Falun Gong Practitioner Ms. Gong Xingcan, an Economist in Sichuan Province, Arrested Several Times for Practicing Falun Gong
(Clearwisdom.net) Falun Gong practitioner and economist Ms. Gong Xingcan,
who worked in the Deyang City Postal Bureau of Sichuan Province, has been
arrested several times and sentenced to forced labor twice for practicing Falun
Gong. She was arrested again on April 26, 2006 and has been imprisoned since
then. Ms. Gong Xingcan was born in 1971 and has a college degree. Her two forced
labor sentences left her incarcerated for four years. The following describes
her experiences under persecution. Appealing for Falun Gong and arrested Ms. Gong went to Beijing to appeal for justice for Falun Gong on December 9,
1999. Qianmen Police Station agents arrested her. Wang Qisheng, deputy Deyang
City Police Department chief, took her to the Deyang City Liaison Office in
Beijing. Postal Bureau official Xiao Kaigui of Deyang City then took her back to
Deyang. The Postal Bureau charged her more than 2,000 yuan for the
round trip from Deyang to Beijing. Hong Qi and Zeng Guangcheng, Deyang City
State Security Division heads, arrested Ms. Gong and illegally
detained her for 15 days. Later, the Postal Bureau officials complied with orders from 610
Office agents and sent Ms. Gong to a brainwashing center. Ms. Gong was
detained there for two months and subjected to brainwashing eight hours a day.
Postal Bureau deputy chief Gan Bin was in charge of her brainwashing. Other
officials in the Postal Bureau, including Zhang Lianghua and Tian Jia, were also
involved. The heads of various sections and also some employees of the Postal
Bureau were also involved in the brainwashing. Ms. Gong was deprived of basic
freedoms. She was held in the door guard's office during working hours. Door
guard Mr. Liu's wife Jin Kangcai was assigned to keep her under surveillance.
She was paid 10 yuan every day for watching Ms. Gong's every move, including
going to the bathroom. She was to report any situation to the authorities
immediately and also to report on Ms. Gong's activities. The Bureau eventually
stopped the brainwashing and monitoring, because Ms. Gong needed to take care of
her seriously ill husband in the hospital. Meanwhile, the Bureau handed out punitive measures to Ms. Gong. Her monthly
salary was reduced from 1,000 yuan to 200 yuan, and most of her 1999 bonus was
canceled. While her husband was hospitalized, officers from the city 610 Office,
the Tianshan Street police station, the Postal Bureau and the city Financial
Bureau--her husband's workplace--came to the hospital and threatened him. They
told him that if Gong Xingcan goes to appeal for Falun Gong again, he would be
implicated and lose his job. The Postal Bureau and 610 Office officials also
took away Gong Xingcan's identification card. Constantly harassed, arrested and imprisoned Starting in 1999, the city 610 Office officials ordered the Postal Bureau and
the police station to check on Gong Xingcan on every "sensitive" date
- New Year, Chinese New Year, "April 25", July 20 and October 1. The
leaders of the Postal Bureau compelled Gong Xingcan to come to the workplace on
national holidays, such as May 1 and October 1, to keep her under close watch.
The 610 Office agents would financially and politically punish the Bureau
leaders for failure to stop Gong Xingcan from going to Beijing and appealing for
Falun Gong. Each employee from Gong Xingcan's department was fined 1,000 yuan.
The CCP tries to tie the persecution of Falun Gong to other people's
interests in order to turn them against Falun Gong. Police officers Wang Qisheng, Hu Qingsong and Chen Zhi arrested Gong Xingcan
on July 1, 2000 at Jinhu Lake. They illegally jailed Gong Xingcan for 15 days
and fined her 120 yuan. In the summer of 2000, 610 Office agents arrested Gong Xingcan from her home
and took her to Huaxia Hotel. While there, policemen Hong Qi and Chen Zhi forced
her to attend a brainwashing workshop held by policeman Yan Dengshan from the
Xinhua Forced Labor Camp in Mianyang City. A TV station videotaped the
brainwashing workshop and broadcast fake news, saying that many practitioners
gave up Falun Gong during the workshop. Before the 2002 New Year , the city 610 Office issued an order, demanding all
workplaces in Deyang to make sure that Falun Gong practitioners stay at home
during the New Year holiday. Police officer Yang from the Tianshan Street Police
Station came to Gong Xingcan's house, ordering her to promise to stay home. Gong
Xingcan refused to open the door for them. Yang tried to arrest Gong Xingcan and
called for backup to force open Ms. Gong's door. Later, officials from her
husband's workplace acted on behalf of Ms. Gong's family and tried to help her.
Finally, the police relented and left. The whole process went on from 9:00 p.m.
until after midnight. Ms. Gong and her husband were not able to sleep the whole
night. During the 16th Chinese Communist Party Congress, the 610 Office
agents ordered the Postal Bureau to call Gong Xingcan twice every day to make
sure she stayed at home. Security personnel Ye Daiqing, Kan Jinlun and Zou were
assigned to make the calls. If Ms. Gong didn't answer the phone, they would
report it to the Tianshan Street Police Station, and officers and the street
committee head Zhu would immediately go to Ms. Gong's house. The police officers
who arrived at Gong Xingcan's house to harass her included Liu Heng, Lai Jiong
and Tan Dingduan. Different forms of persecution Gong Xingcan was sentenced to a two-year labor camp sentence on April 6, 2002
for explaining the facts about Falun Gong to people and for putting up posters
clarifying the truth about Falun Gong. On April 6, 2004, Gong Xingcan refused to sign papers regarding her release.
Jindong State Security Division officials ordered the Bureau only pay her
low living expenses and also to withdraw her living expenses for about half a
year during her forced labor period. The Postal Bureau's deputy head Zhang Lianghua has signed a contract with
deputy bureau chief Ye Shaoyin, who was in charge of the persecution, and also
with the City Bureau of Commerce, which tied Falun Gong practitioners'
"reform" rates to financial bonuses and Bureau employees' promotions.
Under pressure from the 610 Office, the officials not only refused to pay Gong
Xingcan's living expenses, but also suggested to the 610 Office to extend Ms.
Gong's labor camp sentence. The City Bureau of Commerce announced a list of 29
Falun Gong practitioners working in Deyang's businesses and demanded the
workplaces to assign specific people to closely watch them. The Bureau of
Commerce also ordered the workplaces to sign contracts to tie Falun Gong
practitioners' "reform" rates to financial bonuses and employee
promotions. Gong Xingcan has appealed to the city Labor Arbitration Committee for justice
regarding the persecution she suffered at the workplace even after she resumed
her work. The Labor Arbitration Committee accepted the case and pointed out that
her workplace had violated labor laws if the facts were verified. The
Arbitration Committee also notified the Postal Bureau for a hearing. The Postal
Bureau then contacted the 610 Office to exert pressure on the Labor Arbitration
Committee and force them to drop the case. In the spring and summer of 2005, the police department assigned more
officers to watch Gong Xingcan. Her every action was spied on. No matter where
she went, and no matter what she did, she was watched. The police officers even
recorded the time she came home and had dinner every day. Gong Xingcan once
clarified the facts about Falun Gong to one of the officers and told him not to
do these bad things anymore. The officer said that he had no choice because he
needed to keep his job. The brainwashing center On June 7, 2005, 610 Office agents ordered Gong Xingcan's arrest. Involved in
the arrest were policeman Liu Heng from the Tianshan Street Police Station,
Postal Bureau official Ye Shaoyin, deputy office head Zhang Lianghua, and other
people including Zhe Junfang, Zhang Pin, Bai Guang, Wang Gaoyun, Liu Xiaoxia and
Chen Taiguo. They took Gong Xingcan to the brainwashing center in Hexing Town,
Guanghan City, which is called the "Science Education School." In July 2005, the same Postal Bureau officers came to the brainwashing center
and threatened to fire Gong Xingcan if she refused to renounce Falun Gong. In August 2005, State Security Division chief Wang Wenwu in Deyang City came
to the brainwashing center, trying to pressure Gong Xingcan into renouncing
Falun Gong. He said, "We (the CCP) have prisons, armies and other state
machinery. If you don't renounce Falun Gong, we will send you to prison." At the end of August 2005, another outrage happened. Thugs knocked down the
door and broke into Gong Xingcan's home. The people who did this were police
officer Wang Wenwu, Liu Yue and Wu Guanghua from the Shenfang City 610 Office,
officer Zhou Minjin from Jindong Police Station in Deyang, officer Zhou Bo from
the brainwashing center in Hexing Town, Liu Guirong, and officers from the city
financial bureau in Deyang Zhao Jiashu and Zheng. They even pried open a safe
and took all the money it held. Wang Wenwu even claimed that Ms. Gong Xingcan
needed to pay the locksmith for breaking into her safe. Later on they went to
Gong Xingcan's workplace to search her office but didn't find anything. Gong
Xingcan's supervisor Zhang Pin was involved in the office search. Arrested and sentenced to forced labor again Since Gong Xingcan refused to renounce Falun Gong, she was sentenced to two
years in a forced labor camp again. The court officials put down the wrong home
address, workplace and ID number on the paper work for unknown reasons. Gong Xingcan was badly tortured in the labor camp. The policemen forbade her
to sleep and to use the toilet. One day before the policemen were about subject
her to physical torture, Ms. Gong escaped the cell, jumped from the fourth floor
and landed on the third floor. She broke one of her legs and was sent to a
hospital. She escaped from the hospital and has since become homeless. Ms. Gong was arrested in Leshan City along with another practitioner on April
26, 2006. She is now locked up in the notorious Nanmusi Forced Labor Camp in
Zizhong, which is known for brutally persecuting Falun Gong practitioners. The persecution severely impacted Gong Xingcan's husband and parents. Her
husband passed away under the huge mental pressure. The 610 Office fined and
