In Shaungcheng City, Heilongjiang Province, the local Party government and the education department of the Wujia District have systematically harassed and arrested practitioner Mr. Zhao Shukun since 2000. Since that time, they have not paid him any wages. In April 2007, Mr. Zhao was arrested again. He was taken to the detention center and his personal property was confiscated. Twice in 2000 he was arrested and sent to forced brainwashing. His family has frequently had money extorted from them as well.
