On March 7, 2008, inspection commission secretary Feng Shuhe, political instructor of the Domestic Security Division Song Yongqiang and police officer Zhang Zhen from Guan County Police Department in Shandong Province led a group of people to Fan Zhuang, Guan City. They illegally arrested practitioner Mr. Li Zengfeng and his wife Ms. Xu Qiaoyun and sent them to the Guan County Detention Center.

Mr. Li Zengfeng was sentenced to forced labor and transferred to Wangcun Forced Labor Camp on April 11, 2008. The officials at the labor camp refused to accept Mr. Li because he had high blood pressure and a heart disorder. His overall health was in poor condition. Instead of releasing him on medical bail or getting him medical treatment, the Domestic Security Division police sent Mr. Li to the Liaocheng brainwashing center.

Soon after his release from the brainwashing center, Mr. Li became critically ill and died at the age of 44 years old. On July 13, 2008, his body was cremated.

Since the Chinese Communist Party began its persecution of Falun Gong, Mr. Li Zengfeng and his wife Ms. Xu Qiaoyun have been illegally detained many times. They have suffered physically, mentally and financially.
