  • Retaliatory Persecution in Jinzhou Force Labor Camp

    On September 27, 2005, two Falun Gong practitioners, Cai Lianbao and another person illegally detained in the Second Group of the Jinzhou Forced Labor Camp could not stand any more brutal tortures and escaped while they were working in the yard of the camp. The camp guards soon caught them both. One was captured at Wangtun and the other was caught at Shenlitun. The guards in the Second Group then subjected the two practitioners to retaliatory persecution. At this point, they are locked in separate cells and their conditions are unknown.

    According to one source, on the morning of September 27, Zhang Haiping, the director of the camp, instructed the Second Group guards to have the practitioners work in the yard, where the two had the chance to escape. Those practitioners had been consistently brutalized both physically and mentally, and they were in very poor condition. The camp not only did not provide any medical treatment, but also refused to let relatives take their loved ones to be treated outside of the camp. Under orders from Director Zhang Haiping and Deputy Director Li Fenglin, the Second Group Leader Bai Jinlong and Political Commissioner Li Songtao forced practitioners to make Christmas garlands, which were sold overseas and profited the guards. If anyone did not obey their orders, torture or a term-extension would be the punishment.

    Several practitioners were brutally persecuted in 2005. Guards Li Songtao and Zhang Chunfen tightened Mr. Cai Lianba's legs in a lotus position using two bed sheets linked together, and then pushed it backward so that it became very tight. Mr. Cai was forced to stay in this position for three hours. He was not allowed to sleep day or night. The guards had criminal inmates Feng Ying, Pan Xuehai and Zhang Tiejun beat Mr. Chai harshly and then sent him to a brainwashing class. Practitioner Wang Zhigang was tortured by the same method several times. One day in July of 2005, a criminal inmate brutally beat practitioner Liu Chen in a room under the direction of Guard Bai Jinlong. Even today, Mr. Liu cannot stand up and needs assistance to go to the bathroom. Back then, however, when Mr. Liu was being beaten, Bai Jinlong ordered Mr. Liu to walk. If he could not, he was beaten again. Bai screamed at Mr. Liu, "Yes, we beat you and persecute you, but you cannot do anything, can you?"

    Jinzhou Forced Labor Camp's guards, led by Zhang Haiping, follow Jiang's regime closely and persecute Falun Gong practitioners. For years, in order to "transform" them, they have continued persecuting practitioners who simply believe in "Truthfulness-Compassion-Tolerance." They have used many brutal methods of torture, such as: tying a victim to the bed; sleep deprivation; sitting on a metal chair for a long time; hanging, electric shock; being hung up with the hands shackled behind the back; handcuffing in a one position for a long time; sitting in a lotus position on wooden sticks; hitting the ankles and joints with a clothes hanger; burning fingers, toes, or feet with cigarettes; hearing loud noises through headphones; knocking the helmet with a stick; gagging with a dirty mop; and wiping the mouth with dirty toilet paper. (Many of the above tortures have been reported previously.) This persecution has continued at Jinzhou Labor Camp for more than six years. Practitioners Shi Zhongyan and Xao Pen died from the persecution at the labor camp. The people involved in the persecution still get away with murder and unlawful activities still continue.

    More Than One Hundred Falun Gong Practitioners Still Detained in Beijing's Qianjin Prison

    More than a hundred Falun Gong practitioners from the Beijing area are currently detained illegally in the 1st, 9th and 12th wards of Qianjin Prison, which is controlled by Qinghe Branch, Beijing City Prison Administration Bureau.

    Over the last few years, there have been great changes in appearance at the prison. It was re-designed as a so-called garden-style "civilized prison". Many people from around the country come to tour the prison. The visitors are only allowed to see the superficial modifications. Every time such visits or inspections are scheduled, the detainees have to be prepared to play their roles. The prison police tell them how to lie and they confine and hide detained Falun Gong practitioners who refuse to renounce their beliefs. At the same time, the cafeteria improves the food quality to deceive the inspectors.

    The visitors are never allowed to see the brutal persecution of Falun Gong practitioners there. Behind the scenes, the persecution continues. Supported by prison guards, prisoners who monitor practitioners and collaborators do whatever they can do to persecute practitioners and even prevent practitioners from using the rest rooms.

    Repeated Arrest of Luo Jiabin and His Wife Jiang Yulian from Hunan Province

    Recently, Falun Gong practitioners Luo Jiabin, from Shaoyang, Hunan Province, a former air force pilot, and his wife Jiang Yulian, a nurse, were illegally arrested. Participating in the arrest were agents from the 610 Office and officers from the Hongjiang City Police Department. The police arrested Ms. Jiang Yulian on the street, leaving her two-year-old child alone on the street.

    Mr. Luo Jiabin, about 30 years old, was a resident of Shaoyang, Hunan Province. He once served in the air force in Kaifeng, Henan Province. After July 20, 1999, he persisted in validating Falun Gong and was later transferred to Hengyang, Hunan Province as a second lieutenant. Because he clarified the truth about Falun Gong, he was dismissed. Mr. Luo was sentenced to forced labor and was for one year abused at the Xinkaipu Forced Labor Camp in Changsha City.

    Ms. Jiang Yulian, about 28 years old, was born in Chexi County, Huaihua, Hunan Province. She worked in the No.2 People's Hospital in Hongjiang City. She was once sentenced to forced labor and was for one year confined in the Baimalong Women's Forced Labor Camp in Zhuzhou. She had once compromised her belief but later published a solemn declaration and started to validate Falun Gong again.

    A few months ago Ms. Jiang clarified the truth to a patient while working. A hospital employee became aware of this and reported her. Ms. Jiang was arrested by personnel from the 610 Office and the police department, and was detained for 37 days. Because she underwent a hunger strike, the police extorted 5,000 yuan from her family for bail to set Ms. Jiang free. The hospital refused to pay Ms. Jiang her salary. Since then, Jiang Yulian and Luo Jiabin, with their two-year-old child, became homeless and moved about to validate Falun Gong.

    Four days before the moon Festival, agents from Hongjiang City 610 Office, the police department and the 2nd People's Hospital duped Ms. Jiang's brothers and sisters. They told them to invite the couple to return, threatening that otherwise the family members would be dismissed from their jobs. The next morning after Jiang and Luo returned home, the gang pried the door open to arrest them. Luo Jiabin was at home and was arrested. Jiang Yulian, carrying their two-year-old child, was shopping. Jiang was also arrested and the child was left on the street alone, with nobody taking care of him. The child cried loudly and sadly and was later sent back home by some kind hearted people. The grandmother looks after the child now.

    After the couple was arrested, the family members questioned the police officers and asked for their release. The police could not justify the arrest, yet they still sent Ms. Jiang to the Baimalong Women's Forced Labor Camp. They tried to sentence her to two and a half year's forced labor. After Luo Jiabin was sent to Shaoyang City, the police once again sentenced him to two years of forced labor in the Xinkaipu Forced Labor Camp in Changsha.

    Some practitioners called the Xinkaipu Forced Labor Camp. The police called the family members back and threatened them.

    The Xinkaipu Forced Labor Camp is still brainwashing Falun Gong practitioners. They utilized prisoners to violently supervise practitioners, gagging practitioners or taping their mouths shut. They also abuse them by making them stand, and beating them.

    A Former Chief Engineer Arrested Again after Completing a Four-Year Sentence in Shanghai

    Mr. Zhang Qin, the former chief engineer at Shanghai Shengde (a plastics material company), is a kind person who likes to help others. However, in the last 5 years, he was put under surveillance once, kept under house arrest four times, illegally arrested five times, and sentenced to four years in jail. After his release, he was arrested again and detained at the Minhang Police Station Detention Center. Family visitations have not been allowed.

    Mr. Zhang Qin, 50 years old, originally was the company's technical backbone and held such positions as the chief of quality control section, chief engineer, and assistant office director. It was because of his persistence in practicing Falun Gong and believing in "Truthfulness, Compression and Tolerance," that he has experienced brutal persecution for years. During the time when he was detained at the Jingan District Police Station in October 1999, the police took turns brutally beating him because he remained steadfast about practicing Falun Gong.

    At the end of 1999, Mr. Zhang was detained at the Xuhui District Police Department. During his detention, policeman Qiu was not satisfied with the answer Mr. Zhang gave, "Falun Gong is not a cult." Qiu then kept slapping Mr. Zhang's face, more than 200 times, until he was too tired to raise his hands. On another occasion, Mr. Zhang was forced to write down word for word the so-called "behavior rules" and "the two explanations" (from the Supreme People Procuratorate and Supreme Court). He had to continue writing without meals and sleep until the guard said he could stop.

    In March of 2001 Mr. Zhang was arrested for the fourth time for posting Falun Gong Flyers, and was detained at the Xuhui Detention Center. He remained steadfast about Falun Gong and denied any wrongdoing. As a result, he was forced to stand up straight with his face to the wall for six day and nights. When Mr. Zhang expressed slight resistance the guard punched and kicked him until he lost consciousness. His feet were swollen and were suppurating water and blood. He was in critical condition. The police feared that he might die at the center. They contacted his family and told them that he had a serious infection due to his athlete's foot, that he needed immediate medical attention, and that he might lose his feet. The police also ordered the family to send 500 yuan for his medical care. The 76-year-old parents missed their son terribly and this news frightened them. The family quickly collected 500 Yuan and sent it over, but the police refused to issue them a receipt for the money.

    Mr. Zhang slowly recovered after the emergency care and his stay in the hospital. However, before he was released from the hospital (on September 29, 2001) the Shanghai Xuhui District Court (2,001) sentenced Mr. Zhang to four years in prison on the charge of "destroying the execution of the law; a crime using a cult organization," (#229 Judgment documentation).

    Mr. Zhang served his sentence at the Shanghai Tilan Jail. At the beginning of his term he was beaten daily for 2 hours by either the prison guards or the inmates, who were ordered to do so by the guards. The guards there had been specially trained to punch the muscular areas of the body or areas where the effects of the beating could not be seen and would not be life threatening or lead to sequela. This kind of violence continued unrestrained until his relatives outside of China came to visit him in prison. Mr. Zhang completed this 4-year term and was released on December 30, 2004. However, while at home, he still was a target of persecution. Frequently, the district or residential officials would come to visit and interrogate him about his activities.

    On November 8, 2005 the Shanghai Minhang Police arrested Mr. Zhang again under the same charge. He is being detained in Minhang District Police Detention Center,  Shanghai City. No family visitation is allowed and no details have been reported.

    Mr. Zhang's parents, now in their 80s, are extremely anxious and tremble with fear daily since hearing this sad news from the police. With their only son detained, and with their daughter, son-in-law and daughter-in-law living outside of China, the parents have difficulty in their daily living. Mr. Zhang's relatives who live outside of China do not understand how a practitioner who, "when hit does not hit back, when scolded does not talk back," destroys the execution of the law and why, when the "people's police" hit people, it is not seen as a violation of the law but is instead seen as law enforcement.

    Mr. Wei Haiwu and His Family Endure Immense Suffering While Seeking His Release from Illegal Detention

    Wei Haiwu and his wife Yin Fengqin live in Dakanxia Village, Bailong Township, Mancheng County, Hebei Province. The couple has suffered brutal persecution for practicing Falun Gong, including having their home searched and their phone tapped, detentions with extended terms, illegal fines, brainwashing, threats and other atrocities. In July 2002 Mr. Wei Haiwu was sentenced to two years of forced labor and was sent to the Balizhuang Forced Labor Camp in Baoding City. His wife Yin Fengqin has been sent to the same labor camp twice: once in April 2001 and again in May 2003. On the morning of August 7, 2005, Wei Haiwu was arrested once again in Baoding City while at work.

    The following is an account of what Wei Haiwu and his family have suffered and their current circumstances.

    Wei Haiwu's Arrest

    At around 6:00 a.m. on August 7, 2005, Yin Fengqin suddenly found several people assembled in the yard. When she rushed out to see what had happened, Wei Haiwu had already been taken away.

    Later, Yin Fengqin discovered that those people were police officers and their car license was counterfeit. Over ten days passed. No one informed Yin what happened. After inquiring around, she finally found out that it was personnel from the Baoding National Security Bureau who had arrested Wei Haiwu.

    Yin Fengqin's Inhuman Suffering while Searching for Her Husband

    When Yin Fengqin first went to the Baoding National Security Bureau to look for her husband, her family members accompanied her. They were stopped at the bureau gate. A person with the last name Hu came out and told the family that Wei Haiwu was arrested because of his involvement with Falun Gong, claiming, "Wei Haiwu was involved in tapping into a TV broadcast network."

    A security staff person named Zhang loudly admonished them for gathering together "to cause trouble" and called the police to come to arrest them. Yin Fengqin was so upset that she started to cry and collapsed to the ground. She lay down on the ground in pain and had difficulty breathing. The two children were frightened and started to cry. However, the security staff just stood there and ridiculed them. Yin Fengqin lay on the ground for several hours in the heavy rain. At last, the county police department was informed and police officer Liu Guishuan came to get them. They didn't get any reasonable response to their inquiries.

    Two days later, Yin Fengqin again went to look for her husband with her children. Unfortunately, Yin Fengqin fell ill again. She had suffered from an illness since her detention in the forced labor camp. She had suffered so much in the camp that her legs had become paralyzed for a while, she had uremia, became bedridden and had almost lost her eyesight. However, the security personnel still threatened to arrest the family and threatened to call the children's school and force the school to expel the children.

    Around 6:00 p.m., after the mother and two children had persevered under the hot sun for a whole day, authorities came to take them home.

    Two days later Yin Fengqin and her daughter went for the third time. At 9:00 a.m. when the daughter and her mother walked into the Municipal National Security Bureau yard, a person who looked like someone in charge rushed out and yelled, "Take them away! Take them away!" Not listening to anything they had to say, the guards carried Yin Fengqin out and deposited her along the street. The crying child held her mother up and they tried to enter the gate again, but the gate was locked.

    Yin Fengqin went to the security bureau over 40 times, but was unable to get inside. The guards always dragged her several meters away from the gate. Yin Fengqin decided to sit in front of the gate from 4:00 p.m. until midnight every day, no matter whether it was raining or cold. She firmly insisted on staying there to declare her husband's innocence and tell of his sufferings.

    Yin Fengqin endured hunger and once she didn't eat anything for two days. The Security Bureau personnel were afraid to take responsibility if she died and hired police to take her back to Mancheng County late at night. Since the persecution went on for years, her family was in extremely poor financial shape. Her house had been in ill repair and in an un-livable condition for a long time. The police were also afraid the village people would find out what they did, so they first took Yin Fengqin to the home of Wei Haiwu's brother. After that family refused to cooperate, they took her to her work unit where she works as an hourly contractor. After the work unit refused to take her, they took her to a hostel. Later they threatened Wei Haiwu's brother-in-law and forced them to take in Yin Fengqin, otherwise he and his wife might lose their jobs.

    The Family's Current Circumstances

    Wei Haiwu is still detained in the Baoding Detention Center. Neither the police nor the Security Bureau informed the family of his condition. From indirect sources it was learned that Wei Haiwu had been on a hunger strike for many days and was in poor physical condition. His current status is unknown. Yin Fengqin still lives in her brother-in-law's home. The related authorities often threaten her, saying that if she continues to go to the Security Bureau she will be sent to a forced labor camp again. They also intimidated her brother-in-law, saying that if he didn't watch her closely or if Yin Fengqin escaped from his home, he would lose his job. The pressure has affected his health.

    The couple's two children are temporarily staying with other relatives. They go to school and are good at their studies. Her daughter works as a tutor to pay for basic living expenses. Ever since their father has been in prison they have had to borrow money to pay the son's tuition. The whole family suffers financially because of the persecution.

    We call upon the international community to help the family, to help the illegally detained Wei Haiwu, and to help stop the brutal persecution in China.

    The Facts about the Persecution of Practitioners in Dandong City, Liaoning Province


    1. Mr. Cheng Yuanyi's Story

    When the persecution first started, Mr. Cheng Yuanyi was arrested and detained for practicing Falun Gong outdoors with fellow practitioners. Not long after being released, he was arrested by the 1st Division of Dandong City Police Department, where he suffered inhuman torture. He was forced to stand in the "Flying the Airplane" position for three days continuously, with his head bent down until it could not go down any further, while his hands were pulled up from behind and held up to the highest point. He is about 5' 9," and it was especially hard for him to stand with his head bent down like that. The police even put a chair on his back, and a bunch of books on the top of his head, and beat him as soon as the slightest movement made the books fall. He was not allowed to eat or drink, and finally collapsed during the torture, yet the police pulled him up and continued. The police also poured dirty water into his mouth, and pushed his head into the toilet. He became so weak after the relentless torture that he could not even stand, yet the police threatened that if he refused to be "reformed," they could "kill him as easily as killing an ant." They said there was no way for Mr. Cheng to sue them since they represented the government, and they would claim he committed suicide if he was tortured to death.

    Nearly all arrested Falun Gong practitioners in Dandong City suffered similar inhuman torture. Mr. Cheng Yuanyi never gave in under such tortures.

    In March 2004, Mr. Cheng Yuanyi was arrested once again. On March 10, 2004, the officers from the 1st Division of Dandong City Police Department went to his home, told his family that they just needed to talk to Mr. Cheng for a simple investigation and guaranteed that it was not an arrest. Mr. Cheng's family member believed them and went with Mr. Cheng to the police station. However, as soon as they arrived there, the police locked Mr. Cheng in a separate room and sent his family member home. They started to interrogate Mr. Cheng about the source of his truth-clarification materials. Mr. Cheng clarified the truth to the police, but they did not listen to him at all. The police searched his home, and although they did not find anything, they sent him to the detention center.

    When the police tried to send Mr. Cheng to the detention center, he did not cooperate at all. When five or six police carried him, he called out, "Falun Dafa is good!" Mr. Cheng was imprisoned at the detention center for a month. After being released, the police still ordered him to report to the police every day in order to monitor him. Mr. Cheng was forced to leave home to avoid further persecution.

    The police continued to abuse Mr. Cheng's family after he left home.

    2. The Story of Yang Huizhen and Her Family

    Ms. Yang Huizhen is in her sixties. She is a doctor and opened a private clinic after retiring. She used to suffer from arthritis, kidney disease and heart disease. Since practicing Falun Gong in 1997, she benefited greatly both physically and spiritually; all her diseases disappeared within several months.

    Since practicing Falun Gong, Ms. Yang strived to follow the principles of "Truth-Compassion-Forbearance." She was a well-known and well-liked doctor since she treated every patient with kindness.

    After the persecution started on July 20, 1999, Ms. Yang continued to practice Falun Gong in public. On November 30, 1999, she was arrested for practicing publicly, and was imprisoned at Dandong Detention Center for one month.

    In February 2000, Ms. Yang went to Beijing to appeal on behalf of Falun Gong. She was arrested and sent back to Dandong. This time she was imprisoned for fifty days, and fined 2,000 yuan. In the detention center, Ms. Yang was forced to do manual labor and her family members were not allowed to visit her.

    On May 24, 2004, police from the 1st Division of Dandong City Police Department broke into Ms. Yang's home around 7:00 p.m. They searched her home and took her away. At that time, her husband was sick in bed. Ms. Yang called out "Falun Dafa is good" on her way. About 10:00 p.m. of the same night, the police broke into the home of Ms. Yang's daughter Zhang Chungang, searched her home and arrested her.

    Ms. Yang's husband Mr. Zhang Shaobin was sick and needed someone to help him. He went to the Procuratorate of his work unit asking the officials there to help release his wife to take care of him. The officials saw that Mr. Zhang was too sick to take care of himself, so they requested the release of his daughter, Zhang Chungang, to take care of him.

    Instead, the police often went to Mr. Zhang's home to interrogate him. Mr. Zhang suffered sickness, the arrest of his wife and police abuse, and his health drastically worsened as a result. However, the police did not stop abusing him until he passed away.

    Soon after Mr. Zhang passed away, the police arrested his daughter, Ms. Zhang Chungang, again. Such a kindhearted family has been devastated by the persecution.

    Brief News from China - November 13, 2005


    1. [Maoming, Guangdong Province] Mr. Luo Ji Arrested by the 610 Office and Sent to a Forced Labor Camp

    On September 15, 2005, officials from the 610 Office arrested practitioner Mr. Luo Ji. After initiating a hunger strike in protest, Mr. Luo Ji was released unconditionally. After returning home, he continued to Falun Gong books and do the exercises and he quickly recovered. Less than one month later, 610 Office personnel secretly arrested him again, and sent him to the Sanshui Forced Labor Camp. Failing to pass the physical examination, Mr. Luo Ji was sent to the Maoming Detention Center. Two other practitioners, Ms. Chen Xiaoxia and Ms. Chen Yuping, were both arrested at the same time in September with Luo Ji, and are being detained at Maoming Detention Center also. (It is said that the two practitioners were sent to the Maoming Detention Center because the Sanshui Forced Labor Camp refuses to accept anyone who fails the physical exam).

    2. [Heilongjiang Province] Ms. Yu Qinghua Sentenced to Four Years in Prison

    Harbin Dongli District practitioner Ms. Yu Qinghua was sentenced to four years in prison and imprisoned in the Heilongjiang Provincial Women's Prison.

    3. [Shanghai] Mr. Chen Jia and Ms. Zou Ling Arrested for Distributing Truth Clarifying Material

    On September 25, 2005, Falun Gong practitioners Mr. Chen Jie and Ms. Zou Ling from Shanghai Pudong District were arrested for distributing truth-clarifying CDs and sent to the Pudong Xingqu Detention Center. While in the detention center, the police questioned Ms. Zou as to the source of the CDs. Ms. Zou Ling refused to tell the police, so they beat her. They wouldn't let her bathe or change her clothes. She was so severely beaten that she lost consciousness, and had difficulty walking and eating. The police lied to her about releasing her on October 25; instead, she was sent to the Qingpu Brainwashing Center for further persecution. She was tortured by the authorities who were attempting to force her to give "evidence" against Mr. Chen Jia. Five other female Falun Gong practitioners were also being persecuted there and suffered mental disorders and speaking difficulties. It is suspected that they were being injected with drugs that severely damage the nervous system.

    4. [Beijing] Mr. and Mrs. Bao Shaohua Sentenced to Two and a Half, and Two Years, Respectively

    On September 28, 2005, Mr. Bai Shaohua was arrested and sent to the Tuanhe Beijing Reeducation Center. On November 10th, Mr. Bai was sentenced to two and a half years in a labor camp. His wife was also sentenced to two years in a labor camp. They have an old mother who is more than seventy years old and a five-year-old child at home alone who needs to be cared for.

    5. [Bin County, Heilongjiang Province] Ms. Zheng Yan Sentenced to Serve One Year of Hard Labor for Producing Truth-Clarifying Material

    On September 29, 2005, the police arrested Falun Gong practitioner Ms. Zheng Yan from Bin County, Heilongjiang Province for producing truth-clarifying material, and sent her to the Bin County Detention Center. She was sentenced to one year in a labor camp and sent to the Wanjia Forced Labor Camp.
