Persecution of Dafa Practitioners in Qiongshan City, Hainan Province

In September 2001, the Secondary People's Court in Haikou City tried Wu Yadi, the former head of the second squadron of Qiongshan City Traffic Police in Hainan Province. He was found guilty of murder and sentenced to death. More than fifty policemen were implicated and removed from office, transferred, or arrested, including section chiefs, the assistant commissioner, and the head of the department. This is indeed retribution to the police department and related judicial and prosecutorial agencies for persecuting Falun Gong since July 1999. The following are the facts of persecution in Qiongshan City.

1. Pan Xinliang, male, 38 years old, currently works in Hainan Buoshiwei Company. His wife Sun Helan works in Fucheng Hospital, Qiongshan City. In early October of 2001 during the National Day period, the couple went to Beijing and appealed for Falun Gong, exercising their rights guaranteed by the Chinese Constitution. Pan was sent back to the Longlin County Police Department, Guangxi Province. They illegally detained him for nearly two weeks. Around October 24, they arrested him again, charging him with "illegal gathering and inciting other people to go to Beijing to appeal." (The Chinese Constitution stipulates that citizens have freedom of assembly and the right to appeal, therefore these charges are illegitimate.) He was detained in Qiongshan First Detention Center for more than a year. On November 9, 2001, he was tried, and many Falun Dafa practitioners were in the audience. However, the trial was inconclusive, and there is still no verdict.

His wife Sun was illegally detained in the Qiongshan Detention Center and released later since she was pregnant. In November 2000, they placed her under house arrest, and her home was under constant surveillance. Her work unit did not allow her to work and refused to pay her salary. Only after March 2001, they started to pay her 200 Yuan a month. (The average monthly salary for an urban Chinese worker is 500 Yuan.) She, having a several months old baby, lost the opportunity to make a living. Sun applied many times to go back to work. Her work unit refused and told her that the city police department instructed them not to let her back. Sun wrote letters to Qiongshan Judicial Bureau, Women's Federation, and National People's Congress, but she did not receive any answers.

2. Chen Heihua, female, 34 years old, is self-employed in Fucheng Township, Qiongshan City. On August 23, 2000, she was illegally arrested at the house of Luo Shuxiong from Hainan Middle School and detained for almost a year. Luo Shuxiong, Liang Feng, Chen Haiming, Liu Dongze, Fu Ya, and Li Yunqiang were also arrested at that time. Lou was detained for more than a year, and Ya was detained for several months. These are some of the arrests ordered by the head of the Qiongshan Police Department Cai Yunyan .

The Qiongshan Police Department sentenced Chen Haihua to two years in a labor camp without any proper legal procedures. Chen has been detained at Hainan Female Labor Camp since August 2001. She was divorced with a 12-year-old daughter. They did not allow anyone to visit her, including her daughter. We do not know if she is still alive.

3. Lin Chuansen, male, 35 years old, is an outstanding teacher at Hongqi Middle School in Hongqi Township, Qiongshan City. He has been detained in the First Detention Center in Qiongshan since August 2000.

4. Liang Feng, male, over 30 years old, is a lecturer at the Department of Art in Hainan Teacher's College. He was illegally arrested in August 2000 and detained at the First Detention Center in Qiongshan for a year. The Qiongshan Police Department sentenced him to two years in a labor camp and sent him to Hainan Male Labor Camp in August 2001.

5. Liu Dongze, male, over 30 years old, is a lecturer at the Department of Physical Education in Hainan Teacher's College. He was illegally arrested in August 2000 and has been detained at the First Detention Center in Qiongshan since.

6. Li Yunqiang, male, over 40 years old, is a teacher at Hainan Qiongtai Teacher's College. He was illegally arrested in August 2000 and detained for several months. They released him only after his family paid an exorbitant amount to the police. In November 2001, the Hainan 610 Office kidnapped him to a brainwashing class. (The 610 office is a bureau specifically created by the Chinese government to persecute Falun Gong. It has absolute power over each level of administration in the Party, as well as over the political and judiciary branches.) He has not come back since.

7. Zhang Xiudan, female, over 30 years old, worked at the Department of Physics in Hainan Teacher's College. In May 2001, the police suspected her of distributing Falun Dafa material and detained her in the Qiongshan Detention Center for several months. In November 2001, the Hainan 610 Office kidnapped her to a brainwashing class shortly after she was released, and she has not returned since.

8. Chen Haiming, male, over 20 years old, worked in Qiongshan Printing Factory. In August 2000, he was arrested and detained at the First Detention Center in Qiongshan for a year. On December 10, 2001, they arrested him again at his work unit.

9. Zheng Huilan, female, over 40 years old, is a native of Qiongshan. In the beginning of October 2001, the police arrested her, and her current situation is unknown.

10. Wang Qionghui, female, over 30 years old, is a native of Fucheng Township, Qiongshan City. The police illegally confiscated her house in September 2001 and detained her at the First Detention Center in Qiongshan. She has still not been released.

11.Zheng Huirong, female, over 40 years old, worked in Xiuying District in Haikou City. In October 2000, the police arrested and detained her at the Xiuying First Detention Center in Haikou City, and they have still not released her.

12. Wu Piyu, female, over 30 years old, is a native of Hongqi Township, Qiongshan City. In October 2000, she went to Beijing to appeal and was illegally detained at the First Detention Center in Qiongshan for one year. She is currently being detained in the Hainan Female Labor Camp.

13. Chen Changlin, male, over 20 years old, is a native of Hongqi Township, Qiongshan City. In October 2000, he went to Beijing to appeal and was detained at the Second Detention Center in Qiongshan. He is currently detained in the Hainan Male Labor Camp.

14. In October 2000, Fucheng natives Sun Huifen, Shi Jinyu, and Zhong Chuijie were arrested in Guangzhou on their way to Beijing to appeal.

Sun Huifen, female, 32 years old and Shi Jinyu, female, 39 years old, were detained at a Qiongshan detention center for one year. They are now being held in Hainan Female Labor Camp.

Zhong Chuijie, male, 33 years old, was detained at the First Detention Center in Qiongshan for one year. He is now being held in Hainan Male Labor Camp.

15. Lin Linfu, male, 38 years old, is a native of Haikou. In November 2000, the Qiongshan Police Department arrested him for possessing Falun Dafa material. He has been detained at the First Detention Center in Qiongshan since then.

16. Zhong Hui, male, over 20 years old, is self-employed in Fucheng Township. The police arrested him in November 2001. His current situation is unclear.

17. Yuan Xiuli, male, over 30 years old, is a native of Fucheng. He went to Beijing to appeal in October 2000. The Qiongshan Police Department illegally detained him in the Second Detention Center in Qiongshan.

18. Sun Yingqin, male, over 30 years old, worked on the Qiongshan City Supervision Team. He went to Beijing to appeal in October 2000. Qiongshan Police Department detained him in the Second Detention Center in Qiongshan.

19. Li Haipo, female, over 30 years old, has been detained in a detention center in Qiongshan for going to Beijing to appeal since October 2000.

20. Cheng Aiyu, female, over 30 years old, was arrested in October 2000 for possessing Falun Dafa material. She has been detained at the First Detention Center in Qiongshan since then.

21. Jiang Xiangtong, male, 50-60 years old, is a physical education teacher of Sanjiang Middle School in Sanjiang Township, Qiongshan. In October 2000, he was illegally arrested and detained for at least seven months.

22. In April 2001, the police from Qiongshan Police Department went to Sun Tingbuo's home and confiscated his property. Sun lives in Lingshan Township, Qiongshan City. In May 2001, the head of Hongqi Township Police Station Liang Chongyu and four other policemen brutally beat Sun and Luo Xiaomai on the street. According to witnesses, the local police took turns beating them continuously. Sun lost control of his bladder from the beatings. The two of them were illegally detained at the First Detention Center in Qiongshan. Several months ago, Sun's family had paid several thousand Yuan to the local police station for his release. Luo Xiaomai became paralyzed from the beatings in the detention center and had to be sent to the "187" hospital to have amputation surgery done. In order to avoid responsibility, the police forced his family to sign a waiver at the hospital.

23. Wang Wu, male, over 30 years old, is a native of Sanlifeng, Fucheng Township, Qiongshan City. Because he went to Beijing to appeal, he was illegally detained at the Second Detention Center in Qiongshan from October 2000 to June 2001.

24. Fan Qifan, female, is a teacher in Hainan Teacher's College. She was illegally arrested before June 2000 and later detained at Hainan Female Labor Camp. She was divorced with a ten-year-old son. Nobody could take care of her son, so he had to be sent to a relative's home. Since then, he has become easily agitated and often skips school. How many family tragedies like this in China are created by Jiang Zemin's policy?

The 41st stipulation of the Constitution of China states that Chinese citizens have the right to appeal to the government. However, the police at all levels in Qiongshan, Hainan Province have ignored this part of the Constitution. Without legal procedures, they have arrested, detained, sentenced, beaten, and sent Falun Dafa practitioners to labor camps for appealing to the government. They have even beaten practitioners to death, which cannot be tolerated by heaven's law.
