Atrocities Committed by Guards in Tumuji Forced Labor Camp in Zhalaiteqi County, Inner Mongolia Province

Many Falun Dafa practitioners who were imprisoned in Tumuji Labor Camp in Zhalaiteqi County, Inner Mongolia didn't surrender to the tortures there and continued to practice Falun Dafa. Mr. Duan Heping, warden of the labor camp, blamed Mr. Zhu Jijun, the political commissar [1] for not being hard enough on the practitioners and failing to achieve the result that was demanded by higher authorities. He even claimed that in order to "transform"[2] practitioners, it's not a big deal to beat practitioners to death. Zhu Jijun was thus criticized and resigned from his position.

Warden Duan Heping was the most corrupt official in the labor camp. He succeeded Zhu Jijun as the political commissar. He personally ordered the persecution of practitioners. He provided guard Meng Qingcai with new electric batons, handcuffs and many kinds of torture instruments. Meng had visited Beijing before and learned the usage of various torture instruments and various methods to torture practitioners, such as "tying the ropes"[3], depriving practitioners of sleep [4] and so on. These tortures had been used extensively in the Masanjia Labor Camp [5] and some other notorious labor camps. They started from the first floor, and "tied the ropes" on practitioners one by one. Some practitioners were tied with three or four ropes. Practitioner Mr. Wang Zhanxiang from Chifeng City, Inner Mongolia Province, was tied with ropes. The guards tightened the rope so much that it broke Mr. Wang's back. Mr. Wang became paralyzed and lost all feeling in his legs. He later recovered with the help of all the other Dafa practitioners [6]. Mr. Xu Qian from Chifeng city was beaten so severely that his ribs were fractured.

The guards later said that armed police had been transferred to the labor camp to help the guards. However, the vehicles used to transfer the police overturned on the road, and they were not able to make it.

The following are some specific cases of persecution of practitioners by the guards in Tumuji Labor Camp in Zhalaiteqi County, Inner Mongolia Province.

Women's Team:

In the spring of 2001, guard Wang Guirong severely beat Ms. Peng Huiyi, a 58-year old retired teacher from Chifeng City, Inner Mongolia Province. Ms. Peng suffered from loosened teeth, as well as cuts and bruises from the blows. A few days later, guard Ma Hongyun struck Ms. Peng's mouth, knocking out a front tooth.

Ms. Fan Xiaoli, a practitioner, went on a hunger strike to protest the persecution. Guard Zhou Yuying and three other guards (some were male) severely beat her. They used electric batons to shock Ms. Fan's torso until it turned black and blue.

Ms. Gao Yajie is another practitioner who was beaten. Guard Zhou Yuying grabbed her by the hair and banged her head against the edge of a metal bed frame. Ms. Zhou from the Discipline Department also savagely beat her.

When practitioner Ms. Jia Haiying was on a hunger strike, guard Zhu Jiyun led a few male guards from the Discipline Department to the women's team and beat her viciously. They kicked her in the face, and her eyes were swollen shut as a result of the attack.

The guards beat practitioner Ms. Liu Shuya about the face. Ms. Liu's face was severely swollen with bruises.

Guard Wu Hongxia savagely beat practitioners Ms. Zhao Shufen and Ms. Fu Guiying.

When the practitioners were on a group hunger strike for 5 days, a guard named Qiu from the Discipline Department forced the practitioners to continuously walk in the exercise yard from 6 p.m. until midnight. They forced the practitioners to carry chemical fertilizer bags, each weighing more than 110 pounds, over their shoulder to load a truck. The bags were too heavy and Ms. Jia Haiying collapsed under its weight.

Ms. Li Shuya continued practicing the Falun Gong exercises in the labor camp. In the beginning, she practiced the exercises at night, so guard Yi Guijuan handcuffed her every night until dawn. Later Ms. Li practiced during the day, so guard Yi ruthlessly beat the backs of her hands with a wooden baton. Ms. Li's hands were severely swollen. The guards then handcuffed her in the "carrying a sword behind the back"[7] position. In the freezing winter, she had to stay outside in the cold wind for many hours with her hands cuffed like this across her back. Ms. Li didn't give up her faith in Tumuji Labor Camp. She was later transferred to the First Female Prison in Huhehaote City, Inner Mongolia Province, where she suffered even more intense persecution. Three other practitioners who refused to give in were transferred to Huhehaote at the same time. They were Ms. Zhou Caixia from Chifeng City, Ms. Liu Xiaoxin, Ms. Hu Suhua and Mrs. Tian, who was an elderly woman.

[1] In China, there are political commissars in government organizations and state-run enterprises. The political commissar's duty is to enforce Party ideology.

[2] Transform: The so-called "transformed people" are those who gave up their belief in Falun Dafa due to brainwashing and torture by Jiang's regime.

[3] "Tying the ropes" torture method: The perpetrators tie up the victim with a thin rope, circle the rope around his neck, and tie his hands behind his back. Then the police would use all the force they could muster to tighten the rope. The rope becomes tighter and tighter around the body of the victim, and makes it more and more difficult for the victim to breathe. The pain is so intense that the victim sometimes loses control of his bladder. There are many instances when the rope was tightened enough to break a victim's arm.

[4] "Depriving practitioners of sleep": A torture that disallow the practitioners to sleep. Several guards (and sometimes other prisoners that were commanded by the guards) took turns to watch out the practitioners 24 hours a day. Whenever a practitioner dozes off, the guards would beat or use other methods to keep him awake.

[5] Masanjia Labor Camp: a notorious labor camp in Shenyang City, Liaoning province that has been extensively using many merciless and savage torture methods to torture practitioners imprisoned there.

[6] One reason that Falun Gong has been widely spread all over the world is its effect of curing practitioners' diseases and health problems. In this case, Mr. Wang recovered with the righteous thoughts from other practitioners and himself.

[7] "Carrying a Sword...": a very painful torture method in which one hand is pulled over the shoulder, and the other hand is bent behind the back and the two hands are cuffed together across the back.
