    Falun Gong practitioner Ms. Zeng Aihua is a permanent resident of  Hong Kong. She has been detained in Pudong District Detention Center, Shanghai City for more than six months, charged with the "crime" of "spreading Falun Gong materials." At the beginning of October 2006, the Pudong District Procuratorate sent her case back to Pudong District Police Department because there was not enough evidence. Currently, the police from Pudong District are trying to stop the lawyer from meeting with Ms. Zeng.

    Ms. Zeng Aihua was arrested on May 22, 2006, by police officer Qiu Lin from Puxing Street Station and State Security Agents from Pudong District Police Department. Officers in charge of her case never dared to reveal their names, work units, or phone numbers when contacting Ms. Zeng, her family, or her lawyer. They only said that they were from Pudong District or Shanghai City Police Departments and their last names (Tu and Zhang from Pudong District Police Department, and Wang from Shanghai City Police Department). They left their names blank on the arrest

    Each time Ms. Zeng's lawyer or family needs to contact officers in charge of her case, Pudong District Police Department operators connect them to an unused phone extension. They looked for Officer Wang from the city police department and was told there is no such officer. If they asked Officer Qiu from the local station to look for officers in charge of her case, they would not get any results. Finally, they had to go to the National Security Group of Pudong District Police Department in person. Ever since her case was sent back from the district procuratorate to the police department, the situation has worsened.

    In the middle of November 2006, Ms. Zeng's lawyer tried to visit officers Tu or Zhang in the National Security Group of Pudong District Police Department and got an answer from the security guards at the gate that they were not in or that there were no such officers! The lawyer cannot request bail for Ms. Zeng or visit her.

    In the past six months of illegal detention, Ms. Zeng's family has been deprived of the right to visit her or call her. None of the letters that her family has written to her have been replied to. Only the lawyer was allowed to meet her for 30 minutes in July under strict monitoring. There has been no information since then. Her family is very worried about her personal safety since the harvesting of living Falun Gong practitioners' organs in China has been exposed.

    Recently, the situation in Shanghai has been very severe. Practitioner Mr. Lin Mingli from Putuo District has just been sentenced to six years in prison without reason.


    Repeatedly Harassed, Ms. Li Chaorong, 73, from Beiliu City, Guangxi Province, Reported Missing for Several Days

    Ms. Li Chaorong, 73, is from Guangxi Province. Because she continues to practice Falun Gong, she has been frequently detained, followed, harassed, and had her house ransacked since July 20, 1999. Her everyday life has been gravely disrupted. Her harassers include officials from Beiliu City Police Department, the Chinese Communist Party (CCP) Political and Judiciary Committee, the 610 Office,  Songhua Police Station, and Beiliu City Detention Center.

    On October 2, 1999, Ms. Li went to Beijing to appeal for Falun Gong. She was arrested, taken back to the local police station, and detained for 15 days to force her to give in. Because she did not cooperate, she was sent to Beiliu City Detention Center and was detained there for over a month. She was made to undergo brainwashing and was threatened with having her two sons, who work for the same employer, fired. The authorities exhausted all their tactics and failed to reach their goal. Finally, she was released after they extorted 3000 yuan from her sons.

    In February 2002, police officers Huang Wenyuan, Liang Wenzhao, He Qihua, Qiu Ruiqing, and Xiao Bin from Beiliu City Police Department broke into Ms. Li's house and confiscated Falun Gong books and truth-clarification materials. They arrested her and detained her unlawfully for 23 days.

    In April 2003, she brought some truth-clarification materials with her when she went to her hometown in Rong County. She was followed by plainclothes police and was arrested on her way there. She was sent to the local police station in Rong County and to the police department for interrogation. Because she did not cooperate, she was sentenced by Rong County Police Department to one year on parole.

    In July 2003, Li Chaorong happened to be distributing truth-clarification material near the office door of the CCP director of Beiliu City Police Department. The director saw her, cursed her, and pushed the 73-year-old woman several meters until she fell down. The next day, policemen Gan Quanlin, Lu Shanxing, Xiao Bin, and Qiu Ruiqing ransacked her house and detained her for six days.

    In 2003, two days before National Mourning Day (the National Day of the Chinese Communist Party), Ms. Li Chaorong was arrested by plainclothes police when she was distributing truth-clarification materials in Lizhi Park, Beiliu City. Several hours later, she was released with righteous thoughts.

    On September 28, 2006, Pang Lin and Yang Jie from the Songhua Police Station attempted to arrest Ms. Li Chaorong on a road by grabbing her bicycle and handbag. She resisted with all her might. Later, the police deployed over twenty officers. They beat Ms. Li so badly that she spat blood. They searched her and took the key to her house. They unlawfully opened the door of her house and confiscated all the Falun Gong books, materials, Fa-lecture audio cassettes, and also an exercise video, Master Li's portrait, Falun Gong badges, moon-cakes, some fragrance, wristwatches, a sun hat, and cash. Li Chaorong was taken to the Songhua Police Station for interrogation. She steadfastly refused to cooperate and was detained for over a month. She was later released with righteous thoughts.

    Li Chaorong has now been missing for several days. It was said that she was arrested again a few days ago. Details of her situation need further investigation.


    The Crimes Committed by CCP in Sanmenxia City, Henan Province against Falun Gong Practitioners

    1. Ms. Zhang Zhunli was beaten to death

    Because Ms. Zhang Zhunli practiced Falun Gong, police officers from the Shan County Police Department beat her to death. According to her family, when they illegally arrested Ms. Zhang, she was very healthy and had no illnesses. Within two days of her arrest, she was covered with injuries from being beaten. In the end, she lost consciousness and they threw her out of a window from the second floor. They said that she jumped and committed suicide. The police officers made up a false scenario and transported her body to the Shan County No. 2 Hospital for emergency treatment. But in fact they transported a dead body. Finally they moved Zhang Zhunli's body to the gate of the hospital's morgue. Her family was not allowed to visit and when they arrived, they were denied the right to see her.

    After they had exhausted every possible means of redress, the family displayed a banner at the intersection of the West Station, which read, "Return My Mother." It attracted close to a thousand onlookers. Some people were indignant, asking what kind of law-enforcement is it that beats people to death! In the end, everybody in the area was arrested and put into vans. No one knew where they were being taken.

    Later we learned that the police transported them to a quiet place and released them. At that time, there were six vans full of arrested people. Many of these people were local, from the same village, and knew each other well. When they learned that people were being arrested, they went to stop it, but were also arrested. Sometimes, when the police arrived and tried to arrest one person, several people would stand up in order to protect that person, and then all of them were arrested.

    2. Zhang Xiaomin tortured nearly to disability

    Mr. Zhang Xiaomin was 61 years old. In February 2006 the police arrested him. Early in the morning, they secretly sent him to the Shan County Detention Center. After they had tortured him almost to disability, they were afraid of losing their reputation and therefore sent Mr. Zhang to Lingbao Detention Center. At the beginning of his detention, he weighed around 85 kilograms, but in the end, due to being tortured, he was extremely skinny and did not even weigh 25 kilograms. When his family visited him they could not recognize him.

    At Lingbao Detention Center, Zhang Xiaomin again suffered brutal torture. They ordered him to reveal the source of his truth-clarification materials and office machines that he had at home, as well as his contacts. Mr. Zhang did not say a word. In the end they tortured him to the point where he could not breathe. They then sent him to the Lingbao People's Hospital for emergency treatment. Two days after this treatment, he was revived. Only then did they notify his family. When his family visited him, none of them were able to recognize him. The authorities sent him to the hospital on October 6 and notified his family on October 8. After over 20 days of treatments, they again sent him back to the detention center. His family requested bail in order to get him more medical treatment, but the authorities denied it.

    3. Ms. Wang Xiuhua and Ms. Niu Niu tortured and sentenced to one year of forced labor

    In February 2005, pracitioners Ms. Wang Xiuhua and Ms. Niu Niu, workers at the Sanmenxia West Section, were arrested by police officers from the Dawang Police Station when they distributed truth-clarification materials in Dawang Town, Lingbao. They were first sent to Lingbao Detention Center for interrogation, but they did not reveal any information. These two practitioners were firm and did not yield. Regardless of the severity of the torture or beatings they had to endure, they did not say anything. In the end, they were "illegally sentenced" to one year of forced labor, and sent to the Shibalihe Women's Forced Labor Camp in Zhengzhou City. Currently, they are still in the labor camp.

    4. Ms. Qu Yinfang, Mr. Liu Shemei, and Ms. Li Guilian secretly arrested

    In October 2006, when practitioner Ms. Qu Yinfang from Huang Village distributed truth-clarification materials, police officers secretly arrested her. Her current whereabouts are unknown. Participants in the arrest were police officers from the Shan County Police Department and the Daying Town Police Station. During the same month, Mr. Liu Shemei and Ms. Li Guilian were also secretly arrested by police officers and taken to the Shan County Detention Center because they posted truth-clarification materials. Even though these practitioners had to endure brutal tortures, they did not reveal any information that would endanger other practitioners. In the end, they were secretly sent to Shibalihe.

    5. The tribulations of a university student

    While studying at a university, a practitioner clarified the truth to other students at the university. As a result, the university authorities expelled him. When he returned home, police officers from the Shan County Police Department arrested him, because he had been speaking the truth about Falun Gong and the persecution. They sent him to Xuchang Labor Camp in Henan Province for 18 months of forced labor. After his release, the police suspected that he had written Falun Gong truth-clarification posters, even though he had not. Other practitioners witnessed that this practitioner was arrested and taken to a brainwashing center at the Sanmenxia City Party School. In the center, in order to protest the unreasonable persecution, he started a hunger strike. On the third day of his detention, police officers couldn't do much, and then notified his family that they would start to force-feed him. (They usually use a mixture of cold water with milk powder and feed people through a rubber tube inserted into their stomach.) His family came to the brainwashing center and reasoned with the authorities and only then did they cancel the force-feeding.

    The authorities released him after two months of torture at the brainwashing center. Yet the local police did not allow him to go home. They took turns interrogating him from 6:00 p.m. in the afternoon until 8:00 a.m. the next morning, but they could not get any information from him. The police officers ran out of options and therefore had to release him. During this period, this practitioner had made marriage arrangements, but due to the continual persecution, these arrangements fell through three times. The first time, he was just about to get married, but his sentencing destroyed the wedding plans. The second and third times were because he was arrested without reason and no wedding could take place.

    Before his arrest, every time he went somewhere, he was followed and watched. Even during the night, when he was sleeping, he was watched. In the winter, several people were stationed around his residence and took turns watching him day and night. Among those people were a deputy village head, a village party secretary, and personnel from the 610 Office in this town. These people acted like hoodlums and the methods and means they used were not performed in an open and upright manner; they were all done in secrecy. Sometimes if one's door was not closed, they would break in at any time.



    The Current Conditions of Falun Gong Practitioners Persecuted in Liupanshui City, Guizhou Province

    Li Degao, the chief of Liupanshui City Police Department, has actively participated in persecuting Falun Gong practitioners since the persecution began on July 20, 1999. He plotted the arrests of many practitioners while he was the head of the 610 Office in the Zhongshan District, Liupanshui City. He was promoted to director of Liupanshui City Police Department and continued rampantly arresting practitioners. In October, three practitioners from Wangjiazai Mine (part of Liupanshui Water Mine Corporation) were arrested.

    Liupanshui Water Mine Corporation CCP secretary Su Guoze, 610 Office Head Kong Lingwen, and Bu Guojin forced practitioners to write the three statements, a guarantee to no longer practice Falun Gong. The gangsters said that if they refused to write the guarantees, they would lay off their relatives and cut off their salaries. Because of what they did, the Water Mine Corporation was promoted by the Chinese Communist Party (CCP) as an "advanced group," and Su Guoze was positively evaluated as a "Vanguard." Retribution for Su Guoze came in the form of his being diagnosed with cirrhosis of the liver and he is now in Shanghai waiting for a liver transplant.

    Practitioners arrested in Liupanshui City were held in prisons all over Guizhou Province, where they suffered inhuman treatment, which devastated their bodies and minds. There are over 60 practitioners held in Duyun Prison. Practitioners still have no freedom even if they are released from jail.

    Current information on the conditions of practitioners that have been persecuted in Liupanshui City, Guizhou Province:

    Mo Daiqiong, a former staff member from the Public Health Bureau in Liupanshui City, was arrested in 2003, sentenced to 16 years in prison, and is detained in Yang'ai Prison.

    Qing Zhonghua, a worker from the Hecheng Office in the Zhongshan District of Liupanshui City, was arrested in 2005, sentenced to four years, and is detained in Duyun Prison.

    Wang Guoyu, a worker from Wangjiazai Mine of the Water Mine Corporation, was arrested in 2003, sentenced to eleven years, and is detained in Duyun Prison.

    Mr. Chen Zhongquan was arrested in 2001 and sentenced to ten years in prison. His wife is also a practitioner and is detained in Yang'ai Prison.

    Ma Tianjun, a worker from Wuyunshan Mine, was arrested in 2001, sentenced to ten years, and is in Duyun Prison.

    Mr. Li Yongbin was arrested in 2001, sentenced to five years, and is in Duyun Prison. The severe persecution has caused him to suffer mental injuries.

    Ms. Wu Xiulan, a municipal staff member of Xizhan Liupanshui City, was arrested in 2003 and sentenced to 16 years in prison. She suffered all sorts of torture in Yang'ai Prison and can now hardly walk.

    Mr. Wang Liangjun was disabled after severe beatings at the 1st Detention Center of Liupanshui City. He has since been released and has returned home but is still under close surveillance.
