Lawless Officials in Panjin City, Liaoning Province Receive Karmic Retribution

Guo Xingwen is the former Assistant Secretary of Panjin City Party Committee. Before 2002, he was in charge of the Political and Judiciary Committee in Panjin City. He frequently oversaw the persecution of Falun Gong practitioners. His face became distorted after persecuting practitioners, but he still did not awaken, and he continued to subject practitioners to brainwashing. As a result, lots of practitioners were persecuted throughout the entire city. He was promoted to Assistant Secretary of Panjin City Party Committee in 2002. But, at the beginning of 2003, he was assessed to be an unqualified cadre by the provincial government when his younger brother participated in organized crime, and Guo Xingwen was implicated in the matter.

Yu Changhe, former Director General of Municipal Public Security Bureau, connived with the police to arrest, and try to brainwash Falun Gong practitioners. He personally sent the practitioner who told him the facts about the persecution to a forced labor camp, and he suppressed practitioners who worked in the Public Security Bureau. Later, he was dismissed from his position for consorting with gangsters.

Wang Xuechang was Panjin City Security Bureau Chief. In March 2001, he bypassed the Municipal Party Committee, Municipal Government, the city's Political and Judiciary Committee and the Municipal Public Security Bureau when he ordered the police to secretly investigate the communications and the activities of Falun Gong practitioners in departments that were directly under the Municipal Government. He also ordered the police to secretly monitor practitioners' home phones, to follow them, and to frame a case against Falun Gong and secretly report to the Provincial Public Security Department. On July 19, 2001, Ding Shifa, the former Provincial Political and Judiciary Committee Secretary, directly issued the arrest command. That evening, more than 20 practitioners' homes were searched and property was confiscated. The practitioners were directly sent to the city's Detention Center, whereupon they were subjected to 40 days of brainwashing. The practitioners who were not home that night were abducted in succession, and some were sent to the forced labor camp for three years. At the end of the year, Wang continued to brainwash and persecute practitioners who were not brainwashed. His son, Wang Feng, is a policeman in Panjin City. Because he participated in gangster activities, he was arrested during the Chinese New Year in 2003. He is currently still being detained.

Zhang Shoujiang, the former Panjin City Forced Labor Camp Vice-President, vigorously persecuted Falun Gong practitioners. He once organized the policemen of the forced labor camp to torture Falun Gong practitioners with various methods. Because of this, he was highly praised by the former Municipal Party Committee Assistant Secretary Guo Xingwen. However, Zhang Shoujiang's diabetes worsened, and he became incapabale of doing his job as Vice-President, so he has been transferred.

Panjin City Xinglongtai District Policeman Dies from Acute Illness

Wang Taiyang, male, 47 years of age, was a wicked policeman from the Xinglongtai District Public Security Bureau in Panjin City. He aggressively persecuted Falun Gong practitioners when he was the Manager of Huanxiling Local Police Station, and he continued his evildoings after he had been transferred to the sub-bureau. On October 7, 2003, he died suddenly from a heart attack.

These people started off as public servants, but under the intense pressure applied by the Jiang regime, they were pushed into persecuting Dafa disciples. In the process of destroying the lives of kind, law-abiding citizens, they have sealed their own fates and inevitably faced karmic retribution as punishment. If it weren't for Jiang's wicked orders, perhaps their fates would have been different.
