  • Mr. Yang Xiaoguang Suffers Brutal Persecution at Mudanjiang Prison in Heilongjiang Province

    After being persecuted in Jixi Forced Labor Camp, Mr. Yang Xiaoguang is currently being brutally persecuted at Mudanjiang Prison by policemen and convicts.

    Mr. Yang Xiaoguang, 49, is a Falun Gong practitioner from Mishan City, Heilongjiang Province. In October 1999, he was arrested and sent back to the Second Detention Center in Mishan City after traveling to Beijing to appeal for Falun Gong. On December 31 of the same year, he was illegally sent to the Jixi Labor Camp for persecution together with three other Falun Gong practitioners by Meng Qingqi, the Political Section Chief of Mishan City Police Department.

    At Jixi Labor Camp, Yang was imprisoned in a small cell several times by Wang Hongwu, the Political Commissar. In Fall 2000, the Provincial Labor Camp Bureau organized a group of forcibly "transformed" practitioners (those who turned against Falun Gong under the persecution) to go around to different places to "talk about their first hand experiences." During the meeting, Yang Xiaoguang and another Falun Gong practitioner (currently in the Fifth Prison District in Mudanjiang Prison) stood up bravely and tore apart the "transformed" people's speech that was printed on a piece of paper. As a result, he was brutally beaten by six or seven policemen. Later, he was again imprisoned in a small cell after refusing to give up his belief. While imprisoned in the small cell, Yang Xiaoguang was brutally beaten by Huang Yelin, leader of the prison police, using a thick plastic cane after reporting the brutality of the policemen to Deputy Zou of the Provincial Labor Camp Bureau. He was beaten until he passed out. Even then, the police poured cold water on him until he woke up, and then beat him again. They did not stop the beating him until another practitioner intervened. Even after being confined in an isolation cell, Mr. Yang refused to to submit, and the police released him two months later. They initially sent Mr. Yang to Mishan City Police Department, but when the local police refused to accept him.

    After returning home, as the Jidong materials site was shorthanded, Yang Xiaoguang went over to help. Later, Meng Qingqi, police captain in Mishan, heard of his participation and scoured the region with the goal of arresting him. Yang was forced to leave his home and live in exile. Unfortunately, on April 25, 2002, Yang was again illegally arrested on his way back home to Mishan. He was arrested together with another practitioner, Yang Hailing, who has already died as a result of the persecution.

    In March 2003, Yang was sent to Jixi Hada Prison and secretly transferred to Jianshanzi Prison in Mudanjiang later that year. Thereafter, he was transferred to Mudanjiang Prison for further persecution. In October 2004, Yang Xiaoguang proclaimed that he was going to practice Falun Gong in public, he was then subsequently imprisoned in a small isolation cell. In the cell, Yang suffered inhumane torture by policeman Song Junlin. Every time Song finished his shift and his beer, he would brutally beat Yang. One night he gave Yang three beatings in succession. Yang was beaten so badly that his face became deformed and he was temporarily blinded. After being imprisoned for more than twenty days, he was released. While in the shower, many convicts saw that his chest and back were covered with welts and bruises. Moreover, his face was swollen and his mouth was filled with injuries as well. When he was brought back to the prison cell, he was further beaten by the convicts.

    In early December 2004, under the instigation of the First Ward Political Instructor Li Jiezhi and Secretary Li Yuhong, more than thirty convicts carried out an attempted forced "transformation" of four Falun Gong practitioners. Every practitioner had several criminals monitoring and coercing him, and each was monitored around the clock. They were forced to sit on a wooden plank and had paper strips hung in front of their eyes, and they had to focus their eyes forward and on the strips of paper. They were not allowed to sleep and were constantly beaten or tortured in order to force them to write guarantee or regret statements denouncing Falun Gong. Dong Yujiang, a squadron leader, told the convicts, "I don't care what methods you use, as long as you can get them to write the 'Four Statements.' "

    Li Yuhong also added, "This work is directly tied to lessening your sentences."

    Political Instructor Li Jiezhi continued, "If you complete your task, you'll be evaluated well for your sentence reductions, otherwise, don't even think about it, you will get a zero."

    Under the incitement and instigation of the prison police, robber and murderer Liu Lijun began beating Falun Gong practitioners Yang Xiaoguang, Sun Rongxiao and Liu Guolai like a madman. Yang Xiaoguang's nose and mouth were bleeding, and his face was badly swollen. He could not eat anything and had broken bones in three areas. He was bedridden as a result of his injuries. Sun Xiaorong was beaten brutally twice in four days. The first time, his entire face was swollen and disfigured, and two days later he was brutally beaten again. Sun, who was close to fifty years old, could only roll on the floor during the beating. The sight was unbearable.

    Mr. Luan Fusheng's Life Is in Danger Due to Persecution; Jail Refuses to Release Him

    Mr. Luan Fusheng, a Falun Gong practitioner in Shijiazhuang City, is imprisoned at Qi County Jail in Shanxi Province and was once again taken to the 109th Police Hospital for emergency treatment. This is already the third time that the hospital has issued a critical condition notice for him, but the jail still refuses to release him with the excuse that releasing him on bail for medical treatment has not been approved yet.

    Mr. Luan Fusheng is a 55-year-old resident of Shijiazhuang City, Hebei Province. He previously worked for the Real Estate and Property Section of the Hebei Provincial Government. He started to practice Falun Gong in 1995 and he benefited both physically and mentally. He recovered from severe diabetes and high blood pressure without the need of medical treatment.

    In October 1999, Luan Fusheng went to Beijing to inform the authorities about the facts about Falun Gong. He was beaten relentlessly by Wei Ming, a local police officer from Xinghua Street, Qiaoxi District, Shijiazhuang City, and was handcuffed to a railing on a platform of the second floor. The police beat him to try to get a confession. He was also imprisoned in Beijiao Detention Center for thirty days.

    In early December 2000, Luan Fusheng went to Beijing again to appeal according to his legal right. He was arrested again. Mr. Luan did not cooperate with the police and refused to give his address and name. He was tortured and released after several days. Later when Luan Fusheng visited a friend in another city, he was arrested and brought back to the local police station. He was imprisoned in No.1 Detention Center of Shijiazhuang City for over sixty days. He was then sentenced to one year in a forced-labor camp. Because his blood pressure was too high, he was allowed to serve the sentence at home and he was extorted out of 1,000 “yuan” by the local police station at Xinghua Street.

    In 2001, because the local police station at Xinghua Street was plotting to send him to a forced-labor camp, Luan Fusheng was forced to leave home. He passed through many places and arrived in Shanxi Province.

    In late October 2002, Luan Fusheng printed materials about Falun Gong and was subsequently arrested by police in Taiyuan City or Taigu County. Twenty-four Falun Gong practitioners were arrested at that time. This was when Ding Lihong, another Falun Gong practitioner from Shijiazhuang City, was tortured to death during a violent and brutal interrogation.

    On July 7, 2003, Wanbolin District Court in Taiyuan City sentenced Luan Fusheng to eleven years of imprisonment. After four months, Luan Fusheng was imprisoned in the 13th ward of Jinzhong Prison, Shanxi Province and he has been imprisoned there since then.

    Luan Fusheng deemed himself innocent and he appealed to the Taiyuan City Intermediate Court, which rejected his appeal in October of 2003.

    Because of the cruel physical and mental torture and adverse living conditions in jail, Luan Fusheng's health condition has constantly worsened since 2005. He was brought to the 109th Police Hospital in Taiyuan City for emergency treatment many times. Before this most recent trip, the hospital had issued a critical condition notice for him twice. His family asked many times for his release on bail for medical treatment, but the warden used every imaginable excuse to turn down the request. On February 3, 2007, a member of his family went to jail to visit him. He was carried out on a criminal's back and his body was so feeble that he could barely speak a word. His life was in danger. Upon seeing this, his family requested again for his release on bail for medical treatment, but the warden answered with the excuse that they had already reported this to their boss.

    On February 26, 2007, Luan Fusheng was again brought to the 109th Police Hospital for emergency treatment. He was diagnosed with late stage diabetes complications and tuberculosis. On the morning of February 28, the hospital issued a critical condition notice for him for the third time. Now, Luan Fusheng's entire body is swollen. He is unable to speak clearly and he is emaciated. He is paralyzed and bedridden. He is not able to take care of himself and he is looked after by a criminal who stays by his bed. Now he is not able to hold down food. As soon as he eats, the food goes straight through him without being digested. His organs function very feebly. His body is extremely weak and he could die at any moment.

    His relatives had a premonition that Luan Fusheng's health condition was in danger and they went to Qi County Jail overnight to visit him and requested his release again.

    This time under the strong demand from his family, they submitted a new application for a medical release. They were told that the jail had approved it and started to organize the reports for their boss. On March 4 however, the jail added the stipulation that it would not work unless Luan Fusheng's brother guaranteed it, and they must reapply for his medical release.

    Since the first time when Luan Fusheng was issued a critical condition notice in 2005, his family had firmly requested a medical release many times, either face to face or in writing to the head of the jail and related leaders in Shanxi Provincial Jail Management Bureau using these words: Luan Fusheng is already fifty-six years old, and he has not had a single day of peace and quiet in eight years simply because he believes in Truthfulness, Compassion, and Tolerance and he speaks the truth. His physical endurance and his mind have reached the limit. He has been in the late stage of diabetes for a long time. Any further stress to his body could cause diabetic complications and endanger his life at any moment. If his release is continually postponed and no effective measures are taken to sustain his life, there could be no chance for recovery by medical treatment. The jail has been refusing to release him with the excuse that a Falun Gong practitioner is not allowed to be released on bail for medical treatment. Even today when the third critical condition notice for him was issued, the jail still did not release him. If anything unfortunate happens to Luan Fusheng, those responsible people employed by the jail must be charged with “intentional postponement of medical treatment and murder.”

    More Information about the Persecution of Ms. Li Kemei

    Ms. Li Kemei, a practitioner from Fengtai Village, Yaodianzi Town, Yishui County, Shandong Province, was reported to the police by someone named Huang Chuantao, when Ms. Li was “clarifying the truth” about the persecution of Falun Gong on October 15, 2006. Several policemen dragged Ms. Li Kemei up to the station and beat her. Huang Chuantao was awarded with a bonus of 2,000 yuan in secret.

    At the police station, the director beat Ms. Li Kemei, while Ms. Li clarified the truth to them with compassion. Ms. Li also told them her personal experience of how she benefited from practicing Falun Gong. Instead of listening to her, the police further intensified the beatings. As a result, she was bleeding in both her mouth and nose. When it was time for a meal, Ms. Li Kemei (who had not had breakfast, and who had been hungry for most of the time) saw that the person who watched her was eating, and said, “I want to eat.”

    The person who watched her replied, “I won’t give you anything to eat.”

    Only after they felt full after eating did they give Ms. Li Kemei a thin pancake made of millet flour. Since Ms. Li was so hungry and had been beaten severely, she lost consciousness before even taking a bite. At this moment, the “610 Office” had someone come over to drive Ms. Li away. We do not know who threw the pancake onto the floor, but Ms. Li Kemei had not yet had a chance to eat a single bite. Two men came to drag her into the vehicle. When the CCP secretary of the village Zhang Jingxiang saw this, he went back to the village and started a rumor to the villagers, “Instead of eating the pancake given to her, she took it and threw it onto the ground.”

    Ms. Li Kemei was detained at Yishui County Detention Center by the 610 Office. The next day, a police officer named Yao forced Ms. Li to wear a placard that identified her as a criminal around her neck. Ms. Li did not cooperate with him at all and said, “There is nothing wrong with Truthfulness, Compassion, Forbearance, and reciting Falun Dafa is good.”

    Without saying anything, the police officer came forward to give Ms. Li Kemei several slaps, and kicked her in the chest several times. At the end, two police officers held Ms. Li up and forced her to have a photo taken before they forced her to give her fingerprints. When Ms. Li refused, the police officers gave her several slaps. Several police officers again forced her to give her fingerprints.

    After being held for one month at the detention center, the police officers of the detention center deceived her by saying that she was allowed to go home. They instead took her to a brainwashing session located inside a technical school at Lanshan District Water Conservancy Bureau in Linyi City. At the brainwashing session there were two other practitioners who were detained there. The staff members of the brainwashing session forced the practitioners to watch videos every day that defamed Master Li. One day, Ms. Li stepped out from the room where the video was shown and tried to go to the washroom. Those who kept surveillance over her did not allow her to leave. Several people from the brainwashing session dragged Ms. Li back to the room and kicked her. Several days later when they saw Ms. Li sitting on a stool, refusing to watch the video that defamed Falun Gong, they came over to kick the stool over. Ms. Li Kemei fell down to the floor hard. She was dragged away and squeezed between two tables, and someone then punched her in the back.
