(Clearwisdom.net) On April 4, 2007, Ms. Zhang Jiyan, the wife of a Chinese diplomat at the Chinese Embassy in Canada, exposed a document to the media. The document showed that the Chinese Embassy tried to interfere with NTDTV's application to the Canadian Radio-Television and Telecommunications Commission (CRTC) for a permit to air in Canada. The President of NTDTV Canada Wang Shaojiu said that the CCP has been trying to undermine the operations of NTDTV, a legal enterprise in Canada, and now we have evidence with names of the CCP officials who are involved.

Ms. Zhou Limin, a spokeswoman for the Falun Dafa Association in Canada, said that the document verified that the Chinese Embassy has been systematically persecuting Falun Gong with elaborate plans. Wang Shaojiu said that the officials at the Chinese Embassy will have to be held accountable legally.

Ms. Zhang Jiyan, the wife of a Chinese diplomat at the Chinese Embassy in Canada, is a Falun Gong practitioner. In order to avoid persecution, she left the embassy on March 5 and made public her announcement of quitting the CCP at a rally held on March 30 in front of Parliament Hill.

The CCP's Department of Foreign Affairs ordered the Chinese Embassy to keep Chinese people from supporting NTDTV's Chinese New Year Galas.

Ms. Zhang Jiyan said that she saw a document a few years ago by chance. The document said that the CCP's Department of Foreign Affairs ordered the Chinese Embassy to keep Chinese people from supporting NTDTV's Chinese New Year Galas. According to the order, the Chinese Embassy was supposed to convince Chinese artists in Canada not to support, perform at or attend the galas.

Ms. Zhang made public a document showing that the Chinese Embassy tried to lobby the Canadian government to stop NTDTV from entering Canada and incited the local Chinese communities and Chinese students to write to the government against NTDTV. The document also shows that the Chinese Embassy mailed materials which slandered Falun Gong to governmental organizations.

Lobbying governmental departments to stop NTDTV from entering Canada

One of the documents that Ms. Zhang has is an official document entitled, "Results of the Investigation of NTDTV Trying to Enter Canada and the Results of the Lobbying Work." Huang Huikang, the Minister Counselor and Consul General, wrote personal notes on the document.

The first note left by Huang Huikang was written on March 25, 2003. It says: "I took actions right after the order was issued by the leader of the embassy. I conducted investigations and contacted the Canadian Cable Telecommunications Association, Rogers Cable TV Company, and the CRTC. I am now reporting the results. I suggest the embassy to contact the relevant departments in the Canadian government and prepare protest letters to relevant organizations."

Under this note, Huang Huikang wrote: "Send to Ambassador Lu Shumin. I will call a meeting next Monday to discuss next steps."

Inciting the Chinese communities and students to oppose NTDTV

A second document written by Huang Huikang was a brief report and working plan to an embassy official. The heads of the "political department", "Consular Section" and "Department of Education" read the note and left their notes. Huang said in the document: "According to the information I got, it is possible for us to destroy NTDTV's plan of entering Canada. I will take more actions."

Huang said: "I require the Department of Culture and Political Department to study the working plan." He suggested: "When it is necessary, we should ask the Chinese communities and Chinese students to write to the Canadian government to oppose NTDTV." He also asked the embassy to "mail the materials about Falun Gong to the relevant organizations and people. Request comments from Political Department (Consul General Sun Lushan), Consular Section (Consul General Jiang Yuansong) and Department of Education."

The Chinese Embassies are the bases of persecution of Falun Gong outside China

Ms. Zhang said that most officials at the Chinese Embassy don't want to persecute Falun Gong, except a few bad people. A friend of hers told her that he didn't want to persecute Falun Gong, so he refused to take on many tasks. In the last two years, seven officials and their family members have left the Chinese Embassy.

Ms. Zhang said that there is a "Political Research Office" consisting of ten staff members at the Chinese Embassy. The task of this office is to deal with democratic movement activists, Falun Gong, Free Tibet organizations and Taiwan independence movement activists. The office focuses on persecuting Falun Gong. Huang Huikang, the Minister Counselor and Consul General, persecutes Falun Gong while denying the persecution to the Canadian media.

Ms. Zhang said that as Chen Yonglin, a Chinese diplomat who left the Chinese Embassy in Australia in 2005, pointed out, the Chinese Embassies are the bases for the CCP to persecute Falun Gong outside China. The orders are issued by the Department of Foreign Affairs. In the last few years, the embassy has assigned two more diplomats to this office.

Ms. Zhang mentioned that the Ambassador told all the officials at a conference that he had sent materials to the Canadian Members of Parliament, government officials and former governor to attack Falun Gong.

Ms. Zhou Limin, a spokesman for the Falun Dafa Association in Canada, said: "Based on this document, we can see a glimpse of how the Chinese Embassy has been persecuting Falun Gong in the last seven years. Although the document only shows how they interfered with the operation of NTDTV, we can tell that the persecution of Falun Gong overseas has been systematic, well-organized and well-planned for a long time."

Ms. Zhou Limin said: "The Chinese Embassy creates blacklists of Falun Gong practitioners, taps their phones, harasses them and attacks them. Moreover, the Chinese Embassy has been spreading materials overseas to slander Falun Gong. For example, in 2005, the Edmonton Police Service hate crimes unit testified that the diplomat at the Consulate in Calgary spread materials to incite hatred toward Falun Gong. In 2004, Pan Xinchun, the Chinese Deputy Consul General in Toronto, was found guilty of libel by the Ontario Superior Court in Canada."

Ms. Zhou said: "The Chinese Embassy incites the Chinese communities to sign petitions against Falun Gong to influence mainstream society. It also incited Chinese media to publish articles to attack Falun Gong. It tried to undermine and interfere with the Epoch Times and NTDTV. I believe that more evidence of the Chinese Embassy's persecuting Falun Gong will be exposed in the future."

The President of NTDTV Canada: The officials at the Chinese Embassy, who are involved in undermining NTDTV's operations, will have to be held accountable legally.

The President of NTDTV Canada Wang Shaojiu said that the CCP has been controlling the media in China very tightly. The CCP doesn't allow the media to express any dissenting opinion. As for the Chinese media overseas, the CCP also takes all kinds of methods to infiltrate and control them.

Mr. Wang Shaojiu said: "One of the characteristics of NTDTV is that it is independent and not controlled by any government. For example, when SARS was spreading in China in 2003, NTDTV reported on it two weeks before the Chinese government admitted the existence of SARS in China."

Mr. Wang said: "The CCP has tried its best to attack and suppress media outlets like NTDTV. In 2004, NTDTV signed a contract with Eutelsat to transmit uncensored programs around the clock to people in Mainland China and other parts of Asia via Eutelsat's W5 satellite. The CCP pressured Eutelsat to terminate the transmission. The CCP has also been trying interfere with NTDTV in China ever since NTDTV entered Canada in 2003."

Ms. Wang said: "With the document provided by Ms. Zhang Jiyan, we have evidence with the names of Chinese officials involved. The officials at the Chinese Embassy who are involved in undermining NTDTV's operation will have to be held accountable legally."
