The caption for the photo was: "Falun Gong spiritual movement's banner 'The Chinese Communist Party is to be destroyed by Heaven.' Falun Gong is banned in China, but it is allowed in the Hong Kong Special Administrative Region."

The article said that Hong Kong is different from other Chinese cities. In Hong Kong, you can see foreign newspapers on the street, young people petitioning in parks, and Falun Gong banners in downtown.

The article also emphasized that on one hand the CCP pays a great deal of attention to Hong Kong's economy and also wants to please the Hong Kong public, but on the other hand, it wants to limit their rights of free election.
