    Crimes Committed Inside the Huhhot Women's Narcotic Rehabilitation Center

    The Huhhot Women's Narcotic Rehabilitation Center has used a variety of methods to persecute Falun Gong practitioners. Methods used by guards at the Third Brigade of Huhhot Women's Narcotic Rehabilitation Center include:

    1. Isolation. Every practitioner is detained in one room, monitored by a drug addict inmate. One or several former practitioners who were "transformed" and had renounced Falun Gong would attempt to change the Falun Gong practitioner's mind. The police uses threats, criticisms, sarcastic greetings, and "chatting" to attempt to force practitioners to "transform".

    2. Slave Labor. Former practitioners who were "transformed" and had renounced Falun Gong are in charge of production, which reduces their jail term. They choose the person who works most quickly as a standard to measure others. Those who cannot finish the work are forced to work longer. Even the sixty or seventy year olds are not excluded from punishment. The intense workload has given them blisters and boils on their hands. The jail term for fifty year old Falun Gong practitioner Xu Jimei was extended for three days because she did not work fast enough.

    3. Double Standards. Falun Gong practitioners work like other detainees, but the standard for reducing the jail term is different. "Ideological performance" (showing regret for practicing Falun Gong) is added to the mix. Police divide former practitioners into three groups: "transformed," "almost transformed," and "completely transformed." They reward those who attempt to force others to "transform" within 3 to 10 days, and grant a jail term reduction of half a month to one month. Practitioners who denounce the three statements, or refuse to write so-called "exposing" Falun Gong material, are punished with extra jail terms. Tian Lisha and Zhu Caiping's jail terms were extended for 10 more days for this reason.

    4. Personal Monitors. Two drug addict inmates monitor one Falun Gong practitioner daily and report to the team leader of the brigade. Those inmates often ask for food from Falun Gong practitioners. If they are refused they will threaten to report to the team leader that the Falun Gong practitioner passed on Falun Gong information.

    5. Every day practitioners are forced to recite labor camp rules. If the team leader is in a bad mood or someone is not focused, she will be punished to recite the rules two to ten times. Sometimes, the whole unit is punished for this. Every day before meals or walking everyone is made to sing songs to glorify the CCP. Most Falun Gong practitioners refuse to sing the songs and recite the rules, even under police threats. Once in a while, Falun Gong practitioners are forced to watch videos defaming Falun Gong, and propaganda CDs, and are forced to write about it later.

    6. Physical Abuse. Using reduction of jail terms as a reward, police incite inmates to beat Falun Gong practitioners. Falun Gong practitioners are often cursed and slapped in the face. Sometimes, practitioners suffer beatings, are forced to stand for long periods of time, or deprived of sleep all night long. Inmates will seal practitioners' mouths shut so they can't shout "Falun Gong is Good". Lu Da, a drug addict inmate, pinched Liang Lifen's face and neck, which left long-term marks. Sixty year old Song Caiping had her arms handcuffed behind her back for two days and was not allowed to move, just because she refused to write a so-called "expose" Falun Gong article. She was released after another inmate wrote it for her.

    Inmates, especially Falun Gong practitioners, are forbidden to talk. Six persons are in one group. They cannot leave the group. No talking is allowed while walking, eating, working, or using the restroom. Falun Gong practitioners are closely monitored. The environment is depressing enough to drive some to mental breakdowns. Inmates often curse and fight with one another from the depressing atmosphere. Inmates only here "hurry up" and "stop talking". It's very hard to get a jail term reduction, but very easy to get points deducted or the jail term extended. If a prisoner voices disagreement with the team leader, this exacerbates the situation. If a prisoner does not do something according to the rules, three points are deducted. Trying to explain oneself is considered a disagreement with the team leader, and will result in a jail term extension. Three points quickly becomes thirty points, which means ten to fifteen days extra jail time.

    Falun Gong practitioner Zhang Xueqing, detained in the Second Brigade, has been beaten by inmate He Yun several times. She does not have fingers, so she cannot work. Peng Yumei and Li Yan often curse her. She is taken out of the room before daybreak and sent back after lights are turned off in the room, to prevent her from seeing others. She was detained in 2005, and has already finished her three year term, but they extended her term for another year.

    The Huhhot Women's Narcotic Rehabilitation Center changed its name on June 26, 2008. It was called Huhhot Women's Labor Camp, located in Shaijiajing, a suburb of Huhhot, Inner Mongolia, next to Huhhot Women's Prison.



    Mr. Liu Chengda from Jilin City Detained for Over a Year

    Falun Gong practitioner Liu Chengda from Jilin City has been detained for over a year since his arrest and has been brutally tortured. His family has requested his release many times to no avail. The police claim to have sentenced him.

    At 9 a.m. on September 16, Mr. Liu's family again went to Jilin City's Chuanying District Police Department to ask Wang Shouyi, who was in charge of Mr. Liu's case, for his release. Wang replied, "It is impossible to release him. Anyone can be released except him."

    Mr. Liu was arrested by police on June 12, 2007. The police stayed in his home, monitoring him for several days and they ransacked his home. While they were there, they threw trash all over his home, leaving liquor bottles, beverage bottles, cigarette cases, cigarette butts, sunflower seed shells, and poker cards all over. Blankets were also strewn about the floor. The police left without closing the windows, leaving his home with a lot of dust and causing his bedsheets and blankets to become moldy from being rained on. The police also stole his new set of comforters, curtains, and a handbag with the deed to his home, his bank deposit book, 5,000 yuan cash, and the stock certificates in it.

    After his arrest, Mr. Liu was at one time detained in a police dog training center where he was brutally tortured. After that, he was also detained in Jilin City Detention Center for over fifteen months. His family has been kept in the dark about what has happened to Mr Liu. They have been worried sick about him.

    Chuanying District Police Station sent his information to the District Procuratorate in an attempt have him sentenced. However, his case was turned down due to insufficient evidence. The officers in the Chuanying District Police Department recompiled his information and resubmitted his case again, insisting on having him sentenced. Mr. Liu's family has traveled back and forth between the police department and the Procuratorate several times asking for Mr. Liu's release. Nevertheless, Wang Shouyi of the police department claimed, "We've found so much information against him that we must sentence him."

    On September 9, Mr. Liu's family went to the Chuanying Procuratorate again and talked with Fu Ping (female) and Gao Ming; however, Mr. Liu's file was said to be at Chuanying District Police Station. On September 11, Mr. Liu's family went to the detention center and asked to see Mr. Liu, but they were rejected by the director of the detention center, Li Wei. They then went to see assistant director Cong Mohua, who claimed that it was impossible to release.
