  • Criminal Petition Filed in Washington DC Against Huang Huahua, Governor of Guangdong Province

    At 3:17 p.m. on Monday, October 17, a criminal petition was filed with the US Attorney's Office, criminal division, charging Huang Hua Hua, an official from the People's Republic of China who will be visiting the Washington DC, with acts of torture in violation of the criminal laws of the United States. Title 18, Section 2340 makes acts of torture committed outside the U.S. subject to criminal prosecution in this country. The Executive Director of International Advocates for Justice, Attorney Han, and the Executive Director of Human Rights Law Project, Attorney Marsh filed the petition. In a separate cover letter addressed to the US Attorney, Kenneth L. Wainstein, the attorneys for Falun Gong stated:

    "Mr. Xuang has played a major role in carrying out numerous acts of torture and genocide in connection with a six year campaign of persecution against Falun Gong practitioners that has been waged by many high-level officials of the Chinese Government and the Chinese Communist Party, as instituted by former President of China Jiang Zemin. These abuses violate international human rights standards, the law and Constitution of China, and the criminal laws of the United States. We therefore call upon you to promptly investigate these criminal charges, initiate the criminal prosecution of Mr. Xuang, and secure his arrest pending completion of your investigation so that he can not flee prosecution by returning to China."

    Attached below are file stamped copies of the cover letter, and the first and final pages of the criminal petition.

    A separate legal letter has been sent to Secretary Chertoff of Homeland Security asking his office to deny Huang entry into the US based on US law. A copy of the same letter and material has also been delivered to Attorney General Gonzalez, the chief US officer responsible for criminal prosecution in the US.

    Falun Gong Practitioners in Calgary Ask Canadian Government to Deny Entry to Huang Huahua

    On October 17, 2005. Falun Gong practitioners in Calgary, Canada held a press conference in front of the Chinese Consulate in Calgary, once again calling upon the Canadian government to bar entry to the current Guangdong Province Governor, Huang Huahua, who is about to visit Canada. Practitioners also urgently called upon the Canadian government to help rescue Kevin Duan's mother. After Mr. Duan recently made a speech at a press conference and testified to the CCP's brutal persecution of Falun Gong practitioners, his mother was arrested by Guangdong police and her current whereabouts are unknown.

    Kailan, the spokesperson for the Calgary Falun Gong practitioners, stated that as of today, it has been verified that 64 Falun Gong practitioners have died as a result of persecution in Guangdong Province, making Guangdong one of the deadliest provinces in the persecution. Huang Huahua, who is in charge of the persecution of Falun Gong in his Province, should take responsibility. Kailan said that according to Canadian law, we request that the joint action group of "Canadian's Crimes Against Humanity and War Crimes Program" refuse to issue an entry visa to Huang Huahua.

    Kailan also said that on the same day that Kevin Duan testified, his mother in China was followed and abducted by local police, and then lost contact with the family. Kailan asked that the Canadian Falun Dafa Association pay attention to this, and called on the Canadian government to help rescue Kevin Duan's family members who are in great danger.

    Kevin pointed out that he suffered vicious beatings and slave labor during his illegal detention for practicing Falun Gong. Huang Huahua, who is in charge of the persecution of Falun Gong in Guangdong Province, once inspected in person Division No. 2 of the Special Division for Falun Gong Practitioners at Guangzhou City No. 1 Forced Labor Camp where he was being detained then. After his inspection, the forced labor camp authorities conducted more severe and systematic persecution of Falun Gong practitioners mentally and physically.

    When introducing his mother's arrest, Mr. Duan said that at 7:00 p.m. on October 14, his mother and 13-year-old nieces went to Xinhua Bookstore. Outside the bookstore, the police followed them and took his mother to the Zhongqu Police Station of Daliang Town, Shuande with an excuse of "checking her residential record." Several police officers interrogated his mother, asking her, "Where are your children now?" "Do you know the Nine Commentaries?" and other questions. They also forced his mother to leave her fingerprints. His mother was then released, but shortly after, she lost contact with the family.

    The arrest of Duan's mother took place shortly after Kevin Duan testified at a press conference in which Falun Dafa Association called for denying entry to Huang Huahua. Kevin believes that the involvement of CCP's spies overseas may be one of the reasons for his mother's abduction. The purpose is to put pressure on him.

    Regarding his mother's plight, Kevin Duan expressed that he was very worried about the situation of his mother, who is in her 60s. But he also stated that he would not remain silent, but would continue calling upon the Canadian government to deny entry to Huang Huahua, who has committed crimes against humanity. Once Huang Huahua enters Canada, he will file a lawsuit against him based on Canadian law.



    Calgary, Canada: Practitioners Hold Anti-torture Exhibit, Request that Huang Huahua Be Denied Entry

      On October 13, 2005, Falun Gong practitioners in Calgary held a press conference demanding that Guangdong Province Governor Huang Huahua be denied entry to Canada. Falun Gong practitioner Kevin Duan, who came from Guangzhou, released his written testimony on the persecution he suffered while he was in Guangdong Province. Then the police abducted his mother on the afternoon of October 14, 2005 nearby his elder sister's home in Shunde, Guangdong Province and took her to the police station to interrogate her for over four hours. Kevin Duan stated that his mother has lost contact with his family and her current whereabouts are unknown.


    Anti-torture exhibit in front of Chinese Consulate in Calgary

    This Monday, Kevin Duan and other Falun Gong practitioners peacefully demonstrated against the CCP's persecution of Kevin Duan's family in front of the Chinese Consulate in Calgary.

    Falun Dafa Association President Li Xun stated in an interview by a reporter from the Calgary Herald that he showed great concern over Kevin Duan's mother's safety. Li Xun said, "We call upon the Canadian Government and human rights organizations to monitor and guarantee her safety."

    Canadian human rights lawyer David Matas said in a letter delivered on October 13th to the Canadian Immigration Department, Ministry of Foreign Affairs and Judicial Minister, that the CCP's Guangdong Province Governor, Huang Huahua, who is about to visit Canada, is one of the major persons responsible for the persecution of Falun Gong in Guangzhou City and Guangdong Province. Guangdong Province is one of the provinces where the persecution of Falun Gong is the most severe and has the highest death toll. We are asking the Canadian Government to deny Huang Huahua's entry to Canada. Sixty-four Falun Gong practitioners have died as a result of persecution in Guangdong Province. In just the first half of the year, 109 practitioners were arrested. Last month, many more practitioners were arrested.

    On Monday and Tuesday, despite strong wind and rain, Falun Gong practitioners held an anti-torture exhibit in front of Parliament Hill to request the Canadian Government to deny entry to Huang Huahua.

    Falun Gong practitioner Xin Qihua said in an interview that as these older practitioners demonstrate the torture methods in such cold and bleak weather, they only hope that the Canadian people and government will pay attention to the CCP's persecution of Falun Gong practitioners. In the past few years, Guangdong Province has been one of the worst provinces for the persecution of Falun Gong. The Guangdong Province governor will come to Canada on October 20th, and we hope that Canada will deny his entry.

    Guangdong Province Governor Huang Huahua had planned to visit Canada on October 20-25. Canadian Falun Gong practitioners previously demanded that two other CCP officials, Bo Xilai and Xia Deren, who have actively participated in the persecution, be denied entry into Canada in September. Both of them eventually did not make the trip as they had planned.


    Japan: Practitioners Read "Falun Dafa Association Announcement" in Front of Chinese Embassy

    On October 17, 2005, Falun Gong practitioners in Japan read the Falun Dafa Association Announcement published on October 9, 2005 in front of the Chinese Embassy. They also unfolded banners reading, "Falun Dafa is Great," "CCP, Stop the Persecution of Falun Gong" and "A News of Epoch-making Significance: Falun Dafa Association Announcement." The practitioners demanded that those who had once participated in the CCP's persecution of Falun Gong to immediately abandon the evil path, choose to be good, and stop the persecution.

    At 11:00 a.m., practitioners gathered on the sidewalk opposite the Chinese Embassy despite the rain, unfolding banners that demanded an end to the persecution of Falun Gong. Japanese Falun Dafa Association representatives Lu Min and Sato Kunio read the Falun Dafa Association Announcement respectively in Chinese and Japanese, sternly warning those who had once participated in the CCP's persecution of Falun Gong to take the opportunity to abandon the evil path and choose to be good, and to immediately stop the persecution, so as to avoid ruining their beautiful future when the evil criminals are finally put on trial.

    The announcement pointed out that "The CCP regime is against heaven's will, and is about to collapse. It is now having difficulty sustaining the persecution. Heaven's final judgment of these evil criminals is imminent. However, one of the purposes for the sacred Falun Gong princples is to save people, including people of all social statuses. Even for those who have committed wrongdoings, there is still an opportunity for them to abandon the evil path and choose to be good."

    The announcement also warned those important government or CCP officials who continue participating in the persecution, that once they leave Mainland China, they will be subjected to lawsuits filed by local Falun Gong practitioners against them.

    The nearly 60-year-old Professor Wang, who once taught at Qinghua University, also came to the Chinese Embassy. He said that since the CCP began the persecution of Falun Gong, Falun Gong practitioners have been clarifying the truth in front of the Chinese Embassy. She hoped that the embassy staff would follow the path pointed out in the announcement, make a wise choice and stop taking the evil path.

    Many vehicles came in and out the Chinese Embassy. The large banners clearly declared Falun Gong's concerns to the people. Some practitioners who work during the day came to the Chinese Embassy after work and stayed until the activity concluded at 10:00 pm.
