    On the afternoon of October 18, 2005, a criminal petition against Huang Huahua, an official from the People's Republic of China who will be visiting Washington DC, and related letters were delivered to the U.S. Justice Department and Department of Homeland Security. The two departments have signed for these legal documents.

    An announcement from the Falun Dafa Association on October 9 pointed out, "From today on, overseas Falun Gong practitioners will file civil or criminal lawsuits against all important government or CCP officials who participate in or continue to implement the persecution of Falun Gong and as a result, commit new crimes in addition to those they have already perpetrated against Falun Gong."

    The "World Organization to Investigate the Persecution of Falun Gong (WOIPFG)" implemented a global monitoring and tracking system on October 9. New cases of severe persecution are documented and filed daily. Periodically, the cases will be compiled and released to the public, while the names of the perpetrators and those who give them their orders are added to the list of people to be monitored. When they leave China, appropriate legal action can be taken against them.

    US Attorney Files Criminal Petition against Huang Huahua

    Attorney Shuhui Han, Executive Director of International Advocates for Justice, and Attorney Terri Marsh, Executive Director of Human Rights Law Projects, filed a criminal petition against Huang Huahua at 3:17 pm on October 17, 2005 with the U.S. Attorney's Office of Washington D.C., Criminal Division, regarding acts of torture in violation of the criminal laws of the United States. Title 18, Section 2340 makes acts of torture committed outside the U.S. subject to criminal prosecution in this country.

    In a separate cover letter addressed to the U.S. Attorney Kenneth L. Wainstein, the attorneys for Falun Gong stated: "Mr. Huang has played a major role in carrying out numerous acts of torture and genocide in connection with a six year campaign of persecution against Falun Gong practitioners that has been waged by many high-level officials of the Chinese Government and the Chinese Communist Party, as instituted by former President of China Jiang Zemin. These abuses violate international human rights standards, the law and Constitution of China, and the criminal laws of the United States. We therefore call upon you to promptly investigate these criminal charges, initiate the criminal prosecution of Mr. Huang, and secure his arrest pending completion of your investigation so that he can not flee prosecution by returning to China."

    Receipt from the Justice Department

    On the afternoon of October 18, 2005, a separate legal letter has been sent to Secretary Chertoff of Homeland Security, asking his office to deny Huang entry into the U.S. A copy of the same letter and material has also been delivered to Attorney General Alberto Gonzalez. The two departments have signed for the receipt of the documents.

    Attorney Terri Marsh, Executive Director of Human Rights Law Projects, wrote to Secretary Chertoff of Homeland Security on October 17, 2005. Attorney Marsh stated in her letter, "We are writing this letter to bring to your attention the upcoming visit of Mr. Huang Hua Hua to the District of Columbia on or around October 25, 2005. We request that this individual be prevented from entering the U.S. as the law requires, or if he is admitted, that admittance be allowed to take place only for the purpose of subjecting him to criminal prosecution as required under our treaty commitments under the Convention Against Torture, and U.S. laws implementing these treaties."

    Attorney Marsh further stated in her letter, "We also think it is important to point out that U.S. customs and immigration law prohibits entry of torturers and others who commit major human rights abuses, and that the U.S. Bureau of Immigration and Customs Enforcement should be alerted to their responsibility to more effectively prevent the entry of those who have committed major crimes against humanity, as Mr. Huang has done."

    On the afternoon of October 18, the letter and criminal petition were delivered to the Department of Homeland Security in Washington DC.

    WOIPFG implements a Global Monitoring and Tracking System

    After the Falun Dafa Association made an announcement on October 9, the WOIPFG implemented a global monitoring and tracking system.

    The WOIPFG announced on October 16, "A global monitoring and tracking system has been implemented, consisting of human rights organizations and individuals located in nearly 300 cities in more than 70 countries. The World Organization to Investigate the Persecution of Falun Gong (WOIPFG) coordinates its operation. The goal of the system is to monitor and keep track of Chinese Communist Party (CCP) and Chinese government officials who are actively involved in the persecution of Falun Gong, so as to assist victims in pursuing legal actions in a timely manner. The tracking system focuses on those who give orders, arrest, brainwash, abuse, torture, and murder Falun Gong practitioners, and those who are directly involved in blocking information, instigating the media, and sentencing practitioners without legal basis."

    Those involved in persecution of Falun Gong face final choice

    The Executive Director of International Advocates for Justice, Attorney Han, said, "Along with the exposure and further investigation of the persecution, more and more people and organizations have learned about the evil nature of the persecution. Many Chinese officials have expressed a willingness to change their behavior and correct their mistakes. However, some officials like Huang continue committing crimes against humanity. They will be held responsible for what they have done and brought to justice."

    The WOIPFG urges those who are persecuted and other people of conscience in China to assist in monitoring and tracking provincial, regional, municipal, and county officials and staff who continue to persecute Falun Gong, as well as the CCP officials who are directly responsible for the persecution. In particular, information is sought regarding the perpetrators' overseas visits. Wherever possible, reports should include name, gender, age, position, and facial characteristics (photo would be best), the country, city, and time of visit, and whether they have any illegal assets or commercial activities overseas. Please send the information to the WOIPFG or forward it through reliable channels.

    The WOIPFG urges those who are willing to change their behavior and correct their mistakes send their guarantee statement or regret letter through safe channels to the Minghui/Clearwisdom website.


    San Francisco, California: Practitioners Deliver Falun Dafa Association Statement To Chinese Consulate

    At around 1 p.m. on October 20, 2005, San Francisco Bay area practitioners gathered in front of the Chinese Consulate. One representative read the Falun Dafa Association statement aloud, and two practitioners then delivered the statement to the consulate.

    Practitioner Dun Li, a representative of the U.S. West Falun Dafa Association, said: "The statement has been delivered to Chinese embassies and consulates around the world by fax. The purpose for practitioners to do so is to warn those who are still assisting the Chinese Communist government and urge them to abandon the evil path and choose to be good."

    Quoting the statement, Duan said, "Heaven's destruction of the CCP is a historical inevitability. Gods must punish those criminals who have sinned against Falun Gong. Those who refuse to do the right thing and instead continue to follow Jiang's scoundrel regime's persecution policies will be severely punished as perpetrators of unforgivable crimes."

    Duan said that the brutal persecution against innocent Falun Gong practitioners has lasted for more than 6 years. Under Jiang and the CCP's influence, many province- and city-level officials have acted as ringleaders or collaborators in the torture and killing of Falun Gong practitioners. Using their official positions, they have participated in this persecution to varying degrees, not only as initiators, co-conspirators and ringleaders, but also as accomplices.

    Duan stressed that overseas Chinese consulate officials had been actively acting as accomplices of the Chinese Communist Party by spreading its propaganda, instigating hatred among overseas Chinese against Falun Gong, and harassing media outlets that positively reported Falun Gong and officials who had publicly showed support to practitioners and condemned the persecution.

    Citing an example, Duan said that in 2001, a San Francisco city councilman put forward a motion condemning the persecution and calling for action to help end the persecution. Then the Consul General personally called every city councilman or councilwoman to ask them to dismiss the motion. In addition, former Chinese Consul General Wang Yunxiang once wrote letters to all local Chinese media requesting them not to publish any Falun Gong related advertisements. When the local Chinese community was about to celebrate the 2005 Chinese New Year, the consulate tried to bar practitioners from being part of the celebration parade.

    Reportedly, Falun Gong practitioners have sued former head of state Jiang Zemin for genocide, torture, and crimes against humanity in more than a dozen countries including the United States, Canada, Spain, and Australia. High profile attorneys from many countries have also filed cases against other key figures such as Luo Gan, Zhou Yongkang, Liu Jing, Zeng Qinghong, and Li Lanqing. Many former or current governmental or city level officials, police department officials or 610 Office directors have been named in lawsuits, as well. A few well-known figures from this list are former Hebei Province Party Secretary and current Minister of Information Wang Xudong; former Governor of Liaoning and current Minister of Commerce Bo Xilai; former CCP Beijing Party Secretary Jia Qinglin; Anhui Province Party Secretary Wang Taihua; former Deputy Governor of Liaoning Province and current Dalian Mayor Xia Deren; former Beijing Mayor and current Beijing Party Secretary Liu Qi; and Deputy Police Commissioner of Hubei Province Zhao Zhifei. In June 2003, Xia Deren and Liu Qi were found liable by the Federal District Court of Northern California for torture, cruel, inhumane, or degrading treatment, arbitrary detention, crimes against humanity, and interference with freedom of religion and belief.

    The practitioner said: "The CCP has committed unpardonable crimes and is doomed to destruction by gods in the near future. Out of our compassion, we once again warn those who have committed wrongdoings during the persecution to grasp this precious opportunity to choose to be good."

    France: Raising Awareness about the Persecution of Falun Gong in Front of Parc de la Villette in Paris

    On October 8, 2005, Falun Gong practitioners in France held an activity to raise awareness about the persecution of Falun Gong at Parc de la Villette. The park is located in the 19th district of Paris. Because Theatre Paris-Villette, Citi De la Musique, Citi Des Sciences and the famous Jennett Music Hall are all located in this large park, a lot of people are there every day.

    Learning the facts

    The activity was held across the park, where there were a lot of pedestrians. Many people came to find out more about Falun Gong and signed the petition objecting to the illegal persecution of Falun Gong practitioners by the Chinese Communist Party. Some Chinese people not only took leaflets but also signed the petition to express their support for Falun Gong. By doing so they created a bright future for themselves. In the past, many Chinese people would not have done this, because they were afraid that the Chinese Communist Party (CCP) would persecute them when they return to China.


    After understanding the facts, people sign to oppose the persecution

    Some French people who just came back from New York told practitioners that they had seen Falun Gong activities there, and they were very supportive towards us. Some people said angrily upon hearing about the persecution, "I object to the Chinese Communist Party and all persecution everywhere. I support you!"

    Other people showed sympathy for Falun Gong practitioners and a deep concern for the CCP's human rights abuses. Among them were a couple who came to understand the truth. The husband was too touched to say a word after having seen the poster exhibition boards; he was almost in tears. His wife said, "It is mankind's brightest hope to pursue physical and mental health. This is our most basic human right." They both signed the petition.


    A reporter and documentary filmmaker interviews the practitioners

    During the activity, a reporter and documentary filmmaker conducted an interview with the practitioners. They suggested that their interview would be part of a documentary featured in next year's Paris International Human Rights Movie & TV Festival.



    Ireland: "Truthfulness, Compassion, Forbearance International Art Exhibition" Held at Dublin's Trinity College

    From October 3 to 7, 2005, a five-day painting display titled, "Truthfulness, Compassion, Forbearance International Art Exhibition" was held at Trinity College, Dublin. The exhibition displayed forty pictures and water color paintings created by artists who practice Falun Gong in different countries. The pictures reveal the holiness and beauty of Falun Gong practice from the perspective of art; they also depict the cruel persecution taking place in China.

    Trinity College was founded in 1592 and is a university with a rich history. Falun Gong practitioners provide free exercise classes at the university. Many new students come to learn the exercises every year and have obtained healthy minds and bodies, as well as purification of the soul from the practice. During the five-day exhibition, the university held an open day for new students. As the students looked around the campus, they had an opportunity to find out about Falun Gong.

    People were shocked as they learned about the horrific means that the Chinese Communist Party uses to persecute Falun Gong practitioners. They were also moved by the artwork. Kindhearted people are unable to believe that in today's society, such a bloody suppression is still taking place.

    The exhibition provided people with an opportunity to learn about Falun Gong from a different angle, and also to see the brutality of the Chinese Communist Party. They asked many questions and wanted to know how to help Falun Gong practitioners who are being persecuted in China.
