    Since the persecution of Falun Gong began in 1999, the CCP has sent out a secret order "kill without mercy" Falun Gong practitioners. It has used every available resource to keep the persecution alive: television, radio, newspaper, army, police, and secret agents. It made known that all civilians are to be involved in the persecution and has forced everyone to take a position. The CCP's intention regarding practitioners was to "destroy them physically, cut them off economically, and destroy them mentally and spiritually." Its goal was to destroy Falun Gong within three months. Practitioners' right to be good people was taken away, and the word "practice" alone could land one in prison. Practitioners have suffered and continue to suffer physically and spiritually, and some have even lost their precious lives.

    Staff at the Shiling Prison of Siping City, Jilin Province, (also referred to as Siping Prison) is actively involved in the persecution of practitioners - those who are all good people. This prison is under the auspices of Jilin Province. It uses deeply hidden and cruel torture methods.

    The methods and degree of persecution of Falun Gong has been revealed to the international public over the past years. Especially after the public revelations of organ harvesting from living Falun Gong practitioners for economic profit. The prison now blocked any such information from going beyond the prison walls. They use all means to deceive the outside world. They've created an image of a happy, jolly life in prison, yet their cruel tortures of Falun Gong practitioners have worsened.

    Although the information we are able to document is not complete, the little we can recount below gives a clear picture of the extremely vicious acts committed at Siping Shiling Prison against Falun Gong practitioners. To provide a transparent historical accounting, we will divide the physical and mental torture into two sections and include supplemental information in subsequent sections.

    I. Physical Torture

    The staff at Siping Shiling Prison, from the top to the bottom levels, put much effort into the goal of "destroying practitioners physically," unless they renounce their belief in Falun Gong. Yet, they show a completely different image to the world beyond the prison gate. When a Falun Gong practitioner is first transferred from another prison to Siping, they give the practitioner the impression of having escaped the brutality experienced in other prisons. However once they discover that the practitioner cannot be "transformed," they show their brutal side. They then use all kinds of torture methods to the point of "physical destruction."

    A. Forced "Transformation"

    Forced "transformation" is carried out in secret. For example, they first imprisoned practitioners from Changchun in three cells located in the Educational Ward. Then they cut off all communication with the outside. They first use different brainwashing techniques. These are supposed to initiate the breakthrough in the forced transformation. We were unsuccessful in obtaining details about this type of persecution.

    However, shortly after this forced "transformation" was initiated, over 20 practitioners were "transformed." We note that these are practitioners who already had endured several life and death situations. Knowing this, we can conclude with confidence that the most inhuman tortures, resulting in such excruciating pain that was beyond human endurance, must have been used. The suffering was so great that some compromised.

    On November 20, 2006, practitioners' relatives who visited the prison found out that a new round of torture had begun. The prison staff used unimaginable torture against practitioners. Practitioner Mr. Liu Dapeng from Songyuan City, Jilin Province, is currently held in the 12th Ward. He was tortured brutally. He can no longer sit upright without feeling excruciating pain in his back and has to hold on to something to be able to sit.

    B. Monitoring by Prison Inmates

    Monitoring by prison inmates is another method used by every prison in China in the persecution of practitioners. Inmates' cooperation is achieved by rewarding them. They are given six extra points a month for monitoring practitioners. Such points are used to reduce their prison terms. If inmates are successful in having practitioners write the three statements, they are awarded quite a number of extra points. Many criminals who don't know the truth bribe guards so they can monitor practitioners. Some monitors, to be awarded these points, brutally torture practitioners. Several criminals monitor practitioners who remain firm in their belief. They watch the practitioner around the clock.

    Many criminal inmates monitored practitioner Mr. Jiang Quande from Nong'an County around the clock. They claim that the guards ordered them to record everything Mr. Jiang said and did every day, and that their records were checked by the prisone's administration section and the "Assault Office". This office was created to monitor brainwashing steadfast Falun Gong practitioners. Some practitioners are forced into slave labor. They greet each other when they meet. The inmates assigned to monitor practitioners become very scared. They immediately stopped the practitioners from talking to each other. They are afraid that if guards notice, they will be punished. Inmates who monitor practitioners cannot leave them even for a moment.

    On Chinese New Year's Eve 2005, Mr. Jiang wanted to take the New Year's Eve meal with practitioner Mr. Hou Qinghua, who was also held in the Fourth Group. The inmate who monitored him refused the request. To protest, Mr. Jiang did not eat anything on New Year's Eve.

    Several days later, Mr. Jiang tried to borrow a shoe brush from Mr. Hou, and the monitor did not allow it. Mr. Jiang argued with them and was beaten brutally by prisoners. Then the head guard moved Jiang to a small isolation cell.

    The Prison authorities assigned inmates with criminal records to the Educational Ward to monitor practitioners. These prisoners do not have to work as slave labor. In this ward, practitioners are brainwashed. They cannot go to the bathroom when they need to. The monitors arrange the times when they can use the bathrooms as a group. Practitioners are followed and monitored at all times. These inmates also force the practitioners to go to the prison grounds, where they train them to walk in [military] formation or order them to run. Even elderly practitioners are not exempted from such exhaustive exercise.

    C. Locking Them Up in a Small Isolation Cell

    Many practitioners who are firm in their belief are locked up in small isolation cells. Almost every practitioner who refused to be "transformed" was isolated in a small cell. Inside the small isolation cells there are more, hidden torture methods, which are more brutal and inhuman. Since others can't observe what goes on in the isolation cells, the torture methods are worse, because they can do whatever they want.

    Practitioner Mr. Jiang Quande resisted. Four inmates who monitor practitioners beat him to the ground. The prison head watched without blinking an eye. On the way to the small isolation cell, Mr. Jiang yelled loudly "Falun Dafa is good." In that small cell he was tortured on a Death Bed.

    Small Isolation Cell

    Practitioner Mr. Fu Hongwei from Shulan City, Jilin Province, was illegally arrested and held in the 12th Ward in 2005. Because he refused to participate in name-calling, answering roll call, or numbering, the director of the Office of Re-educating Unrelenting People, Yin Shoudong, called him in and talked to him. Mr. Fu was then locked up in a small isolation cell. In the small cell, the guards used several electric batons to torture him for over an hour. He protested with a hunger strike. He was taken to the prison hospital for force-feeding.

    Practitioner Mr. Zou Jihua from Changchun City, Jilin Province, was arrested and held in the 8th Ward. In May 2005, Master Li's writings were found on him. He was locked up in a small isolation cell for one month. In the small isolation cell, every meal was one spoonful of watery hominy [also called grits--dried and puffed whole kernels of boiled corn]. Later, because his mother visited him, he was released from the small isolation cell.

    Practitioner Mr. Jin Xuezhe from Changchun City, Jilin Province, was put into a small isolation cell for a day, because Master Li's writings were found on him.

    Practitioner Mr. Wang Guiming from Tonghua City, Jilin Province, was transferred from Jilin City Prison to Shiling Prison of Siping City on February 23, 2004. He was held in the 11th Ward. In March 2006, Master Li's writings were found on him. He was locked in a small isolation cell, and guards beat him with four electric batons. His face was beaten badly and all out of shape. Mr. Wang protested with a hunger strike. The guards took him to the prison hospital where he was brutally force-feed for a month.

    Practitioner Mr. Zheng Guomin from Nong'an County, Jilin Province, ran out of the iron gate of the prison's passageway to escape being beaten by inmates. This gate was not allowed to be used by inmates, especially Falun Gong practitioners. He was punished for "rushing out the gate without permission." He was locked up in small isolation cell for two weeks.

    D. Brutal Beating

    Practitioners are often beaten brutally, because CCP officials told the prison staff that "beating to death will count as suicide." This attitude is also supported and backed by criminal inmates. Criminal inmates serving long sentences are bored. Giving practitioners brutal beatings relieves the boredom and has become a recreational activity. At the same time, they will be rewarded with early release from their sentence if they beat practitioners until they agree to be "transformed." For them, it is killing two birds with one stone. Why not do it?

    A relative of a criminal inmate said: "I just saw my son. My son is the cell leader in charge of Falun Gong practitioners. I heard from him that practitioners inside do group exercises and go on hunger strikes. Many are suffering from severe torture. Practitioners inside suffer a lot."

    Practitioner Mr. Zhang Keshan from Songyuan City, Jilin Province, was arrested and is held in the 13th Ward. On Chinese New Year's Day 2005, inmate Zhang Renhua beat him cruelly. He took hold of Mr. Zhang Keshan's head and hit against the edge of a bed with it. Mr. Zhang Keshan came down with a high fever and became very weak.

    Practitioner Mr. Guo Zhiren from Fusong County, Jilin Province, was transferred from Liebei Prison in Changchun City to Siping Prison on March 30, 2006. He was held in the 8th Ward. In April, he told fellow practitioners not to work as forced laborers (Falun Gong practitioners are forced to labor). Therefore, he was brutally beaten and kicked by the political instructor Gao Wei, whose younger brother was the former head of the prison.

    Practitioner Liu Bin was brutally beaten because he called out, "Falun Dafa is good."

    Practitioner Huang Xuelin was taken to the washroom and brutally beaten.

    Practitioner Mr. Jiang Quande is emaciated from all the torture. Almost all his teeth have fallen out from being beaten, and the rest are broken off halfway.

    Practitioner Mr. Liang Zhenxing's family saw that he was wearing leg-irons when they visited him in Siping City Hospital. He said that no one in the prison is allowed to talk to him, and even looking at him was not allowed. Whoever looked at or talked with him would be brutally beaten.

    E. Electric Batons

    Electric Batons are the most used torture instruments, especially when the guards are angry and out of their minds. Many Falun Gong practitioners are near death after being beaten with electric batons. The guards shock the practitioners regardless of the time, place, or occasion. One can hear the sizzling noise and smell burning flesh.

    Practitioner Mr. Li Wenbo from Meihekou City, Jilin Province protested with a hunger strike. He was taken to the guards' office and tortured with electric batons.

    Practitioner Mr. Liu Xiaoyong from Baicheng City, Jilin Province, was held in the 4th Ward. Because Master Li's writings were found on him, he was locked up in a small cell and tortured with electric batons.

    Police tortured practitioner Mr. Wang Guiming with electric batons for three days. His body was in terrible condition after they ended this torture.

    F. Force-feeding

    Practitioners who protest with hunger strikes are force-fed. Force-feeding is one of the tortures that destroys practitioners' wills and brings more suffering than one can imagine. It actually is one of the most brutal, cruel, and deceitful torture methods. They use it to torture practitioners and deceive the outside world.

    Practitioners that are force-feed are all in terrible condition. Their mouths, throats, and intestines are injured. After having been force-fed for a while one suffers constant internal pain. It feels as if one's intestines are being torn apart. This kind of internal injury takes a long time to heal. One without strong faith cannot bear such long-term force-feeding. Every moment feels like forever and is filled with pain. There are practitioners who could not bear this torture and began to eat again.

    Practitioner Mr. Wang Guming from Tonghua City, Jilin Province, was transferred from Jilin Prison to Shiling Prison, Siping City. Mr. Wang wrote an appeal letter, which prison staff refused to deliver. He went on a hunger strike to protest and was force-fed. Later Master Li's writings were found on him and he was locked up in a small isolation cell. Inside the small cell the guards tortured him with four electric batons. His face was totally out of shape from the beating. Mr. Wang again went on a hunger strike to protest, and the police put him into the prison hospital where he was force-fed. They tortured him for close to a month.

    Practitioner Mr. Liang Zhenxing from Changchun City, Jilin Province, was transferred from Teibei Prison in Changchun City to Siping Prison. He was locked immediately into a small isolation cell after entering the prison. Later he was taken to the Educational Ward. During the beginning of May 2006, he was force-fed in the prison hospital. They put leg irons on him, and he was handcuffed to the bed. They made him defecate and urinate on the bed. They also left the force-feeding tube in his stomach. He was tortured like this for a long time. On June 5, 2006, his family was allowed to visit him. Mr. Liang appeared extremely weak. Two guards carried him to the visitors' room. Feeding tubes were in his nose. The lie that they authorities had told the family--that Mr. Liang was given daily intravenous food injections--was now clearly revealed.

    Practitioner Mr. Fu Hongwei from Shulan City, Jilin Province, was arrested and imprisoned in the 12th Ward in 2005. Because he refused to participate in prison activities, including answering to the name-call and numbering, the director of Office of Re-education Unrelenting People, Yin Shoudong, called him in and talked to him. He was later locked up in a small isolation cell. In the small cell, the guards used several electric batons to torture him for over an hour. He protested with a hunger strike, and was taken to the prison hospital for force-feeding.

    Practitioner Mr. Wang Honge who was held in the 11th Ward was brutally force-fed because he refused to cooperate.

    II. Spiritual Torture

    Of all the torture methods used in the persecution, spiritual torture is the most inhuman and cruel. To force practitioners to renounce their belief, guards at the Siping Prison take away people's most fundamental human rights and use psychological attacks, brainwashing, and other methods to completely erase practitioners' awakened good natures.

    A. Taking Away the Most Fundamental Human Rights

    In Siping Prison, practitioners loose the most fundamental human rights. They are not allowed to talk or walk as they wish or to have family visits. They may not use any personal items brought in by their relatives. Eating, sleeping, mailing letters, appealing, and many more fundamental human rights are brutally taken away. It is as if practitioners enter a living hell once they are in Siping Prison.

    1) Family Visits Taken Away

    To show a different picture to the outside world and to give themselves a pat on the back, staff

    at Siping Shiling Prison announced special times for practitioners' family visits. They arranged visits once or twice a month. On those days, practitioners and relatives could see each other, but only through a window. They could not talk person to person, but through a special-purpose phone, which was monitored. However, even such small rights were used to threaten and deceive practitioners. Only if one acceded to their demands could one have family members visits.

    In December 2004, Shiling Prison authorities came up with a new regulation. Family members of practitioners needed a certificate from the local police station showing that they themselves were not Falun Gong practitioners. Family members who were practitioners had to show that they had been "transformed," otherwise no visit. Prison staff did not care if the family member was a wife, husband, parent, brother ,or sister. And even worse, some of these prison staff members threatened the imprisoned practitioner that they would arrest practitioners' relatives if they were practitioners. They use such depraved methods to torture practitioners mentally.

    Practitioner Mr. Wang Guiming was supposed to have his family visit on March 28, 2006. Although Li Yi, director of the Department of Criminal and Investigation of Pingdong Procuratorate of Siping City had given a signed affidavit to Mr. Wang's family stipulating a family visit, Shiling Prison forbid the family visit. Director Li Yi went to the prison himself to negotiate, but prison staff insisted on not letting relatives see Mr. Wang. Mr. Wang protested with a hunger strike, and his life was in danger. His wife, Han Fengxia, went to the prison many times to see him but was refused admission. Not only that, police and the Tonghua City 610 Office arrested Ms. Han Fengxia on April 4, 2006.

    On the evening of March 2, 2005, practitioner Mr. Jiang Quande's family hurried to Siping City because they thought they would get to see him. But prison staff refused with the excuse that it was not a visiting day.

    On July 31, 2006, it was the visiting day for the Educational Ward. However families of many practitioners were forbidden from seeing the practitioners. To make sure that no one would get through, guards at the entrance, where visitors signed-in, were increased from one to three.

    On July 17 and 18, 2006, family visits for practitioners Wang Peng, Liu Zhijun and Wang Hongge were denied. The gate guards refused to let them enter the prison, and would not let them talk to the officials who gave permission for the visit. They claimed that this order came from higher officials. They claimed that practitioners' families were not allowed to visit.

    Practitioner Mr. Yang Zhanjiu was tortured brutally and is now permanently disabled. In April 2005, his over 70-year-old mother, over 60-year-old mother-in-law, and another relative came to the prison to ask for his release. The prison head told the guards not to let them enter the prison grounds. Mr. Yang's relatives talked to the gate guard for a long time and eventually were allowed to go to fifth floor for a talk with the director of the Department of Political Affairs. The director saw Mr. Yang's mother-in-law and immediately went into a fury, "How dare you come here! I'm not letting you see him no matter what!" Mr. Yang's mother-in-law said, "We are here to take him home." Mr. Yang's other relative asked, "Why didn't Mr. Yang jump off of a building anywhere else? He did that here because of the inhuman torture he suffers at this place." The police director yelled, "Don't talk to me about this! I just won't let you see him! You go sue wherever you want to!" Mr. Yang's mother-in-law said, "There is nothing that your sort of person won't do. Mr. Yang's wife, Li Shuhua, was tortured to death by Yushu City Police Station after being there for 13 days." Mr. Yang's other relative asked the police director to write down what he had just said and sign it. The police director was shocked, but then took hold of himself and screamed again. He asked whether Mr. Yang's relative was a practitioner and threatened to call the local police immediately. Mr. Yang's relative wasn't scared and responded, "We need to bring Mr. Yang home and get medical treatment for him. Release him immediately on medical parole." The police director refused, turned around ,and left.

    On July 21, 2006, Mr. Yang's elderly mother and his two teenage sons came to visit despite heavy rain. After enduring a long journey and carsickness they arrived at the prison doors in the hope of seeing Mr. Yang. But the gate guard said they were not allowed to visit him because the Changchun City 610 Office was conducting a "re-education" session, and nobody was allowed to enter the prison hospital. They were told to contact them by phone after one month.

    2) Monitoring Phone Lines

    When practitioners' relatives visit, they always use a phone that is rigged and only used for practitioners. The volume is very low, and the phone line is monitored. Whatever the director of the Office of Visitors hears from practitioners doesn't faze her at all. She threatens practitioners with taking away family visiting rights. When some practitioners just mentioned about being rescued, she stopped family visits.

    3) Reducing Visiting Time

    One is allowed generally just half an hour of visiting time a month. The authorities still turn it into a persecutory method. Now, this half hour visit it is getting shorter and shorter. Sometimes it is very short. The practitioner with the last family visit was allowed only a little over ten minutes.

    To see arrested practitioners, some relatives wait from 8 a.m. until 11 a.m., and each practitioner's family is allowed only about 10 minutes. This is because the prison has only one phone for all practitioners and their families. Once the time gets to 11:15 a.m., prison staff hurry the relatives to get the conversation over with.

    4) Right to Appeal is Taken Away

    Practitioners' appeal letters are discarded and never passed on. The prison staff admits that quite openly, arrogantly, and aggressively, because they know that they won't be punished.

    Practitioners Jin Xuezhe and Wang Hongge had written appeal letters. Prison staff refused to pass them on. Mr. Wang's relatives called the Office of Penalty, and Drector Sun Yanqing said, "We received orders from our superiors to not sent on any appeal letters. They have told us not to pass on appeal letters from practitioners to the procuratorate."

    5) Personal Items Not Allowed

    Prison staff prohibit practitioners' relatives from bringing anything to the prison. Generally, prisoners' families can bring fruits and vacuum-packed food, but families of practitioners are not allowed to bring anything.

    Inside the prison, practitioners and other inmates are treated differently. Criminal prisoners can have meals with their families and also may receive fruits, clothes, and other items from their families. But practitioners cannot receive anything. During a visit, family members of practitioners must keep their bags out of sight. If the relatives ask why, prison guards respond very rudely, "The prison has a regulation that states that you can't visit with bags. Otherwise you don't visit." The relatives then ask to see the regulation, but the guards naturally do not have such a regulations as it does not exist.

    Practitioner Mr. Wang Peng was arrested over a year ago. His clothes are so old, torn and damaged that they could no longer be worn. He also does not have bedding. On March 21, 2006, Mr. Wang called home and asked his family to bring bedding. His family bought bedding and brought it to the prison. It took several trains and buses to reach the prison, but the guards said, "You are not allowed to give practitioners bedding." The relative asked, "What can he use then?" The police said, "We don't care." Mr. Wang Peng is suffering deeply. He has suffered inhuman torture, is emaciated, and very weak. He can no longer even talk loudly, but only in very sedated tones.

    Since the relatives could not give Mr. Wang the bedding and other items they brought, they asked to buy something for him in the prison shop. They were told that no bedding was sold in the shop. A guard went to the shop and talked to the salesperson. When the relatives were shopping, the salespeople treated them as if they were prisoners. They were asked to hurry after buying only one thing. The relatives were forced to leave after buying only a few items. To buy more, they would have to wait for the next visiting day. Also, the items in this shop, were a lot more expensive than in shops outside the prison doors.

    6) Right to be Hospitalized Taken Away

    After suffering physical and spiritual torture over a long time, many practitioners get very sick and more often than not their lives are at risk. Some relatives asked that prison staff attach more importance to human lives. They asked that these practitioners be taken to a hospital with better conditions or put them on medical parole. But this request was not granted to practitioners.

    Practitioner Mr. Liu Zhijun from Yushu City, Jilin Province, was transferred to Siping Shiling Prison from Yushu for a three-year term. He has high blood pressure (160) and heart disease, and when he stands for a little while, he begins to shake. Mr. Liu's family went to see Li Zhengqiang, the chief of the administration section. Li said that he had other things to do. The relatives wouldn't give up and followed him to the fifth floor. He then told these relatives to go to the punishment section, so the relatives went there for medical parole. The chief claimed he would call the procuratorate and told them to wait for his phone call at home. But two weeks passed and prison staff still had not called. The head of the 11th Ward was also there at the time. He said to the relatives with a terrible, careless attitude: "Not a big deal. He won't die!"

    Practitioner Mr. Wang Honggefrom Changchun City was sentenced to a 13-year term by Changchun City Nanguan Court on June 3, 2002. More than five years of brutal torture has taken a terrible toll on Mr. Wang's body and mind. Since January of 2006, the news from the prison is that Mr. Wang was having continuous high fever, trouble urinating, and chest and back pain caused by swelling of his kidney. His heart rate sometimes reached 120 beats per minute and at times he was comatose. He was hospitalized in the prison hospital. Mr. Wang's family requested medical parole many times, but the prison staff refused again and again. Someone at the prison said: "For someone who can walk, that's not too bad. Only for someone who cannot live independently is medical parole granted."

    B. Persecution By Taking Advantage of Sentimentality Between Family Members

    Staff at Siping Shiling Prison is very adept in methods to make practitioners renounce their faith. They use threats, promise various benefits, use the "stick and carrot" approach, and so on. They come up with methods that no normal human mind would even dream up.

    Practitioner Mr. Huang Yuxin was sentenced to nine years to be served at Siping Shiling Prison. Prison staff and the 610 Office of Jilin Province cooperated extremely well. They used the dire living conditions of Mr. Huang's destitute family to force Mr. Huang to be "transformed." They even used the attraction between Mr. Huang and his wife, as well as threatened her during a visit. They also attempted to video record them.

    Practitioner Mr. Liang Zhenxing was sentenced to a 19-year term, because he had been involved in the March 2005 television incident in Changchun City. He had been transferred to many prisons and suffered torture in every one of them. During the second half of 2005, he was transferred from Tiebei Prison in Changchun City to Siping Prison, where he is still imprisoned. Family visits have been and are still not allowed. Beginning on May 6, 2006, Mr. Liang went on a hunger strike to protest the persecution of practitioners. Between May 11 and 12, prison staff found Mr. Liang's wife and invited her for a visit. His wife could see him at Siping Hospital on May 12 and saw that he was wearing leg-irons. Mr. Liang mentioned that the guards prohibited anyone from talking to or even looking at him. Talking to or looking at him could lead to brutal beatings. Mr. Liang said that he went on a hunger strike to protest this persecution. He demands that all practitioners are released unconditionally. During that visit, the guards wanted to video record the visit, but Mr. Liang's wife refused to cooperate.

    C. Psychological Attacks

    Siping Shiling Prison staff's minds worked overtime to find many terrible methods to persecute practitioners. No method was too inhuman. All they want is to torture good people and try to destroy their righteous belief. They always "review" their experiences and change methods. As soon as they discover that brutal beatings don't work, they switch to torture that results in excruciating pain. If that is not successful, they use psychological attacks.

    Eleven practitioners were transferred from Jilin Prison to Siping Shiling Prison. Prison staff pretended to be nice at first and tried psychological attacks. I must note here that all prison guards have read "Zhuan Falun," but they read it with negative thoughts on their minds and thus of course couldn't understand what they read. Practitioners' lives first appeared to be better than they were at other prisons, but this was only a ruse. It was only to make them give up their beliefs. The minute they realized that psychological attacks wouldn't work, they became extremely cruel and brutal.

    D. Use of Collaborators to Slander Falun Gong

    The persecutors have always used collaborators, those who betrayed their conscience and gave up their faith and honesty, to transform practitioners. These collaborators twist and distort the truth and slander Falun Gong. They've done many bad deeds.

    In Changchun City, Zhu Jiahui (male), Zhang Jingxu (female), and Wang Mingli (male) are just a few names of the six or seven people that undermine the principle of Falun Gong. They receive a monthly salary from the 610 Office. Since July 5, 2006, they are under the auspice of the Jilin Province 610 Office. They were brought to the prison to brainwash and persecute practitioners.

    E. Persecution in the Hospital

    Shiling Prison has its own hospital. To many practitioners, however, this hospital is no better than being in a small isolation cell, as cruel and inhuman torture continues. Compared with the small isolation cell, torture in this place is even more brutal.

    According to a Minghui article dated December 18, 2006, practitioner Mr. Liang Zhenxing was transferred from Jilin Prison to the 22nd Ward of Tiepei Prison in Changchun City on March 20, 2005. Because he refused to cooperate, he was again transferred to Siping Shiling Prison. He has been on a hunger strike for more than three months. He is being tortured in the prison hospital. Several inmates were assigned to monitor him.

    Practitioner Mr. Yang Zhanjiu is still in the prison hospital. His lower body is paralyzed and he cannot live by himself. He's suffering terrible pain day-in and day-out. Practitioners Liu Zhijun, Wang Hongge, and others are also in this hospital and being subjected to inhuman torture.

    Practitioner Mr. Jin Xuezhe was arrested three years ago. His family does not know any details about him. They don't know his health condition or the type of torture he suffers. They only know that he's in the prison hospital. During visits the phone line is monitored and he cannot talk about the torture he suffers or the phone line will immediately go dead, and he no longer would be allowed family visits.

    F. Persecution by Forming an Education Group

    In the second half of 2006, a new round of persecution was initiated. A so-called "Education Group" was formed, and at this time more than 50 practitioners are held at that group, all brought in from separate groups. The cells are rigged with a monitoring system, and practitioners are often made to sit on a wooden stool. They are not allowed to talk or walk.

    The Minghui website reported on December 18, 2006, that around 3 p.m. on July 25, 2006, most practitioners held in Shiling Prison were brought to the Education Group. In reality this is a place where they actually assault law-abiding people. More than ten practitioners are in cells Number 1, 2, and 3 for intensified persecution. They are not allowed to talk, and if practitioners in the same cell even looked at each other, they would be verbally abused by the guards. If a practitioner tries to explain anything, he is cursed at. If an argument ensues, the guard orders inmates to brutally beat practitioners.

    In the morning of the 26th, practitioner Mr. Liu Zhijun in cell number 2 didn't cooperate with a prisoner's order to "sit and study." Prisoner Li Wenjun beat him without mercy with everyone looking on. Then he was dragged into the guard's office, a small dark room, where officers Yang Tiejun and Zhang Sixing shocked his face, head, neck, and the rest of his body with electric batons. Two prisoners carried Mr. Liu Zhijun back to the cell. Mr. Liu was mentally disoriented and he had severe burns all over his body. Even after a long time had passed, his skin bore the scars of the electric burns.

    Prisoners Li Wenjun and Han Jingjun in Cell number two were paid by the guards to threaten practitioners. They would say, "Do you know why you were brought here? Let us tell you! It is for more focused torture. The guards claimed that everything would be just like when Falun Gong was first banned in 1999. If you Falun Gong people don't listen or obey, you will be beaten, and if you are beaten to death, we will just say you died naturally. What can you do then? Who will witness this?" These two vicious people always threatened practitioners like this in the hope that they would be terrified.

    July 31, 2006, was a clean-up day. Just after 3 p.m., some prisoners forced everyone to mop the floors and clean the glass windows. One practitioner refused to cooperate. Inmate Li Wenjun cursed for a while and then reported to guard Zhang Sixing. After he returned, he and inmate Han Jingjun took this practitioner to a corner near the washroom and brutally beat him. One inmate hit the practitioner's face and head, and the other hit his chest, back, and ribs. Other prisoners then joined in. The practitioner was beaten until he spat out blood and passed out. When he regained consciousness, he saw blood all over his clothes. The inmates then placed him between two big iron buckets. Criminal prisoner Zong Yanlong from cell number one demanded to know whether he would work, but the practitioner didn't answer. Zong Yanlong got mad and hit the practitioner's throat brutally. The practitioner passed out again. When he regained consciousness, the criminals cleaned his head and face to hide their crime and then took him back to his cell. Afterwards guard Zhang Sixing threatened the practitioner, "Beating you like this was nothing; next time it will be worse." Because this practitioner was hurt very badly, he asked for a medical examination, but guard Zhang Sixing just ignored it. The practitioner then asked to see the supervising officer, but the guard and his criminal accomplices prevented it.

    We are detailing just one example of "transformation" by brutal violence. At 8 p.m. on September 9, 2006, captain Yin Shoudong; instructor Geng Mingcai; and some policemen, including Yang Tiejun and Zhang Sixing, called all nine practitioners from cell Number three to the office. They told them to sign an agreement not to practice Falun Gong anymore. The practitioners refused, so the guards brutally tortured them with electric torture devices. The entire prison could hear the practitioners' painful screams.

    Police guards Yang Tiejun and Geng Mingcai, as well as inmates Li Wenjun and Gao Minglong, are the worst offenders in Shiling Prison when it comes to persecuting Falun Gong practitioners. Their torture methods are extremely cruel. Those who don't give up Falun Gong practice are either brutally beaten or tortured with electric batons. They pour water on the ground and then shock practitioners with electric batons. Guard Geng Mingcai threatened practitioners, "Do you know what district this is? Do you know me? Do you understand why I was transferred here? It was precisely to torture all you practitioners."

    Another practitioner (name unknown) was tortured in Shiling Prison until his entire body was paralyzed, and he could no longer live independently. It has been two years, and he is still facing persecution.

    In June of 2006, staff at Shiling Prison and from the 610 Office in Changchun City began another round of irrational persecution of practitioners from Changchun City and the greater Changchun area. On July 25, guards put all the practitioners into one area and started a round of inhuman torture, resulting in excruciating pain. For several days, every morning at 8 a.m., practitioner Mr. Xie Fei was brought to an empty room. The police ordered several inmates to brutally beat him once the door was closed. Then he was taken to see the 610 Office agents, who had prepared materials slandering Falun Gong to brainwash practitioners. Every day this cruel method was used to torture practitioners. Mr. Xie was tortured inhumanly. His head was totally out of shape, his eyes were badly congested, and he suffered great pain for a long time.

    Practitioner Mr. Liu Xiaoyong, who was held in the Fourth Supervised District at the prison, was tortured twice by guards Du Guo, He, Li, and others. They took turns to torture him with electric batons. His skin was badly burned, and he was locked into a small isolation cell.

    Practitioner Mr. Shen Lixin lived in the District of Relatives of the Sifangtuozi Prison in Jilin Province. He was a police guard at Zhenlai County Second Prison, Jilin Province. Because he persisted in practicing Falun Gong, he was sentenced to forced labor. In 2004, he was arrested at home and sentenced to a seven-year prison term. He was taken to Shiling Prison, where he was brutally tortured by guards because he refused to cooperate and was not afraid of their threats. In November 2005, he was transferred to the 12th Supervised District of the Tiebei Prison in Changchun City, where he still would not cooperate. In March 2006, he was transferred to the 22nd District for persecution. He went on a hunger strike to protest the persecution. He was transferred to Jilin Prison at the end of March for further persecution. His current condition is unknown.

    III. Examples of Practitioners Disabled from Torture

    The following was reported on the Minghui website on January 12, 2005:

    On December 20, 2004, Mr. Yang Zhanjiu, a practitioner from Yushu City, Jilin Province, was forced to jump out of a building at Siping Prison in Jilin Province. His current condition is unknown. In order to avoid responsibility, prison staff claimed that Mr. Yang jumped because he regretted writing a repentance statement. But the fact is he never wrote it. He jumped to escape forced "transformation."

    Siping Shiling Prison does its utmost to block information to reach the world outside the prison camp. They hold great fear that their vicious acts will be exposed. The prison authorities established a new rule: Family members of practitioners must provide proof from the local police station that they do not practice Falun Gong before they are allowed to see imprisoned practitioners. This has deprived many family members of their legitimate visitation rights. The prison could not provide documentation citing this regulation when family members of practitioners demanded to see it. The prison staff put great pressure on practitioners who refused to be "transformed." They used despicable means in an effort to "transform" practitioners. They also doubled monitoring by criminal prisoners.

    Practitioner Mr. Yang Zhanjiu is from Yushu City, Jilin Province. He was arrested during July 2002. He endured many torture methods in Yushu City Detention Center. In March 2004, he was sentenced to seven years to be served in Siping Shiling Prison. Not long afterwards, prison staff notified Mr. Yang's family that he fell from the building and that the heel bones of both feet were broken into pieces. They said and that he was taken to a hospital in Changchun for treatment. Hospital doctors removed both bones and now the nerves in both legs are dead. He cannot walk and cannot live independently. In late February 2006, Mr. Yang's brother went to Changchun Hospital to see him. After checking Mr. Yang's body, his brother said that his lower body is completely insensitive, and surgery would not change anything. He did not want to be force-fed, so he ate one meal a day. He had become extremely weak. Prison staff were still trying to escape responsibility and kept telling his family members that after the surgery, if he gets better, he would be released. But surgery was unsuccessful, and Mr. Yang Zhanjiu was taken back to the prison. His family members asked many times for medical parole, which the prison authorities refused.

    From information we could gather we understand that many practitioners in this prison are suffering one or another kind of disability or illnesses at various stages. Some have heart problems, some have kidney problems, and some are dizzy from high blood pressure. All these were caused by brutal tortures.

    Practitioner Mr. Wang Lianshu was arrested and held in the Educational Group. He has been tortured brutally many times. Many years of arrests and forced brainwashing have taken their toll. His body shows much damage. He even has trouble walking and recently one side of his face was black and purple.

    Practitioner Mr. Wang Hongge is also held in the Educational Group. He was arrested six years ago. His is in very bad health. His heart often hurts. He has stomach, liver, kidney, spleen, and gallbladder problems of different degrees of severity. He is loosing more and more weight and appears emaciated. His health symptoms keep getting worse.

    Falun Gong Practitioner Jiang Quande

    Practitioner Mr. Jiang Quande from Nong'an County, Jilin Province, is 51 years old. In 2002, he was arrested in Songyuan City, Jilin Province, and taken to Changchun City, Jilin Province. Both his arms are paralyzed from being tortured. He was illegally sentenced. Now Mr. Jiang is suffering torture in Siping Shiling Prison. His looks emaciated, and many of his teeth fell out from being beaten. His remaining teeth were broken in half. When his family finally heard from the prison an entire year had passed. Then, Mr. Jiang was sentenced to another nine years in prison. Mr. Jiang refused to do forced labor, so his sentence was extended. He was held in Changchun Chaoyang Forced Labor Camp. Later, he was taken to Fenjin Forced Labor camp for more intense torture. He was with 36 practitioners, including Liu Chengjun, Liang Zhenxing, Liu Haibo, and others. They experienced all kinds of brutal tortures but did not renounce their faith. Mr. Jiang was then taken back to Chaoyang Labor Camp.

    To resist the persecution, Mr. Jiang always yelled, "Falun Dafa is good" and similar sentences. In September 2001, he was released unconditionally. In the winter of 2002, he and several practitioners were arrested at Songyuan City's Falun Gong material production center. The First Department of the Changchun City Police Station arrested them. The police did not notify the practitioners' families and held them for four days in the police station. The police brutally tortured them. They hung Mr. Jiang up by tying his arms behind his back. His two upper front teeth broke from being beaten, and both his arms were broken. Even today there is a scar four or five inches long on each of his forearms. Both his arms became disabled. In order to avoid legal responsibility, the police took Mr. Jiang back to Nong'an County, ignoring his condition. Mr. Jiang was held for two days in the Nong'an County Detention Center and then was taken to the Songyuan City Detention Center, where he was held for about six months. Then he was taken to Da'an Detention Center and held for another six months. Then he was taken to Siping Shiling Prison for further persecution. When his son and daughter-in-law visited him, they noticed that he was only skin and bones. Mr. Jiang told his family the entire story since his first arrest. He said, "It's so dark inside. You cannot reason with them."

    On February 6, 2005, Mr. Jiang's daughter-in-law and younger sister, Jiang Xiaoru, went to the prison to visit him. The prison police said, "Today is Sunday and no visits are allowed. You can come tomorrow." They had no choice but to find a hotel near the prison. The hotel boss said, "There are many Falun Gong practitioners in this prison. Any practitioner from Jilin Province who received a long sentence will be held here. We don't know the exact number. The entire prison staff is afraid of practitioners, because several days ago, a 37-year-old practitioner climbed up to third floor and jumped from the window. Three leg bones were broken, and they had to take him to a hospital. The prison lost more than 10,000 yuan (over 1300 USD). The prison guards were reprimanded.

    On February 7, practitioners' family members were allowed to visit only after all other criminal prisoners' family members had left. A criminal prisoner's family member said: "I just saw my son. My son is the cell leader in charge of Falun Gong practitioners. I heard from him that practitioners inside do group exercises and go on hunger strikes. Many are suffering severe torture. Practitioners inside that prison suffer a lot." Mr. Jiang's daughter-in-law and sister finally were able to visit him at around 2 p.m. They had waited since 7 a.m. and were allowed to visit only after signing up twice at the front desk. Also at 2 p.m. the same day, the brother of practitioner Zheng Guomin's was able to see him . They saw that Mr. Jiang had lost three more front teeth.

    IV. Tortured to Death

    Practitioner Mr. Zhang Guibiao, 51, lived in the Chaoyang District, Changchun City, Jilin Province. He started practicing Falun Gong in 1998. When he went to Beijing to appeal and to clarify the truth in 2000, he was arrested and sentenced to three years in Chaoyanggou Forced Labor Camp.

    After having served three years of forced labor, Mr. Zhang was again arrested in April 2004 and sentenced to a nine-year term. During his time in prison, his 80-year-old father was eagerly awaiting his release.

    On April 12, 2004, Changchun City State Security agents arrested Mr. Zhang when he was producing truth-clarification materials. They put a face-mask over his head and took him to an unknown place. They tortured him by handcuffing him behind his back, forcing him to sit on a tiger bench, and exposing him to freezing conditions. He was later taken to Tiebei Detention Center in Changchun City, where he was detained for 18 months. Four other practitioners were arrested at the same time. One of them, Mr. Jiang Yong, was tortured to death in July 2004 at the Tibei Detention Center.

    On February 3, 2006, the Chaoyang District Court held a 30-minute trial and sentenced Mr. Zhang Guibiao to nine years in prison. They transferred him to Shiling Prison in Siping City. Mr. Zhang used to be very healthy and strong, but by the time he entered Shiling Prison, he had been tortured severely and looked like an old man in his 60s. The doctor said that he had late-stage lung cancer and would live less than six months. Despite the diagnosis, Shiling Prison would not release him. They transferred him to the Tiebei Police Hospital. On July 12, 2006, Mr. Zhang Guibao was close to death. His family demanded his release. The prison administration allowed bail "for medical treatment" to avoid being held responsible for his death.

    Finally, Mr. Zhang came home, but he was only skin and bones. He was bedridden and could not sleep, eat or drink normally. He could not take care of himself and suffered excruciating pain constantly. He passed away on September 12, 2006.

    The above discusses facts of the persecution against practitioners in Shiling Prison. This is only a tip of the iceberg of the persecution in that area.

    Dr. Li Huiyun, Assistant Professsor at Hebei University of Science and Technology Suffers from Schizophrenia Due to Persecution

    Falun Gong practitioner Ms. Li Huiyun, 43, holds a PhD. degree and had taught at Hebei University of Science and Technology. She suffered a mental collapse more than two years ago, and later schizophrenia due to persecution by the Communist Party.

    Ms. Li Huiyun began practicing Falun Gong in 1996. Her husband and then seven-year-old son also started practicing Falun Gong.

    Her husband, Mr. Song Hongshui, 44, worked at the same university. Everyone who knew him liked him. Their son currently is in high school.

    During the past seven years of persecution by the Communist Party, Li Huiyun has been illegally arrested and sent to brainwashing sessions twice, where she was tortured until she suffered a mental collapse. She was then sentenced to two years of forced labor and dismissed by the university. She is currently staying at home.

    Officers from the Gexin Street Police Station and officials from the university arrested Ms. Li Huiyun on October 24, 2001 and took her and her husband to the Hebei Capital Legal Education & Training Center, a brainwashing center. Their then nine-year-old son was taken back to their hometown. Officers from Gexin Street Police Station ransacked Li Huiyun's home and took away her keys. They didn't return the keys until her husband returned home. The home was turned upside down.

    Zhang Lizhong, Party Secretary of the College of Mechanical Engineering, Hebei University of Science and Technology, phoned Li Huiyun and called her to his office at 8:00 a.m. on February 24, 2004. He and officers from Gexin Police Station again took Li Huiyun to the Hebei Capital Legal Education & Training Center. At the same time they also arrested her husband at work and sent him to the brainwashing center. Their son was again taken back to their hometown. Li Huiyun's computer and other things she used at work were confiscated. After the second arrest, Song Hongshui's salary was frozen. He was never allowed to return to work but began receiving a minimum salary in September 2006.

    Li Huiyun suffered a mental collapse at the Hebei Capital Legal Education & Training Center in March 2004 due to brutal persecution. Officials at the university colluded with officials at the brainwashing center and Gexin Police Station in sentencing her to two years of forced labor after she was held at the brainwashing center for more than five months. They tried to hide the persecution by keeping Li Huiyun out of public view. They took her directly from the brainwashing center to Shijiazhuang Forced Labor Camp. She was secretly taken from the labor camp to the Psychiatry Department of the No. 1 Hospital Affiliated with Hebei Medical University on August 12, 2004. The university dismissed her on December 1, 2004, when her condition had just stabilized.

    Wang Yingying, Party Secretary at the university, and Zhang Lizhong, Party Secretary at the College of Mechanical Engineering, are responsible for the persecution of Li Huiyun.

    "Collaborator" Li Haisheng burned Ms. Li Huiyun's hands with cigarette butts, causing four burn wounds on the morning of February 24, 2004, the first day Li Huiyun was sent to the brainwashing center. He also pulled her out of bed and threw her on the floor, saying, "Go ahead and bang your head against the wall. We won't stop you." "Go ahead and hold a hunger strike. We won't force-feed you." Li Huiyun said to him in a serious tone, "I won't hit my head against the wall or go on hunger strike."

    From the second day on, Li Haisheng started beating Ms. Li Huiyun under instructions from guard Yang Yukun. Within a few days Li Huiyun's arms were black and blue, her lower back hurt and her limbs were numb. Because of the beatings, sometimes she could not turn over in bed and sweated profusely when turning in bed or going to the restroom. After making numerous strong requests, Li Huiyun was finally taken to a hospital, where she was diagnosed with protrusion of spinal discs in her lower back. Zhang Lizhong took her from the hospital straight back to the brainwashing center.

    The officials also mentally tormented Ms. Li Huiyun. They forced her to view Falun Gong-slandering materials. Collaborators Liang Ziling, Li Haisheng and others humiliated Li Huiyun. Guard Yang Yukun would yank off Li Huiyun's quilt in the morning when she was still in bed and ask male guard Yuan Shuqian to look at Li Huiyun in her underwear. They insulted Li Huiyun, saying she didn't wear anything, and they ordered someone to brutally hit her head. They brainwashed Li Huiyun during the day and beat her all night. They refused to let her sit and made her continually stand upright. One night when they were exhausted from beating her, they ordered her to write a guarantee statement. Li Huiyun wrote, "[I was] brutally beaten by..." They looked at it and grabbed her hair, crumpled the paper into a ball and shoved it into her mouth. They beat her ruthlessly. After one week of torture, they deprived her of sleep and use of the restroom. When she tells them she needs to use the restroom, they pour a cup of tea on the floor, hoping she will urinate in her pants. They tried to kick her lower abdomen with their hard boots. She turned away, and the boots landed on her right thigh, which turned black and blue. Once, when she was sitting in bed, they struck her face so violently that her jaw was dislocated. They immediately hit her again and forced her jaw back. They tied her onto a hard wooden chair for many days. The rope cut into her wrists, and her chest turned black and blue from being tied with a rope.

    Li Huiyun became confused and disoriented after long-term sleep deprivation, being tied up day and night, brutal beatings, deprived of restroom use, and various forms of humiliation. One month later she developed symptoms of schizophrenia. Five months later Liu Yazhang and others from Gexin Street Police Station appeared with a fabricated interrogation record and made Li Huiyun sign it, although she was not able to make a rational decision. They used the record as the evidence to sentence her to forced labor.

    Li Huiyun was sent to the 5th Group of Shijiazhuang Forced Labor Camp on August 12, 2004. On the afternoon of August 19, the seventh day of Li Huiyun's detention, officials from the labor camp and the university sent her to the Psychiatry Department at the No. 1 Hospital Affiliated with Hebei Medical University, where she was diagnosed with schizophrenia. Doctor He Lin at the hospital wrote a notice on October 19, 2004 asking the university to take Li Huiyun out of the hospital, but Zhang Lizhong from the university picked her up the next day and took her directly to the labor camp.

    Li Huiyun was sent from the labor camp back to the hospital in September 2005. During this time she was injected with unknown drugs, which caused brain dysfunction and general weakness. She lost consciousness twice in one day. The officials blocked information and didn't allow her family to visit her at the hospital. In the end, her mother, who is in her seventies, knelt on the floor before Di Manli, head of the 5th Group and Di Manli reluctantly allowed her to see her daughter.

    When she was taken back to the labor camp, many collaborators beat her in a variety of ways. They held her on the floor and put one leg on her chest and the other leg on her neck so she could not breathe. They spread out her arms and cuffed her between two beds. She wrote about the abuse and submitted it to the labor camp officials, but Qiao Xiaoxia, deputy group leader, retaliated. She claimed Li Huiyun was making trouble, and that she would "fix" Li Huiyun. Li Huiyun was held for more than one month beyond the imposed term, and made to ingest psychiatric drugs throughout the whole time she was held at the labor camp. The drugs left her with stunted thinking processes, blank facial expression, blurred vision, and deafness.

    She never recovered due to the high-pressure environment that is depressing, terrifying and nerve wracking, and also because of constant brainwashing at the labor camp. After she went home on February 26, 2006, Ms. Li Huiyun and her husband went to the university officials and asked for her job back. They also went to officials at the Hebei Province Education Department, the police departments handling her case, and submitted documents, but heard nothing. Li Huiyun then suffered a relapse of schizophrenia due to anguish and stress.

    Although her husband Mr. Song Hongshui is still listed as an employee at the College of Information, for the past two years the university officials have refused to let him return to work, saying that he "didn't write a guarantee statement to promise he would not practice Falun Gong and didn't promise he would not talk about Falun Gong."

    The Persecution of Mr. Wang Cunbo at Anshan City Police Department and Jinzhou Prison

    Falun Gong practitioner Mr. Wang Cunbo is 40 years old. He grew up in Wujiabao Town, Lishan District, Anshan City. He started practicing Falun Gong in 1998. On November 7, 2004, he was arrested by CCP authorities and illegally sentenced to 14 years in prison.

    1. Submerged in Water at Police Department of Anshan City

    During interrogation at the Police Department of Anshan City, policemen cuffed Wang's hands behind his back. He was not allowed to close his eyes for two days and his hands and arms became very swollen.

    Several policemen hit and kicked him, trying to force him to sign the interrogation notes. Wang refused to cooperate. Six policemen then used a crueler torture method. They pushed Wang's head into a basin full of water many times. While he was trying to breathe, they kept hitting and kicking him. Mr. Cunbo almost fainted.

    After that, the same six policemen held his hands together and obtained his fingerprints. He was then transferred to the Second Detention Center of Anshan City. Upon arrival a medical examination showed that he had blood clots in his stomach from the torture.

    2. Fixed on a Bed Board at the Detention Center of Anshan City

    After arriving at the detention center, guards tied Mr. Cunbo's hands onto a bed board with iron rings. The only position he could lie in was with his arms spread out like a cross. Mr. Wang Cunbo started a hunger strike.

    After a couple of days, a person from the Procuratorate, who was in charge of supervising the detention center, directly requested that the director of the detention center force-feed Wang Cunbo. Wang Cunbo bit the feeding tube and swallowed it several times. However, guards replaced the tube right away and continuously force-fed him.

    When the detention center guards ran out of ideas to persecute him, all they could think of was to tell the other prisoners in the room to beat him. His body was covered in bruises.

    3. Beaten in New Prisoners' Group - His Face Covered with Blood

    In the spring of 2005, Wang Cunbo was transferred to the new prisoner's group at Wafangdian City. After he arrived there, guards tried to forced Mr. Wang to wear the prisoner's uniform and have his hair shaved off. Wang Cunbo refused to do either. After beating and kicking him, several guards held his head and shaved off his hair.

    Before being transferred to the Prison of Jinzhou City, guards tried to force Mr. Wang to wear the uniform again. Mr. Wang insisted that he was innocent and refused it. Guards so severely beat him that his face was covered with blood, and then sent him to the Prison of Jinzhou City.

    4. Tortured by Being Locked in a Confined Compartment at the Prison of Jinzhou City

    On May 31, 2006, Wang Cunbo was transferred to the new prisoner's group at the Prison of Jinzhou City. After a hunger strike lasting seven days, he was sent to the second prison district.

    On October 8, 2005, guards ordered Wang Cunbo to give up Falun Gong practice. He firmly rejected the order. He was then locked up in a confined compartment and strictly monitored by other prisoners. The space in the compartment was very small. There was a square steel board, about 1.5 meter (4.9 ft.) in length, on the ground. On the steel board, a trapezoid-shaped stool made of wooden board was fixed on steel board. The stool has a top square board about 30 centimeters (12 in.) wide. The height of the stool was about 50 centimeters (20 in.). There was a iron ring on each side of the stool. When a person is punished with this tool, he has to sit on the stool, bent down his waist, put his hands through the rings, with the hands cuffed in front of his chest. The whole body is shaped like an "n." He could not straighten his back or lie down. Numerous Falun Gong practitioners were tortured with this tool.

    Wang Cunbo was tortured in this manner in the confined compartment. He started hunger strikes several times to protest the inhumane treatment. He was locked in the compartment for more than 30 days. Guards brutally forced-fed him. They added a lot of salt in the food for force-feeding and refused to give him drinking water. They used whatever methods they could think of to torture Mr. Wang Cunbo.

    Many Practitioners Recently Arrested in Pingyuan County, Dezhou City, Shandong Province

    Around December 7-8, 2006, local police from Pingyuan County, Dezhou City, Shandong Province, including policemen Li Changzhong, Zhang Zhenyi, Li Feng, Zhu Liguo, Qin Yang and a policewoman named Jiao Hongxia, arrested three local Falun Gong practitioners, Mr. Zhang Jiyun, Ms. Cao Xiaoyan and Mr. Li Shulong. These practitioners' current whereabouts are unknown.

    In the first half of 2006 alone, the police in Pingyuan County ransacked five practitioners' homes, arrested ten practitioners and illegally sentenced two practitioners to a forced labor camp. In addition, the local police have ransacked and harassed more than twenty households of local practitioners and extorted money from them.

    Since November 2006, the police from Pingyuan County, Dezhou City have been conducting illegal searches at will in Yuzhuang Village, Qiancao Town. They forced practitioners to renounce Falun Gong and sign guarantees not to practice Falun Gong. Those practitioners who refused to comply were arrested or fined.

    On November 8, 2006, the local police sneaked into Songjuazhuang Village near the Street Administration Office on Taoyuan Street. They illegally ransacked Falun Gong practitioner Mr. Song Guangxi's home and arrested him and his daughter Song Xiaohui. The police forced them to renounce Falun Gong and guarantee in writing not to practice Falun Gong. In addition, the police extorted 4,500 yuan in the name of a fine before they released Ms. Song Xiaohui.

    Just two days later, the police secretly went to Liangzhuang Village and confiscated a practitioner's computer, copying machine, and an address book. Later, the police made an attempt to arrest Ms. Song Xiaohui and her mother. Ms. Song and her mother had no choice but to flee from home to avoid further persecution. To this day, Ms. Song Xiaohui's three-year-old son is deprived of his mother and grandmother's care.

    On December 1, 2006, the police went to the Golden Wheat Flour Factory in Pingyuan County and illegally arrested Ms. Wang Xiuping, the daughter of a Falun Gong practitioner. Next they ransacked Ms. Wang Xiuping's home and confiscated her collection of Falun Gong truth-clarification materials. She was forced to pay a fine of 3,500 yuan to the police. On around December 7 or 8, the police broke into a Falun Gong practitioner's home in broad daylight by damaging the door lock and front door, and they confiscated Falun Gong materials.

    On around December 7 or 8, the police went to Dayingzhang (an area near the Street Administration Office at Taoyuan Street) to conduct an illegal search, and ransacked a Falun Gong practitioner's home. They forced the practitioner to guarantee not to practice Falun Gong in writing and collected a fine. They then arrested a practitioner and threatened several other practitioners, which left them no choice but to flee from home to avoid further persecution. They are presently homeless.

    Since November 2006, the police have repeatedly ransacked a practitioner's home in Yuxianzhuang Village near the Street Administration Office on Longmen Street and attempted to arrest the practitioner. Fortunately the practitioner was out at the time and escaped the police's plot. However, the practitioner has not been able to return home in order to avoid the persecution.
