Wu Guanzheng is Among the Worst Offenders in the Persecution of Falun Dafa

(Clearwisdom.net) On June 7, 1999, Jiang could no longer contain his jealousy of Falun Dafa and held the "Chinese Communist Party (CCP) Political Bureau conference" during which the decision was made to persecute Falun Gong.

The authorities were not sure in how to initiate the persecution and ban of "Truthfulness-Compassion-Forbearance." So, they had a trial run in Shandong Province before they initiated the full blown persecution at the national level. Jinan City, the capital of Shandong Province, was the experimental ground for persecuting Falun Gong in big cities; Weifang City for medium-sized towns; and Qilu Petroleum Chemical Industry Company of Chinese Petroleum Chemical Industry Corporation in Shandong Province for large firms.

Wu Guanzheng, who was the Shandong Province CCP Secretary and Political Bureau member, was assigned this "responsibility." He left Beijing and returned to Jinan in a rush. He quickly arranged all that was necessary.

On June 10, Wu Guanzheng held the Shandong provincial party committee meeting in the capacity of a CCP Political Bureau member. Those present included main leaders and people in charge of the political and public security system in Shandong's provincial party committee, provincial government, Jinan City, Weifang City and Qilu Petroleum Chemical Industry Company.

During the conference Wu Guanzheng detailed thoroughly and systematically the plan and who would take part in it, including the timing, reporting, general and specific policies, and the methods and form to be used in persecuting Falun Gong. Wu Guanzheng's speech was transmitted as a Shandong Province provincial party committee secret official document on June 10, 1999. It was sent to every party branch of party and government organizations, Jinan City, Weifang City and Qilu Petroleum Chemical Industry Company, and the designated experimental sites before the onset of the experimental persecution of Falun Gong in Shandong Province.

Wu Guanzheng's forced all those attending from Jinan City, Weifang City and Qilu Petroleum Chemical Industry Company, to immediately hold secret meetings after returning to their respective localities. He formulated the methods to be employed and transmitted them to Jiang for written comment. At the same time he issued the order that the information be transmitted to all units.

As a result, Communist Party, political, trade union, youth league and public security members went into battle gear. They talked to every Falun Gong practitioner, and demanded that practitioners renounce Falun Gong. They threatened practitioners with dismissal from party and league membership, and that they would be fired and their relatives would be implicated. Every practice site suffered police harassment. They were squirted with water, and their tape recorders were taken away in an effort to drive practitioners away. No information could be disseminated and every practitioner was closely monitored. The atmosphere which was threatening and oppressive. Yet it was not easy to repress the practitioners. They continued to practice the exercises and study the Fa!

Wu Guanzheng assumed full command of the provincial party committee. Those in charge of persecuting Falun Gong from every region reported to him daily over the phone and came to Jinan to report in person. Wu Guanzheng issued the order of implication, resulting in practitioners being detained at their workplaces, harassed by their friends and children, and even beaten by their spouses and parents.

Yet, practitioners stayed firm in practicing Falun Dafa. After a month, the experiment had failed as Falun Gong still existed in the Qilu Petrochemical Company, the large enterprise, in Weifang City, a medium-sized city, and in Jinan City, a big city, in Shandong Province' at all locations.

Wu Guanzheng's experimental sites in the persecution of Falun Gong were a complete failure. But, Wu Guanzheng did not dare to admit defeat. He construed a false report to the Central Party Committee and Jiang, claiming that his experiment succeeded. Hence, Jiang issued the order on July 20 to arrest all in charge of the Falun Dafa Research Board and assistant centers throughout the nation. He dared to state that Falun Gong would be routed out within three months.

After three months, Jiang hosted a celebration of the "elimination of Falun Gong in Beijing." However, Falun Gong was not eliminated, but rose up and survived the brutalities. The celebration turned into Luo Gan's lecture about the Falun Gong situation in Beijing. Officials from the experimental sites, including Jinan, Weifang, and Qilu Petrochemical Company attended and spoke to the gathering.

This is how Wu Guanzheng was promoted to Commission for Discipline Inspection secretary from the Shandong provincial party committee secretary.

Wu Guanzheng committed uncountable crimes against Falun Gong. The number of practitioners killed in Shandong exceeds the numbers killed in other areas. The numbers of practitioners suffering in Shandong's forced labor camps and prisons are the highest in the nation. He is among the worst offenders in the persecution of practitioners. The misery he caused to practitioners cannot be recounted, as the stories would take years to recount.

Wu Guanzheng will suffer retribution and punishment as ordained in the heavens because he has committed innumerable crimes during this persecution.
