  • The 610 Office Disabled Falun Gong Practitioner Ms. Zhang Zhe from Hebei Province by Brutally Beating Her

     In April and May 2001, the local 610 Office imprisoned Falun Gong practitioner Ms. Zhang Zhe and her husband Mr. Chen Xijian from Hebei Province. They subjected the couple to all kinds of torture and mistreatment. The following account describes how the 610 Office's beatings and brutality against Ms. Zhang four years ago caused her to be permanently disabled.

    On the morning of September 10, 2001, 610 Office officials Liu Guangxu, Jia Lichao and others handcuffed and foot-shackled Ms. Zhang and brought her from the Xinji City Detention Center to the home of Ms. Zhang's husband's elder brother, Mr. Chen Xipu, at the Kangsu Residential Area, Building 16, Room 202. At the time, Mr. Chen and his wife were both imprisoned in the detention center and being persecuted. The police set up a torture room at this place, and violently beat Ms. Zhang. At first, they beat her feet, knees and shoulders. In the process, they broke several wooden clubs. Later, they soaked the clubs in water to prevent them from breaking. Jia Lichao ordered Liu Guangxu, Chen Kuo, Nie Xiaohua, Wen Xianghui, and a man with a short haircut wearing glasses to take turns beating Ms. Zhang's legs with the wet clubs.

    After finishing to eat a full meal, they continued to torture Ms. Zhang in the afternoon. First, Liu Guangxu punched her face and chin and they pushed her to the ground. Her hands were handcuffed behind her back. They lifted her by her hands and put a wooden board on her lower legs, with one person standing on each side of the board, jumping on the board with force. The police were afraid that her screams of pain would be heard, so they shut all the doors and windows. They also pulled down all the window shades. All throughout this ordeal, they denied Ms. Zhang meals, water, and use of the restroom.

    That day, Ms. Zhang was beaten black and blue all over her body. Her upper legs turned purple-black in color, her face was also blue and purple and her mouth was swollen.

    As there were vegetable stands outside and many pedestrians about, when the police were moving Ms. Zhang out , they became afraid of being seen with her since she was in such bad condition. They stopped and covered her up inside the building. After their car stopped right in front of the building entrance, they secretly pushed her into the car and drove away.

    To this day, Ms. Zhang's legs and feet are still numb and without any feeling. Her left leg was left with a deep scar. This has prevented her from walking normally, or standing for more than a short while. Her back aches and she is unable to lift even a bucket of water. Her vertebrae protrude like wooden clubs. Her chin often goes out of socket and is numb. It is very difficult for her to eat. Ms. Zhang is permanently disabled.

    In April 2003, Ms. Zhang Zhe filed a lawsuit in the Xinji City People's Procuratorate against the 610 Office officials Jia Lichao, Liu Guangxu, Chen Kuo, Wen Xianghui, Nie Xiaohua and the man with the short haircut wearing glasses who secretly tortured her. Because she did not receive any results for a long time, Ms. Zhang submitted the case to the Xinji City People's Procuratorate again on June 1, 2003.

    Local Authorities Brutally Persecute Practitioner Ma Yu and Ma Jun from An'yang City of Henan Province

     Since Jiang Zemin launched the persecution of Falun Gong in 1999, police have arrested Ms. Ma Jun and Ms. Ma Yu several times, which placed great pressure on their families. Ma Jun and Ma Yu are sisters. Ma Yu died this August because of the persecution, and her family is in deep sorrow.

    Ma Yu was a very open and honest person. She was 34 years old. She used to work at the Medical Auditing Company in An'yang City of Henan Province. She was the youngest daughter in the family. Ma Jun is about 40 years old. She used to work at the Propaganda Division of the Standing Committee of An'yang City. She also assumed the title of the Secretary of the Qugou Area in An'yang County. She was the volunteer assistant at the An'yang City Falun Gong practice site in 1998. Their father was a technician at a bike factory. Their mother was a principal at an elementary school. They are all Falun Gong practitioners.

    Ma Jun was illegally arrested on July 20, 1999 and illegally detained for about two months. Under a lot of pressure, she was forced to publicly denounce her belief in Falun Gong in a TV program. Her employer didn't fire her. However, they arranged for her to work at a museum, then a temple, then the Culture Bureau. They claimed she still kept her job and was still working. In fact, she was being closely monitored. Later, Ma Jun wrote a Solemn Statement renouncing her statement against Falun Gong and submitted it to her boss. She was then taken to a brainwashing session held at the An'yang Vegetable Company. During the past few years, Ma Jun has been sent to brainwashing sessions many times. Sometimes, they would take her right off the street. They kept her at those brainwashing sessions for over six months and didn't allow her to go to work.

    Ma Jun's family lived in the Wenfeng District of An'yang City. Her home was about 0.3 mile away from the Wenfeng District Government. The Wenfeng District Government was very actively involved in persecuting Falun Gong practitioners. The number of practitioners that they illegally sent to forced labor camps or imprisonment was the largest in An'yang City. They sent four to eight people to closely monitor Ma Jun. Some of them said to Ma Jun, "Please follow their orders. Otherwise, we would be fired." They illegally searched her home many times, and her family has been put through a great deal of turmoil.

    Ma Yu went to Beijing to appeal for justice for Falun Gong in 2000 and returned safely. She was taken to a brainwashing center in March 2001. She was very determined and managed to get away. After that, she was put on the blacklist of the city 610 Office and the Wenfeng District. Wang Yuansheng, the head of the city 610 Office, and Huang Ze, the head of the Wenfeng District 610 Office, ordered the police at the National Security Branch at the Wenfeng District Public Security Bureau to illegally search her home and arrest her. Ma Yu overcame this tribulation with strong righteous belief and returned home. However, her employer refused to allow her to go back to work. He stopped her salary, and they continued to persecute her both physically and mentally. Ma Yu died in the beginning of August 2005.

    Ms. Zheng Xiuqing from Yanbian Tortured and Sent to Forced Labor Camp: Her First-hand Account

     On August 31, 2005, when practitioner Ms. Zheng Xiuqin of Bajiazi Town in Helong City in the Yanbian Area of Jilin Province took her daughter to Yanbian No. 3 Middle School in Dunhua City, she clarified the truth of Falun Gong to the taxi driver. The taxi driver, He Yang, reported her to the police. She and her daughter were illegally arrested by the police patrol from the Dunhua City Police Department. The police tortured Ms. Zheng brutally and seriously injured her. Her daughter, who is not a practitioner, was also beaten cruelly. The police did not want to take responsibility for their injuries, so they ordered Ms. Zheng's family to take them home on September 3.

    At 4:30 p.m. on September 16, 2005, three policemen from the Dunhua police patrol and He Yang, the taxi driver who had reported Ms. Zheng to the police, went to the Bajiazi Market Kindergarten. They abducted Ms. Zheng and took her to a forced labor camp to serve a one-year term.

    Ms. Zheng Xiuqin's Statement Bringing Suit against the Policemen at Dunhua City Police Department:

    My name is Zheng Xiuqin. I am of Han ethnicity. I was born on September 15, 1963. I live in the 4th Branch of the Bajiazi Forestry Bureau in Helong City, Jilin Province.

    Herewith, I am filing a lawsuit against the policemen of the Dunhua City Patrol who tortured me cruelly, resulting in severe injury. They violated my personal rights.

    On August 31, 2005, I took my daughter to school at Dunhua City. At around 6 p.m., the No. 2 Squad of the Dunhua City Patrol abducted my daughter and me and took us to the Dunhua Police Station. They told us that they would ask us some information. Then I was separated from my daughter at the gate and didn't see her again.

    They took me to a room on the second floor and put me on a chair. A policeman talked to me for a while. Then another policeman replaced him. I didn't know what time it was. Suddenly I heard my daughter screaming for me in the hallway. I was anxious and wanted to go see what was happening, but the policeman held me back. I asked what they did to my daughter. They said, "We intend to send your daughter back home, but she wouldn't go. She wanted to see you. She is just a kid. We all have kids. What can we do to a kid?" I thought they had sent my daughter back to school. Later I learned that the police didn't care even if she was child. They also beat her severely.

    After a while, they handcuffed me and took me to a room on the first floor. In the middle of the room was an iron fence. Inside the fence there was an iron chair. They put me on the chair, pulled my hands behind my back, and handcuffed me. They also put shackles on my feet. Then they put an iron rod in front of my chest and locked me to the rod. The policemen then started to search me and put their hands all over my body. They also took off my shoes. They then interrogated me. A policeman brought some water in a chamber pot and poured the water on my head. The rest of the policemen punched my head. After the beating, they poured another pot of water on my head and beat me again. I felt as if my head was splitting open. I felt dizzy. I couldn't see clearly or think clearly. To force a confession, they beat me like this for three hours and did not allow me to use the bathroom. After being interrogated for an entire night, they sent me to the custody center at dawn. I pointed to the slogan on the wall [probably stating something to the effect that the police safeguard the people] and asked them, "Is this how you policemen treat people?" They cursed me with dirty words.

    On the afternoon of September 1, they took me from the custody center to the police station's torture room, where I had been before. They tied me up the same as before. One policeman pulled my hair and another policeman punched my head. I screamed out, "The police are beating people." They quickly pushed a piece of cloth over my mouth to shut me up. They said fiercely, "I will make you an invalid today. Yesterday we poured water on you to shock you with electric batons. But the baton's battery is out. Today I will kill you." A policeman who had beaten me the day before brought an iron rod. He inserted one end of the rod into a hole in the iron chair and pressed the rod against my legs. He stepped on the rod and used force to push it down. The pain in my leg made my entire body shake. I felt weak and dizzy.

    They used all sorts of methods to torture me. In the end I lost consciousness. When I woke up again, I saw them sitting right in front of me. Because of the torture, I couldn't think properly and mumbled answers to their questions. I didn't know what I was saying. When they untied me from the iron chair and asked me to sign a paper, I saw that what was on the paper was not the facts, so I tore it apart.

    Another group of police came to punch and kick me. They kicked me to the ground and kicked my back with their boots. I felt as if my back had broken, and I could no longer stand up. They beat me for a long time. Under such torture, I finally pressed my fingerprints to the paper they forged, against my conscience. Now I understand why those wronged inmates admitted their crimes over night. Under torture they were forced to confess to crimes they didn't commit, just as I did.

    When I was sent back to the custody center, I lay on the floor and couldn't get up. I couldn't take in food or water. I lost control over my bladder. My thighs were severely hurt and I couldn't walk. My head was aching terribly. The police were afraid that I might die. Under my strong objections, they asked my family to post bail for medical treatment. At 7 p.m. on September 3 my elder brother came to take me home. When he saw my tortured body, he told the police that he would not assume responsibility for me, as he was afraid that I might die after leaving the custody center. He refused to take me home. I begged him, so he relented and took me home.

    I have been under medical care since returning home. Yet I still suffer daily from a headache and do not have a clear mind. I can't think properly. I can't walk. My right shoulder is paralyzed. And because my back was hurt, I can't turn over in bed. Due to these injuries, I can't work any more.

    The above is an account of how the police violated my personal rights.

    They beat a woman, tortured her physically, and fabricated untrue charges against her. They didn't let policewomen search me, but used men, who touched my body at will. They didn't have policewomen present during the interrogation.

    The above is my account of the treatment I received at the hands of the Dunhua City police.

    Ms. Yang Lijuan Tortured and Sent to a Forced Labor Camp, Her Parents Have No Place to Appeal

     Falun Gong practitioner Ms. Yang Lijuan from Jilin City was sentenced to eighteen months in a forced labor camp. On September 23, 2005, police from the Shuangji and Mingzhu Police Stations of Changyi District, Jilin City transferred Ms. Yang to the Heizuizi Women's Forced Labor Camp in Changchun. Earlier, on August 24, State Security Unit agent Di Shigang and others has arrested Ms. Yang. They illegally detained her at the No. 3 Detention Center of Jilin City, where she was subjected to brutal torture, including having bamboo sticks hammered through the tips of her fingernails, being force-fed with hot pepper powder and water, being hung by a rope that was tied to a metal window frame, and being shocked with electric batons while tied to a chair.

    On the morning of September 23, Ms. Yang's parents, who are in their eighties, went to the detention center and asked to see their daughter. At first, their request was denied. After repeated begging, they were allowed to see her from a distance of dozens of meters. The police told the elderly couple that their daughter would be released on September 25, when her detention sentence ended. Ms. Yang's parents believed them and thanked the police at the detention center. However, that afternoon, they received a telephone call from the detention center telling them that their daughter had been sent to the forced labor camp. They were shocked.

    On September 21, Yang Lijuan's parents went to the State Security Unit No. 3 of the Jilin Police Department and asked for their daughter's release. At first, the police refused to see them. After repeated requests, an officer named Yang Wei came out and told Ms. Yang's parents to go back to the Shuangji Police Station to obtain a ticket to see their daughter. So Yang Lijuan's parents went to the Shuangji Police Station, and one of the arresting officers, Xu Luqing, told them that the case had been transferred back to Yang Jianxin of the Changyi Police Sub-bureau, Criminal Department (Tel. 86-432-2485263). Xu also give Ms. Yang's parents a notice of criminal detention. The next day, Ms. Yang's mother called Yang Jianxin, but he was very rude to her. He told Ms. Yang's mother that he would not see her, and he told her sarcastically that she could appeal anywhere she wished.

    After Ms. Yang was sent to the forced labor camp, her mother called the Shuangji Police Station to verify her daughter's whereabouts. She was told to pick up the notification for "re-education through forced labor" regarding Yang Lijuan. After she refused, they sent the notification the next day.

    So far, Ms. Yang's parents have been to the State Security Unit No. 3 of the Jilin Police Department, the Shuangji Police Station, the Mingzhu Police Station and the Changyi Police Sub-bureau to obtain their daughter's release, but no one even paid attention to them. They could not find the person who had promised them that their daughter would be released on September 25. They have no place to file an appeal and are deeply worried that their daughter will again be brutally persecuted at the Heizuizi Forced Labor Camp. They are under tremendous pressure and each day feels like a year to them.

    1. [Yining City, Xinjiang Autonomous Administration Zone] Four Falun Gong Practitioners Arrested

    Four practitioners, Mr. Yu Zhigang, Yu Lianrong, Ms. Xie Guifeng and Mr. Gong Hailiang are confirmed to have been arrested and sent to a brainwashing class held at the Tangbula Hotel in Yining City. The deputy director of Yilizhou's 610 Office, Sun Jinghua, is in charge of finding some collaborators to do the so-called "transforming" job.

    Falun Gong practitioner Mr. Tu Qiyao from Chengdu City was arrested from home on the afternoon of September 28, 2005. The specific details are unknown.

    3. [Panjing City, Liaoning Province] Ms. Li Shuqin Arrested by Police from Xinli Police Substation

    On the evening of September 28, 2005, Ms. Li Shuqin was arrested from home by police officers from the Xinli Police Substation. Her husband was not at home at the time, since he was working the night shift.

    4. [Shandong Province] Newly-appointed Chief of Guan County Public Security Bureau, Diao Peichang, Actively Persecutes Practitioners

    Diao Peichang, the newly-appointed chief for the Guan County Public Security Bureau, recently set a quota for each of the police substations in the county, demanding that they each arrest one new practitioner and detain him or her in a detention center or a forced labor camp.

    In accordance with Diao Peichang's order, many practitioners were arrested between September 27 and 29, 2005. Those arrested practitioners include Ms. Sun Shaohua, Ms. Li Lan, Mr. Zhang Yudong, Mr. Qi Shuyang, Mr. Kong Dequan, Mr. Li Hailiang, Ms. Cui Qiaolan, Ms. Li Li, Ms. Sun Xiuying, Ms. Hou Xiangmei, Mr. Fang Shuxi, Mr. Xu Haidong, Mr. Ji Zhonghua, Ms. Wu Ruhui and Ms. Zhang Guiqin.

    5. [Tieli City, Heilongjiang Province] A Group of Practitioners Including Mr. Liu Hongtu Was Arrested

    Mr. Liu Hongtu, Ms. Lu Mei, Ms. Sun Yuqiu and Mr. Sun Yaomin from Tieli City, Heilongjiang Province, were arrested by the Tieli City Public Security Bureau between September 26 and September 30, 2005. All of their homes were searched, and equipment from Sun Yaomin's home was confiscated.

    6. [Beijing] Ms. Zhang Yaping, a Teacher from Capital Normal University Arrested

    On September 23, 2005, Ms. Zhang Yaping, a teacher from the Information Engineering Institute of Beijing Capital Normal University, was arrested on the spot after she was asked by Li Fengqi to "talk." The police obtained her house key from her and searched her home, then sent her to the Beijing City Public Security Bureau.

    7. [Baoding City, Hebei Province] Balizhuang Forced Labor Camp Illegally Extends Ms. Ji Fenghua's Sentence

    Ms. Ji Fenghua, a resident from Yulin Village, Nanmaxiang, Zhuzhou City, Hebei Province, was sentenced to three years in a forced labor camp for practicing Falun Gong. In June 2003, she was detained at the Baoding City Balizhuang Labor Camp. Her labor camp term was recently completed, but since she refuses to give up practicing Falun Gong, she is being held in the labor camp longer.

    8. [Lingqiu County, Shanxi Province] Ms. Wu Zidong Arrested

    Ms. Wu Zidong from Lingqiu County, Shanxi Province was arrested in the evening on September 27, 2005, for giving out truth-clarifying materials. In the morning of the next day, a group of police broke into her home, searched it, and turned her home upside down. They even thoroughly searched the basement. Ms. Wu Zidong is currently being detained at Lingqiu Detention Center.

    9. [Wuhan City, Hubei Province] Ms. Zeng Xianmei Transferred to Er'daopeng Brainwashing Class and Tortured

    Ms. Zeng Xianmei from Wuhan City was reported to the police on August 27, 2005, for clarifying the truth at Daliuwan, Shancha Town, Xiaogan. At 4:00 p.m. on the same day, Ms. Zeng was arrested by the local police and taken to Xiaogan Detention Center. Currently she has been transferred to Er'daopeng Brainwashing Class in Jianghan District, Wuhan City.

    Practitioners Xiao Peng, Xiao Yang, Xiao Geng and a non-practitioner from Wuhan City were reported to the police on the afternoon of September 10, 2005, when they were giving out truth-clarifying materials at Huangpo. At around 6:00 p.m., they were arrested by the riot police and sent to the Er'zhigou Detention Center in Wuhan City. The three practitioners started a hunger strike as soon as they arrived at the detention center, to protest the illegal detention. A female practitioner surnamed Yang vomited lots of blood and left the detention center with her righteous thoughts on September 17. The other two practitioners are still on a hunger strike.

    10. [Chongqing City] Mr. Wang Xiaolun from Shapingba Arrested

    On September 30, 2005, at around 3:00 a.m., Mr. Wang Xiaolun from Shuangbei Jialin Motorcycle Factory of Shapingba District, Chongqing City, went with another practitioner to prepare truth-clarifying materials for distribution in Jinkou Town, in the Shapingba area. They were arrested by a police patrol and their current whereabouts are still unknown.

    11. [Liaoning Province] Ms. Li Dongmei Sent to the Masanjia Labor Camp and Tortured

    Ms. Li Dongmei from Jianchang County, Huludao, Liaoning Province was sent to the Masanjia Labor Camp on September 30, 2005, where she has been tortured.

    Ms. Mi Yanli, a Falun Gong Practitioner from Liaoning Province, Has Been Cruelly Persecuted for Three Years

    Ms. Mi Yanli, a practitioner from Liaoning Province, was "illegally arrested" on September 29, 2002, and has been persecuted at the Masanjia Forced Labor Camp ever since. On September 29, 2003, when Mi Yanli's husband came to visit her, she was half carried by two people. She was so weak that it was even difficult for her even to speak, and the area around her eyes was covered in bruises. Ms. Mi was once dragged into one of the solitary compartments in the forced labor camp. There, she was persecuted to such an extent that she could no longer eat normally. She has also endured many other tortures like being handcuffed to an iron chair, being forced to eat corn flour pancakes covered with mildew and dirt, and being subjected to freezing temperatures for long periods of time. Ms. Mi Yanli's labor camp term was over on September 30, 2005, but the Masanjia Forced Labor Camp illegally prolonged her term and continues to persecute her.
