of the Chinese Communist Party (CCP), and greatly frightened those in Qinghai Province who persecute Falun Gong. It also made public the Xining Police Department's building of the gate as an attempt to avoid karmic retribution. The story became a popular joke that was known to everyone.

The National Police Department was extremely panicked; they saw how well Falun Gong practitioners knew the detailed situation in the Xining Police Department. Even the photos of the Department Party Committee were put on-line, thus they believed that there must be Falun Gong practitioners within the police department. They pressured the Qinghai 610 Office, and ordered them to hurriedly persecute Falun Gong.

1. Uncovering the Secrets Has Stirred the CCP; High Officials from the National Police Department Went to Xining to Apply Pressure

On December 30th, 2006, the television station of Germu City, Qinghai Province slandered Falun Gong, and emphasized that a so-called complete investigation must be carried out to collect information on the activities of Falun Gong practitioners. In January 2007, the police in Germu City constantly disturbed practitioners. From the information we have, at the beginning of 2007, the CCP branch of Qinghai Province passed out a document for persecuting Falun Gong, which ordered all districts to comprehensively investigate and obtain complete information on Falun Gong practitioners. In order to not leave any evidence, they destroyed all eleven documents after the order was delivered.

At the end of January 2007, high officials appointed by the National Police Department secretly went to Xining City, Qinghai Province. They were there to supervise and pressure the Qinghai 610 Office, the Xining City Police Department, and the local National Security Office to persecute Falun Gong. They rearranged the assignments of each branch, and attempted to counter the impact of the published articles, covering up their evil crimes of torturing Falun Gong practitioners in the Qinghai-Tibet Plateau.

From our latest investigation, under the pressure and threats of the National Police Department and the Qinghai Province 610 Office, the Xining Police Department forced the police and different levels of officials from each local police station branch in Xining City to carry out a series of actions to persecute Falun Gong practitioners. Zhang Jixiang, a police officer from the Nanchuan Police Station of the Chengxi Police Department in Xining City, instigated the street residence office to withhold practitioners' wages. At the end of January, he also instigated the street residence and local community offices to carry out so-called secret investigations and secret inquiries of eight practitioners in Nanchuan District. These eight practitioners that are on the blacklist of the Nanchuan Police Station are: Tang Minxiu, Yang Shuxiang, Wang Jinyu, Zhou Yulan, Tian Yulan, Tong Xueqin, Wei Guoliang, and Bai Yulan.

We here inform superintendent Wang Fuhai, deputy superintendent Li Yongsheng, police officer Zhang Jixiang and police officer Dong Shiwu, and others from the Nanchuan Police Station: The above-mentioned Falun Gong practitioners are already under the watch of the international public. Any persecution and disturbance they experience will all be carefully recorded. Whatever damage is done to them, in the near future, the Xining Police Department and Qinghai Province 610 Office, will have to pay everything back!

2. Trying to Reestablish Reputation â€" Xining Police Department Organized Unified Action

On January 30, 2007, the Xining Police Department carried out a number of persecution actions against practitioners, including so-called return visits, complete investigations, searching homes, confiscating belongings, and detaining and arresting practitioners. From our initial investigation, we've confirmed that in the eastern, western, and northern parts of Xining City, there were more than ten practitioners who suffered disturbance and had their homes searched.

According to our information, in the Eastern District of Xining City, at least four practitioners suffered disturbance by the street residence office and the police station. They are: Ms. Zhang, a retired teacher who lives near Qinghai Ethical College; Mr. Ma, who works for the Fourth Water and Electricity Bureau; Zhang Guangxi, from a factory in Qinghai Province; and Zhang Jimin, who lives on Baiyizhong Road.

In Chengxi District of Xining City, three practitioners' homes were disturbed by police. In Chengbei District, at least five practitioners were arrested and had their homes searched.

Police officer Wang Haibo from the Chaoyang Police Station of the Chengbei Police Department and another police officer wore plainclothes and went to the home of practitioner Mr. Zhang Fu (his son, practitioner Zhang Xuefeng, was persecuted to death). The officers pretended to be workers performing a pipe check. They looked around and then left. Not long afterwards, Wang Haibo rushed into Mr. Zhang's home with four or five other policemen. They searched his home, and took away several Dafa books and Falun Gong materials.

A group of officers from Mafang Police Station of the Chengbei Police Department in Xining City searched two practitioners' homes and confiscated belongings. These two practitioners are sisters. After the police found Falun Gong books and some materials in their homes, the sisters were detained for a night.

In the Northern District, near Mafang, the home of elderly practitioners Mr. Li Baochun and his wife Li Fengying was searched and items were confiscated. They were arrested and are now detained in the Ershilipu Detention Center.
