[He-nan Province]

Up to April 30, about 127 practitioners have been arrested for having gone to Beijing to appeal to the central government. Among them, 3 practitioners were secretly sentenced; 3 practitioners were sent to labor camps without trials. All arrested practitioners have been imposed a stiff fine up to 11,000 Yuan. Below please find two cases about police brutalities against the arrested practitioners.

1, Ms. Zheng Ming, 41 years old, a practitioner from Xin-yang City of He-nan Province.

Ms. Zheng Ming had had ovary cancer and uterus cancer before she started to practice Falun Gong in 1997. She quickly got rid of her cancers after practicing Falun Gong. In July 1999, the Chinese government banned Falun Gong. She then decided to go to Beijing to report to the government her personal experience. On December 27 of 1999, she got arrested by the Beijing police when attempting to go to appeal. After two days of detention, she was escorted back and got detained in the second detention center of Xin-yang City. In April 2000, she was given a sentence of 4 years of imprisonment and was thrown into the Xin-xiang Women's Jail of He-nan Province.

During her detention in the second detention center of Xin-yang City, she was once hung up while being handcuffed because she continued to practice Falun Gong exercises in the jail. During the Chinese New Year, it was about 6 Celsius below zero, the police cuffed Ms. Zheng Ming's hands and feet together and let her stay on the cold cement floor. Her inmates fed her. Several hours later, the police asked Ms. Zheng whether she would continue to practice Falun Gong. She gave an affirmative answer. The police then roped her feet and dragged her out of the cell and hung her upside down. Her hands could merely touch the ground. She endured the torture silently. According to her later description, no language could describe that kind of suffer after being hung up for hours and all the blood were concentrated in the head. Several days later, her hands were frostbitten to bleed and swelled like buns. In that period, she had her menses. She had to ask her inmates to help her.

One guard was quite sympathetic to her and said to her, "it would be fine if you could just say that you would not continue to practice Falun Gong." Ms. Zheng Ming asked the guard, "What is wrong with Falun Gong that teaches people to be good? Falun Gong saved my life. Why couldn't I practice it?"

2, A Released Inmate's Account of the "Transformation" of Falun Gong practitioners

According to a released inmate, over 50 practitioners are being detained in the detention center of Huai-bing County of He-nan Province. Some of them got arrested when appealing in Beijing and later escorted back by local police. Some of them got detained for practicing Falun Gong at home. Practitioner Jia Huai-lou, from Shan-kong-qiao Village of Huai-bing County, and another practitioner got detained in the same cell as this person. In each cell, a cell head was "appointed" by the police for educating cellmates. Every new inmate would be beaten up for a few times. The police would ask the convicted criminals to "educate" and "transform" the practitioners.

The cell head would "educate" and "transform" practitioners by some ill means. For example, the cell head would force the practitioner to crawl on the ground naked. A big-fat criminal would then sit on the back of the practitioner while other criminals were beating the practitioner.

After the practitioners got released, they would be guarded by their workplaces and their local police stations 24 hours a day and were forced to write a pledge of giving up Falun Gong. They did not have any personal freedom at all. They would be treated as "stubborn" members if they refused to write the pledge. Three practitioners from Lan-gan Village of Huai-bing County, who lived on picking odds and ends from refuse heaps, got detained again in their local village police station after being freed from the detention center of the Huai-bing County. Nobody sent them food. Nobody paid attention to them when they were in hunger. Currently, the police department arrested those practitioners again. Three were sent to Xin-xiang Women's Jail for forced labor because of refusing to write the pledge of giving up Falun Gong.

[Wu-han City, Hu-bei Province]

Case 1: Ms. Wang Li, female, 26 years old, a journalist from the Women's Newspaper of Hu-bei Province.

Practitioner Ms. Wang Li had gone to Beijing many times to report the truth of Falun Gong to the government. On the evening of February 18, 2000, she got detained for no reason in the second detention center of Wu-han City, which was proclaimed a model jail of the country. She continued to practice Falun Gong exercises in the detention center and as a result was tortured by police. In order to force her to give up Falun Gong, the police hung her up to the window for three days with her face facing the wall and her two feet merely touching the ground.á Afterwards, the police put on her the "dead shackles", a kind of torture for the convicted criminals awaiting execution. She was stripped off and then shackled to a wooden board for 11 days. She could not move. There was a hole on the board for pissing or shitting. After that, she was put on a kind of "live shackles", that is, both her hands and feet were shackled 24 hours a day, for 8 days. With such ill treatments, she still claimed that she would continue to go to Beijing to appeal as soon as she got released. She was secretly given one and a half years of forced-labor at the end of March 2000. She was dismissed by her workplace.

Case 2: Mr. Lu Zheng, 24 years old, a technician from the Research Institute of the Post and Telecommunications in Wu-han City.

Practitioner Lu Zheng had gone to Beijing many times to appeal for Falun Gong. He got detained in the Room 104 of recuperate center of Wu-han Police Department. The police shackled his two hands to two wooden benches 24 hours a day. 40 days later, the police shackled him only when he was sleeping. As a result, from September 16 to December 30, he had not slept on the bed for almost three and half months. He had stayed all these nights while being shackled to the wooden bench. Practitioner Lu Zheng was sent to the jail on December 30 of 1999. He was given one and a half years of forced-labor. The police department had required his workplace to dismiss him. However, his workplace thought that he was the best employee and there was no reason to dismiss him.

Case 3: Mr. Li Jin-long, male, 41 years old, a teacher from the Dan-dong Elementary School in Wu-han City.

All the five family members of Mr. Li Jin-long practiced Falun Gong. In order to get back the innocence of Falun Gong, he went to Beijing on the Chinese New Year's Day. He unfurled a banner of Falun Gong in the Tiananmen Square. He was beaten to lost consciousness on the spot. His nose bridge was broken. There was blood all over his face and body. His blood spitted onto the railings of the Golden Water Bridge. He did not regain his consciousness until 3 days later. When the police from Wu-han City picked him up, they said to the Beijing police, "You are too brutal. How could you beat our Wu-han citizen to such an extent!"

Now, the wife and sister of Mr. Li Jin-long are all being detained for having gone to Beijing to appeal for Falun Gong. They have all lost their jobs. The mother of Mr. Li Jin-long and his 5 years old child are also forced to attend the "education" class held by the residential committee. Currently, Mr. Li Jin-long is serving 2 years forced-labor.

Case 4: Ms. Wang Qing-mei, female, 51 years old, retired.

Practitioner Ms. Wang Qing-mei got detained in He-nan Province on her way to Beijing to appeal for Falun Gong in January 2000. She was given a 15 days of administrative detention. However, she did not get released until February 3. On February 7, she got arrested again when attending an experience sharing conference. The police hung her up for one day. She is currently still being detained in the Well-being Institute of Wu-han City.

Case 5: Ms. Gu Yue-nian, female, 44 years old, a worker from the Xin-ming Factory of Lamps and Lanterns in Wu-han City.

Ms. Gu Yue-nian had had rectum cancer before she started to practice Falun Gong in 1997. After practicing Falun Gong, she recovered completely and had not taken any medicines and injections since then. After the government started to slander at Falun Gong, she went to Beijing at the beginning of September, 1999 to report to the government her personal experience. She was escorted back to Wu-han at the end of October and did not get released until this January. Afterwards, she went to Beijing again to appeal for Falun Gong and was given a 15 days of administrative detention. She is still being detained in the Well-being Institute of Wu-han for "transformation education".

Case 6: Mr. Zhang Quan-hao, male, 31 years old, an employee from the Water Factory of Wu-han City.

In August 1999, Mr. Zhang Quan-hao went to Beijing to appeal for Falun Gong. He wrote a letter addressed directly to the Appealing Office of the State Council to report the truth of Falun Gong. After he went back to Wu-han City, he got detained by the Han-yang Sub-police department at the beginning of November 1999 for no reason. He did not get released until January 21 of 2000.

Then, Mr. Zhang Quan-hao and his mother, Cai Han-zhen, went to Beijing together to appeal for Falun Gong. They were escorted back by being cuffed together with one set of handcuff. Mr. Zhang Quan-hao was given criminal detention and a sentence of one and half years of forced-labor on April 12. His mother, Ms. Cai, is still being detained in the "transformation class" located besides the detention center.

Case 7: Ms. Zeng Ke-jian, female.

Practitioner Ms. Zeng Ke-jian had been a person who could not take care of herself because of diseases. After she practiced Falun Gong, she became a healthy person. She went to Beijing to appeal for Falun Gong at the beginning of February 2000. Since she was escorted back by the police to the Han-yang district, she has been detained in the "transformation class". Her husband works in another place. Her young daughter is now staying at the home of a neighbor.

Case 8: All Districts of Wu-han Are Holding "Transformation Classes" for Falun Gong practitioners

In Han-kou district, 31 practitioners including practitioner Hu Jian-hua are still being detained in the "transformation class" held by the Er-tou-wan detention center.

In Jiang-han district, 58 practitioners have been detained in the "transformation class" held in the Well-being institute of Wu-han City. Now, 28 practitioners are still being detained there.

In Han-yang District, about 30 practitioners are being detained in the "transformation class" located near the second-level detention center of Han-yang.

Six practitioners including Ms. Zhou Xia are being detained in the Mental Hospital of Wu-han City.

In Wu-chang district, over 30 practitioners including Ms. Xu Jia-mei are being detained in the "closed transformation class" held at Qing-ling.

In addition, there are many practitioners who are being detained in the "transformation classes" held in Jiang-an district, Hong-shan district, Qing-shan district and Cai-dian district, detention centers, jails and police stations etc.
