At around 4:00 a.m. on February 25, 2008, Jinzhou City Police Department Director Wang Lijun led policemen and 610 Office agents to arrest several Falun Dafa practitioners. Their homes were ransacked and large quantities of truth-clarification materials were confiscated. Arrested practitioners included Ms. Liu Fengmei, Mr. Huang Cheng, Ms. Li Xiuyun, Mr. Zhang San, Mr. Na Quanjie, Ms. Li Fengyun, Mr. Yin Zhiyou, Mr. Wang Guiling, Mr. Miao Jian'guo, Ms. Guo Yanping, Mr. Xiang Ying, Ms. Cui Yaning, Mr. Zhao Yu, and a practitioner named Zhang from Chaoyang City.

Officers tracked practitioners using their cell phones, followed and monitored practitioners as part of a long term plan to carry out these arrests. The practitioners are being detained in the Jinzhou City First and Second Detention Centers.
