Large Scale Arrests and Harassment of Practitioners in Shouguang City

(Clearwisdom.net) Since March 2008 the authorities in Shouguang City have been carrying out large-scale persecution and arrests of Falun Gong practitioners.

On the morning of March 24, 2008, police from Tianma Police Station of Daotian Town, Shouguang City, Shandong Province went to Xifeng Village and illegally arrested Falun Gong practitioner Bi Ruilan at the local market. Bi Ruilan's current situation and whereabouts are unknown.

On March 25, 2008, Shouguang City Police broke into 60-year-old practitioner Zhang Zedong's home in Xiguan Village and arrested Zhang. Then, they sent Zhang Zedong to the detention center. The police also confiscated a pair of newly-made stone sculptures of Qilin (a Chinese mythical creature).

Also on March 25, over 20 Shouguang City police officers broke into practitioner Ms. Han Xinxiao's home in Jiawangnanshao Village of Shangkou Town and arrested her. Ms. Han, nearly 60 years old, was then sent to the local detention center.

On the same day, practitioner Lin Wenying from Dongbeishangkou Village of Shangkou Town, Shouguang City and another practitioner were both arrested.

On the afternoon of March 26, 2008, practitioner Yang Mingyi from Jitai Town, Shouguang City was arrested from home by police officers from the Shouguang City's "Anti-Evil [slanderous term omitted] Team" and the Jitai Town Police Station. Yang Mingyi's home was also ransacked and Yang is now detained in Shouguang City Detention Center.

At around 7:30 p.m. on March 27, 2008, the "Anti-Evil [slanderous term omitted] Team" of the Jitai Town Police along with the Gucheng Street Police Station arrested practitioner Hu Aiyun from Zujia Village on Gucheng Street. Further information is unknown.

From March 25 to March 28, three practitioners from the Shouguang City Transportation Company and a practitioner from Nanxu Village were harassed by the local police and some of their personal belongings confiscated. Practitioners from other companies and residential areas were also harassed. An investigation is currently underway.

On April 1, 2008, practitioner Guo Xiuqing from Qijia Village of Jitai Town, Shouguang City was arrested. Details of the arrest are unknown.

On the same day, the Shouguang City authorities arrested practitioner Ms. Sang Chunlian from Houzhang Village in Shouguang City. Ms. Sang was taken to the Industrial District Police Station, where she was interrogated and tortured by the Shouguang City 610 Office (now renamed as "Shouguang City Anti-Evil [slanderous term omitted] Office") and the Shouguang City Police's Anti-Evil [slanderous term omitted] Team. Ms. Sang had previously been tortured by Shouguang City Police on the evening of September 24, 2007.

Practitioner Ms. Sun Guizhen, her husband and her son-in-law were implicated and arrested at around 10:00 p.m. on April 1, 2008. Her son-in-law who does not practice Falun Gong was released two hours later that night. Ms. Sun and her husband (also a non-practitioner) are still detained in the Industrial District Police Station.

Shouguang City practitioners Guo Xiuhua, Mou Zhongwen, Han Xinzhen, Song Zulan and Li Xiuhua are currently detained in Shouguang City Detention Center. It has been confirmed that there are over 10 practitioners detained there.

On the evening of April 2, 2008 the Shouguang City Television Station broadcast a meeting of local Chinese Communist Party (CCP) officials showing city CCP Committee Secretary Liu Zhonghui making arrangements to persecute practitioners. Liu Zhonghui was appointed CCP committee secretary in March of 2007. Immediately after, he held a city-level meeting to devise a plan to persecute Falun Gong practitioners. Fang Xinqi, Secretary of the CCP Politics and Law Enforcement Committee was the main perpetrator who carried out the plan. In November 2007, Liu Zhonghui held another meeting and made an announcement on television that the city authorities planned to "fight three hard years" against Falun Gong. Afterwards, the newspaper, Shouguang Daily published Liu's televised remarks. The city Politics and Law Enforcement Committee, the city 610 Office and the city police department deployed their personnel to remove any Falun Gong banners, "guard" various locations where banners could possibly get posted, harass practitioners at home, and deceive the general public to monitor and report on practitioners' activities. They declared that they would not allow even a single banner to be posted. On the evening of April 2, the Shouguang City CCP officials issued internal documents about their plan to find practitioners by a "combing style" search.
