Crimes Committed by Police and 610 Office Personnel in Manzhouli City, Inner Mongolia
(Clearwisdom.net) There are two primary groups of people who persecute
Dafa practitioners in Manzhouli City. One group is the Domestic Security
Division of the Manzhouli City Police Department and the other group is the
610 Office. The following are accounts of Police personnel in the Domestic Security
Division of Manzhouli City: Wang Qinghai, male, is commander of the Domestic Security Division of
Manzhouli City Police Department. He practiced Falun Gong prior to July 20,
1999, when the persecution started, and he knows deeply how much benefit Falun
Dafa brings to one's health. He said to a Dafa practitioner, "I feel like a
young man." However, after July 20, he did all he could to persecute Dafa
practitioners. He organized and took part in sentencing 18 practitioners to
forced labor and was involved in over 50 illegal arrests of Falun Dafa
practitioners. He was a responsible party in almost all illegal over-term
imprisonment of Dafa practitioners, some for almost 13 months. He was also
responsible for the deaths of two female Dafa practitioners, Meng Guiying and
Wang Shuying. He caused one practitioner to becoming mentally disturbed and four
practitioners to becoming disabled to varying degrees. Wang Qinghai and others
also illegally searched Dafa practitioners' homes and illegally took their
goods. They collected so called "bail deposits" from Dafa
practitioners in exorbitant amounts, demanding as much as 30,000 yuan
from some. Most of the goods they took and the bail deposits they collected
eventually went into their own pockets. During the past eight years, Dafa
practitioners have used all available opportunities and methods to clarify
the truth to him, but to this day he still has not awakened or repented. An Qingyuan, male, is a police officer from the Domestic Security Division.
He committed most of his crimes persecuting Dafa practitioners with Wang
Qinghai. Zhao Lishi, male, deputy director of the Manzhouli City Police Department. He
began being in charge of the Domestic Security Division in 2002 and has since
directly taken part in persecuting Dafa practitioners. The Manzhouli police have
persecuted Dafa practitioners most severely during the period beginning when he
took this position. During this period, he forcibly took "bail
deposits" from Dafa practitioners and also took about 10,000 yuan from
every Dafa practitioner, and sometimes as much as 30,000 yuan. Nearly twenty
practitioners were illegally imprisoned with overly long terms, and eleven
practitioners were illegally sent to forced labor camps. One practitioner has
been tortured so brutally that he became mentally disturbed, and four Dafa
practitioners were tortured to the point of becoming disabled to various
degrees. In addition, two Dafa practitioners were tortured to death (Meng
Guiying and Wang Shuying). During the past eight years many Dafa practitioners
in China and overseas have tried to clarify the truth to him. When he received
phone calls from Dafa practitioners overseas, he said, "Don't you talk over
there. If you come here, I will arrest you immediately." Huang Ming, Zhao Lishi's wife, was previously part of the Preliminary Hearing
Section of the Manzhouli Police Department. She is now working in judicial
administration. She took part in illegally trailing Dafa practitioners. Additionally, deputy commander of the Domestic Security Division Han Xiaogang,
police officers Zhou Changzhi, Zhang Zhenhua, and Chen Yanming, and others, have
all taken part in severely persecuting Dafa practitioners. We are providing all

Manzhouli City: Ma Ying, female, is deputy director of the 610 Office of Manzhouli City. She
did everything in her power to persecute Dafa practitioners and poison the
common people. She organized and took part in illegally sentencing 18 Dafa
practitioners to forced labor, she illegally arrested over 50 Dafa
practitioners, with most being imprisoned beyond their legal terms, some for as
long as 13 months. She also is responsible for two practitioners being tortured
to death (Meng Guiying and Wang Shuying), one practitioner becoming mentally
disturbed, and four practitioners becoming disabled to differing degrees. She
planned and organized six brainwashing sessions, and due to her direct efforts,
at least five people lost their jobs. She has poisoned the citizens by ordering
social communities, residential committees, and schools to post slogans, write
blackboard news postings, and hang posers slandering Dafa. During the past eight
years, Dafa practitioners have made many attempts to clarify the truth to Ma
Ying, but she has been blinded by money and refuses to awaken or repent. Li Jingcheng, male, is director of the 610 Office of Manzhouli City and
deputy secretary-general of the Manzhouli Communist Party Committee. In 2002 he
replaced Li Wenting and became the second 610 Office director. He has been
commanding the persecution of Dafa practitioners behind the scenes. He forcibly
sent Dafa practitioners Hou Li, Yang Wentong, Cui Hong, and others to
