Ottawa practitioners of Falun Gong, which has been banned in China, had planned to celebrated the 10th anniversary of the spiritual philosophy with a demonstration of exercises and meditation on the Parliament Hill lawn yesterday. Instead they denounced Mr. Ding as "the minister of propaganda."

"He is personally responsible for the propaganda demonizing the Falun Gong," said Cindy Chan of Ottawa, one of the two dozen members who were on hand yesterday. "He is a leader in the persecution of the Falun Gong," she added. "He has caused many deaths and put thousands in labour camps and torn families apart."

Also today, a Montreal man was arrested in Tiananmen Square for protesting China's ban on the group. Martial Bachoffner, a 34-year-old French computer engineer, has lived in Montreal since 1995.
