Ms. Cai Changzhen and Ms. Liang Shaolan, two Falun Gong practitioners in their seventies, from Qiaokou District, Wuhan City, Hubei Province, were illegally arrested on July 19, 2008, and sent to the Etouwan Forced Brainwashing Center. The State Security Team of the Qiaokou Public Security Bureau has repeatedly arrested Ms. Cai Changzhen. In 2000, Ms. Cai was hung in the air by her handcuffed wrists for several days and nights at the Etouwan Forced Brainwashing Center. She was tortured with punches to her temples, which caused her eyes to swell and her vision to blur. The local authorities nonetheless continued her incarceration despite her impaired vision. They denied her medical treatment and this eventually caused her to lose her vision completely.
