On July 16, 2003, while he was out running errands, Falun Dafa practitioner Gong Suliang of Baosheng Village, Suining City, in Sichuan Province, was rudely interrogated by two local policemen, one of whose names is Han Chengzuo. They discovered a Falun Dafa book in Gong Suliang's possessions and arrested him. Gong Suliang was sent to Lingquansi Detention Center for one month.

On August 16, Baosheng Village Police released Gong Suliang from the detention center, but continued to hold him illegally at Baosheng Police Station. The police then notified Gong's family to bring 2,000 Yuan in exchange for his release [The average monthly income for an urban worker in China is 500 Yuan], in effect both kidnapping him and demanding that his family pay ransom for his release.

Gong Suliang's family refused to cooperate with the two kidnappers. On August 20, the policemen took Gong Suliang to Wujiawan Prison. There was insufficient evidence for a trial, so the policemen fabricated some documents, and on August 23, 2003, Gong Suliang was sentenced to one and a half years in Mianyang Xinhua Forced Labor Camp.

Local police have tortured more than twenty Falun Dafa practitioners from Baosheng Village, and many more have been illegally sentenced to forced labor camps. Falun Dafa practitioner Qiao Minglian had been home from the labor camp for less than six months when she was again arrested from her home and sentenced to two years of forced labor. Qiao Minglian remains imprisoned at Nanmusi Forced Labor Camp for women.
