Case Description:
Ms. Lu Wenhua, 63, lived in the Guangyang District, Langfang City, Hebei Province. She went to Beijing to appeal in 1999. On her return the village team and town government persecuted her. They fined her 200 yuan, and repeatedly went to her home to harass her. She suffered mental trauma and as a result her old illnesses recurred. She died on March 27, 2001
