Mr. Hu Hexiang was a practitioner from Qinglong County, Qinghuandao City in Hebei Province. After the persecution began on July 20, 1999, Mr. Hu rode his bicycle to Beijing to appeal for Falun Gong.

Police authorities arrested him and attempted to force him to write a so-called "guarantee letter" to give up the practice of Falun Gong. Because of his refusal to comply, the police detained him illegally for about one year. He was subsequently released.

Later on, Mr. Hu was again detained for another period of time when he validated Falun Gong once more and repeated his refusal to write the required "guarantee letter."

On July 19, 2001, police detained him for the third time, giving no valid reason for their action. In the detention center, instigated by the police, the cell head monitored Mr. Hu around the clock and forbade him to practice Falun Gong. The cell head brutally beat him several times in such a violent manner that Mr. Hu sustained two broken ribs from the violent kicking. This injury was so severe that he was near death. When the camp authorities noticed Mr. Hu's grave condition, they were afraid that Mr. Hu would die in their hands and wanted to shirk the responsibility, so they sent him home on December 12, 2001. Since there was no one at Mr. Hu's home, they threw Mr. Hu on the bed and left. Mr. Hu passed away at home on January 28, 2002.
