1. [Gansu Province] Practitioners Illegally Arrested in Lanzhou City and Tianshui City at the End of Last Year
At the end of last year, police from Lanzhou City and Tianshui City in Gansu Province “illegally arrested” many practitioners. When the local prisons in Gansu Province no longer had room for these practitioners, a large group of practitioners were transferred to Shaanxi Province at the end of last year.
In addition, there are indications that a large group of practitioners sentenced to imprisonment and held in the local prisons in Shaanxi Province, regardless of the length of their prison terms, are being transferred to Weinan City.
2. [Guangdong Province] Mr. Li Fulin Previously Held for Four Years Arrested Again
Practitioner Mr. Li Fulin from Shenzhen City was about to leave home as usual on February 27, 2007 (the tenth day of Chinese New Year), when over ten people from the “610 Office,” hidding by the door of his home, suddenly rushed out to arrest him. Reportedly he is being held in the Futian Detention Center.
Mr. Li Fulin was born on August 23, 1969, in Meizhou City of Guangdong Province. He worked with fellow practitioners from Shenzhen City to distribute several tens of thousands of Falun Dafa “truth-clarification” materials in the buildings along the main streets, such as Shennan Boulevard and Huaqiang Road, during the Second Chinese New and Advanced Science and Technology Achievement Conference held on October 12, 2000. Because of this, he was sentenced to seven years of imprisonment by the Futian District Court of Shenzhen City on November 8, 2002. In November 2006, after being held for four years, he was released. Afterwards, the Shenzhen City 610 Office repeatedly harassed Mr. Li Fulin via phone calls, ordering him to show up for a “conversation,” but Mr. Li solemnly refused to comply. During the same time period, his family members noticed that he was being followed.

3. [Shanghai City] Supplementary Information on the Illegal Sentencing of Practitioner Mr. Lin Mingli to Imprisonment
Practitioner Mr. Lin Mingli was taken to a forced labor camp by the Shanghai City police and was subjected to brutal torture for two years just because he practices Falun Dafa. Over two years ago, he was released from the forced labor camp and was reunited with his family.
On October 9, 2006, shortly after his reunion with his wife, he was suddenly arrested again by police from the local 610 Office, while he was taking a walk with his wife on a small road near their home. He has been illegally held since then. The local police from the 610 Office have been treating him as a primary target for persecution.
In order to achieve the goal of sentencing Mr. Lin to imprisonment, the police arrested friends he had been interacting with and interrogated them under torture to force them to provide the “evidence” that would allow them to sentence Mr. Lin to imprisonment. The police also ransacked Mr. Lin’s home from 10:00 p.m. to 2:00 a.m. but found nothing. Even though they couldn't get any evidence from his friends or find any pieces of evidence, just because the 610 Office suspected that he had passed along a DVD disc of the “Nine Commentaries on the Communist Party”, Mr. Lin was given a heavy, six-year sentence by the Putuo District Court of Shanghai City on November 10, 2006.
Mr. Lin immediately appealed. However, the Middle-Level Court refused to carry out any investigations or verification, and also refused to hold a trial. At the end of last year, the court notified Mr. Lin Mingli’s attorney that the case was too simple to be re-opened and that the original sentence was upheld. When his attorney requested to discuss the case in person, they rejected his request. In the detention center, Mr. Lin Mingli has been transferred to a cell for those who have been sentenced to prison. He is about to be taken to a prison.

4. [Shuangyashan City, Heilongjiang Province] Practitioner Mr. Shan Zhiping Facing CCP Torture
Practitioner Mr. Shan Zhiping from Shuangyashan City has been arrested and held in the Hongxinglong Detention Center for almost two months. The CCP is trying to gather accusations in an attempt to sentence him to prison.
Mr. Shan’s wife has been suffering from mental illness due to too much stress from the repeated torture of her husband during the past several years just because he practices Falun Dafa. This time, when she learned of the arrest of her husband for the second time, her mental illness recurred. Their daughter, who lives out of town, was unable to come to visit her father, due to her poor health, until one month after his arrest. When she arrived, her mother was already sick and had to be hospitalized. Mr. Shan Zhiping’s mother is in her 80s.

5. [Baishan City, Jilin Province] Detailed Information on the Arrest of Five Practitioners
On March 3, 2007, five practitioners were arrested. Later, three of them were released. The other two were held in the Baishan City Detention Center.
Prior to the Chinese New Year on January 28 and January 29, a fellow practitioner from Baishan City went to the Sanjiang Building of Baishan City to do some shopping and lost his/her wallet at the cashier's counter. The wallet was turned in to the manager of the Sanjiang Building. The manager handed over the wallet to the Baishan City Police Department. In the wallet were DVD discs, an identification card, truth-clarification materials, the phone numbers of the practitioner’s relatives and friends, and saving slips as well as cash. The police then started to secretly monitor and follow the practitioner. They started to arrest practitioners on March 3, 2007 (the fourteenth day of the Chinese New Year). Five practitioners have been arrested. Three of them have been released, while the other two practitioners are still in the Baishan City Detention Center.
Police found machinery and other equipment as well as Falun Dafa materials when they ransacked their homes. The loss was very severe.
6. [Qixia City, Shandong Province] Practitioner Mr. Mou Zuguang Arrested by Police
Practitioner Mr. Mou Zuguang, who lost his job at the Tangjiabo Town Silk Factory in Qixia City, was arrested by police from the Tangjiabo Town Police Station when he was clarifying the truth in Tangjiabo Town around February 10, 2007. He is currently being held in the Qixia City Detention Center and being tortured.
7. [Shenyang City, Liaoning Province] The Luxun Art Institute Forcing New Students to “Express Opinions” against Their Wills
Last year, the Luxun Art Institute in Shenyang City requested that new students fill out a survey form at the beginning of the semester. In the survey form, there were questions regarding Falun Gong. Three choices were given: 1) Falun Gong is a cult; 2) Falun Gong is not a cult; 3) Not sure. Two new students chose “Not Sure.” Consequently, the institute officials forced them to write a self-criticism statement of at least 500 words. If they refused to write the statement, they would be dismissed from the institute. Under pressure, the new students were forced to do things that were against their wills. They were angry but too afraid to talk about it.
8. [Tangshan City, Hebei Province] Practitioner Ms. Li Fu Arrested
On February 19, 2007 (the second day of the Chinese New Year), practitioner Ms. Li Fu, 60 years old, from Huangtupo Village of Tangshan City/Zhunhua City went to the home of Li Shan (male) in her village to clarify the truth about Falun Dafa to Li’s wife, Yang Shuying, and to persuade her to withdraw from the CCP. Yang, however, reported her to the village CCP secretary, Li Ying (male). Subsequently, Li Ying led eight people from the Xisanli Township Police Station and Xisanli Township Government to break into Ms. Li Fu’s home a total of three times between February 19 and February 27, 2007 to harass her. Furthermore, on March 5, 2007, Li Ying led eight people from Xisanli Township Police Station and Government to forcibly take Ms. Li Fu to the Zhunhua City Brainwashing Center to torture her. Ms. Li Fu experienced symptoms such as whole body cramps, increased blood pressure, and increased heart rate. However, they disregarded her safety and still took her away.

9. [Sanhe City, Hebei Province] Ms. Shi Ruixiang from the North China Institute of Science and Technology Illegally Held
On March 2, 2007, practitioner Ms. Shi Ruixiang, from the North China Institute of Science and Technology located in the Yanjiao District of Sanhe City in Hebei Province, was arrested when she was distributing truth-clarification materials in Gaopaidian District. She is still being held in the Gaopaidian District.
10. [Changzhou City, Jiangsu Province] Practitioner Mr. Zhang Linfeng Arrested
Practitioner Mr. Zhang Linfeng from Lujiagang Village, Niutang Township, Wujin District of Changzhou City, was reported to police because he distributed truth-clarification materials. At the end of 2006, right before the Chinese New Year’s Eve, when families are supposed to meet, he was arrested by police from the Niutang Township Police Station of Wujin District. Mr. Zhang is currently being held illegally in the Wujin District Detention Center and is being tortured.

Practitioners Ms. Ma Xuebi and Ms. Li Chaozhen from Chengdu City were arrested on February 20, 2007, when they were distributing truth-clarification materials at the Jinhua Brainwashing Center in the Wuhou District of Chengdu City. Ms. Ma Xuebi is currently being held in the Jinhua Brainwashing Center. Ms. Li Chaozhen is currently being illegally held in the Pi County Detention Center of Chengdu City.
16. [Handan City, Hebei Province] Practitioners Ms. Ronghua and Ms. Li Hongying Arrested
Practitioners Ms. Rong Hua and Ms. Li Hongying from Jize County in Handan City were taken to the Jize County Detention Center on February 2, 2007, and February 3, 2007, respectively, by the Jize Police Department, and have been held there ever since. 17. [Tianmen City, Hubei Province] Follow-Up Information on What Happened after Practitioner Ms. He Meirong’s Home Was Ransacked
In 2006, practitioner Ms. He Meirong was forced to leave home to avoid being arrested after her home was ransacked. After ten days, the police returned her computer and also deceived her into returning to school. Her brother, He Tongqiang, was forced to take her back to school, where she only spent two days. The police arrested her again and took her into the Tianmen Detention Center. She has since been taken to the Hubei Provincial Women’s Forced Labor Camp, where she is serving a one-year sentence.
18. [Zhaoyuan City, Shandong Province] Practitioner Ms. Shao Yongmei Illegally Held
On the morning of March 7, 2007, practitioners Ms. Shao Yongmei and Ms. Guo Zhanyu from the Cultural District of Zhaoyuan City were reported to police while clarifying the truth and were taken to the Luofeng Road Police Station of Zhaoyuan City. Subsequently, police officer Li Jianguang (male) from Zhaoyuan City State Security Division and 610 Office led several police officers to illegally ransack the homes of Ms. Shao and Ms. Guo. Ms. Guo was taken to the Zhaoyuan City Brainwashing Center. Because her family members actively requested her release, she was released on March 8, 2007. Ms. Shao was taken to Zhaoyuan City Detention Center and is still being illegally held there.

20. [Jilin City] Many Practitioners Arrested
On February 12 and 13, 2007, the State Security Division of the Police Department of Jilin City arrested practitioners Ms. Zhao Yingjie, Ms. Wang Liqiu, Ms. Miao Chunhong, Ms. Zhao Guoxing, and Ms. Liu Yuhe and held them for 20 days without notifying any of their family members. Only after their family members had searched for the practitioners everywhere did the State Security Division of the Cangyi Police Department of the Jilin City Police Department issue Criminal Detention Certificates to the family members of the arrested practitioners.
A case manager used a stick to hit Ms. Zhao Yingjie in her vaginal area. Ms. Zhao is 34 years old, single, and has graduated from college. When Ms. Zhao informed other case managers of this treatment, no one inquired about the matter.

Practitioner Ms. Liu Yanhua from the former Cotton Printing and Dyeing Mill of Zhoukou City (already bankrupt) was arrested by police on March 9, 2007.
23. [Huhhot City, Inner Mongolia Autonomous Region] Seventy-Year-Old Practitioner Mr. Li Guangzhi Arrested
On Chinese New Year’s Day 2007, practitioner Mr. Li Guangzhi, around 70 years old, was posting truth-clarification couplets on the door of his own home and the doors of his apartment unit when he was reported to the police. Two officers came and ordered him to take the couplets down. Mr. Li refused. Later, five police officers went to ransack his home and confiscated truth-clarification materials including the Nine Commentaries on the Communist Party. Since Mr. Li's arrest, there has been no news about him.

On the night of March 15, 2007, the Xinyang City 610 Office suddenly broke into the home of practitioner Mr. Hou Hui, ransacked the home, and arrested him. Two days later, Mr. Hou was taken to a forced labor camp.

26. [Shanxi Province] Qi County Prison Refuses to Release Mr. Luan Fusheng, Who Is Near Death
Practitioner Mr. Luan Fusheng from Shijiazhuang City has been held in Qi County Prison of Shanxi Province. He was again taken to the 109 Police Department Hospital for emergency treatment. The hospital has issued, for the third time, a notification of imminent death. However, the prison still refuses to release him, claiming that the “paperwork for a release to seek medical attention has not been completed.”
On March 2, 2007, when Mr. Luan’s family members went to visit him in prison, they saw that his entire body was swollen and he was no longer able to speak clearly. He looked extremely thin and was bedridden. He is no longer able to take care of himself and is on his last breath. A criminal inmate shares his bed and takes care of him.
27. [Dalian City, Liaoning Province] Practitioner Mr. Sun Jinghuan “Out on Bail Awaiting Trial”
Practitioner Mr. Sun Jinghuan was arrested for no reason on February 2, 2007, by the Dalian City State Security Division, and was released on March 2, 2007. The State Security Division stated that he had been “bailed out awaiting trial.”

Practitioner Ms. Liu Zhaozhen from Huawo Village, Shangcang Town, Ji County of Tianjin City, was by police from the 610 Office of Ji County on January 31, 2007. Police confiscated a laptop computer, a printer, a DVD player, a paper cutter, and several packages of printing paper. Other confiscated items were not identified.
30. [Nanyang City, Henan Province] Practitioner Mr. Li Xinguang and His Wife, Ms. Zhao Qin, Subjected to Torture
Practitioner Mr. Li Xinguang was arrested by the Wolong Police Department of Nanyang City after he walked out of his home on the evening of March 6, 2007. He is currently being held in the Shangzhuang Detention Center of Nanyang City.
On the morning of March 7, 2007, police from the Wolong Police Department went to ransack Mr. Li's home. His family members refused to open the door. Police used 800 “yuan” to lure someone who did not know the truth about Falun Dafa to break in through the family's thief-proof door. They then dragged Mr. Li Xinguang’s wife, Ms. Zhao Qin, by her hair into the police car and took her away. Ms. Zhao walked away with righteous thoughts that night.
31. [Harbin City, Heilongjiang Province] Practitioner Mr. Zhang Jiang Subjected to Torture in Hulan Prison of Harbin City
Practitioner Mr. Zhang Jian has been subjected to torture in the No. 9 Division of Hulan Prison of Harbin City. On February 6, 2007, the Instructor of the No. 9 Division, Liu Lingfeng (male), noticed that Mr. Zhang was doing the Falun Dafa exercises. The next day, Liu instructed Liu Kai (male) and Zhang Chengbao (male) to slap Mr. Zhang’s face over 30 times, causing his right cheek and right ear to bleed. They also kicked him and forced him to write a “repentance statement.” On February 9, 2007, when Mr. Zhang Jiang was doing the exercises, he was noticed again and was again subjected to a severe beating. Afterwards, he was subjected to the “Small Cell” (1).

32. [Jingjiang City, Jiangsu Province] Practitioners Ms. Du Liangfen and Ms. Zhang Yuzhen Subjected to Torture
Practitioners Ms. Du Liangfen and Ms. Zhang Yuzhen were reported to police when they went to Taixing City to distribute truth-clarification materials on the afternoon of March 5, 2007. They are currently being held and are being subjected to torture.

(1) In the “Small Cell” torture, the detainee is locked up in a very small cell. The guards handcuff the victim behind his back in a fixed position, so that he can neither move nor lie down. The small cell is very damp and no sunshine comes in. Only half of a regular meal is served to those locked up in a small cell. At night the rats run around. A bucket in the cell serves as a toilet. The stench in the small cell is so bad that it is difficult to breathe.
