Facts of the Persecution
Persons responsible for persecuting practitioners in Hebei Province:
- Gao Songlin, 49, is currently Assistant Party Secretary of the Industry
Committee in Chengde Municipality of Hebei Province. From 1999 to 2002 he
was the Assistant Party Secretary for Luanping County and was in charge of
the Political and Judicial as well as the Public Security Departments.
Following his instructions, perpetrators in various sectors such as the
police department, civil administration, education office, tax office,
neighborhood committees and townships committed crimes against Falun Dafa
practitioners, which included ransacking practitioners' homes, arresting
them, imposing fines, forcing them into brainwashing classes, and sentencing
them to forced labor or prison terms.
- Liu Baoqi, over 40 years old, was the former Luanping County police chief.
Between April 25 and July 20, 1999, when the persecution began, he
personally made arrangements for the police to go to Beijing to arrest
practitioners and to persecute them on a large scale. During the 2000
Chinese New Year, the police from Luanping County arrested more than 20
practitioners and sent them to prison. During June and July of 2001, they
again arrested a large number of practitioners and brutally tortured them by
beating them, hanging them up, and other forms of abuse. They also tried to
extort confessions from them using torture. Four of these practitioners were
sentenced to prison terms, 19 were sentenced to forced labor and dozens of
others were locked up and fined. Liu is currently the police chief of the
Shuangqiao District Police Department in Chengde City, Hebei Province.
- Cai Jingquan, around 50, is the head of the 610 Office and
deputy chief of the police department in Luanping County. He has personally
organized numerous brainwashing classes and persecuted practitioners who are
firm in their belief and extorted money from them. He used various methods
to try to force practitioners to write the so-called "four
statements" (similar to "the three statements") and used his
despotic power to order practitioners' workplaces and their local area
committees to secretly monitor practitioners by hiding and waiting in the
dark.
- Jiang Xueyong, over 40 years old, is the head of the National Security
Brigade in the police department. He aggressively abducted practitioners and
subjected them to interrogations and detention and also ransacked their
homes. He was personally responsible for abducting, detaining and sentencing
to forced labor dozens of practitioners, each of whom was forced to pay a
fine. Some practitioners were fined several times. He also participated in
the arrest of practitioners on Tiananmen Square.
- Xu Yanchen, over 50 years old, was the former leader of the National
Security Brigade in the police department in Luanping County. Between 2001
and 2003 he followed practitioners, monitored them in the dark and tapped
their phones in order to arrest them. In June 2001, he conducted intense
interrogations and secretly put two practitioners into prison uniforms and
sent them to prison elsewhere without informing their families. In July
2001, he abducted 13 practitioners and subjected them to inhumane tortures,
including hanging them up for long periods of time, withholding food and
drink, and not allowing them to go to the toilet. He and others tortured
practitioners day and night. They shocked women practitioners' breasts,
their mouths and their private areas with many electric batons
simultaneously. In 2003 during the SARS epidemic, he again organized a large
number of police to ransack practitioners' homes.
- Ma Haidong, over 30 years old, is the instructor and deputy head of the
National Security Brigade in Luanping County's police department. He has
long been involved in arresting, beating and fining practitioners,
particularly during June and July 2001, when he and another malicious
policeman Xu Yanchen organized the police to arrest practitioners. They
subjected seventeen practitioners to torture in their attempts to extort
confessions. They humiliated women practitioners, sentenced four
practitioners to prison terms, and sentenced another four to forced labor
until they decided to collect fines in exchange for their forced labor.
- Zhang Hong, over 50 years old, was a former instructor in the township
police station in Luanping County. He often climbed over walls into
practitioners' homes to search and confiscate their property and to abduct
them. He subjected firmly devoted practitioners to severe beatings and
sessions of being hung up. He also used electric batons to shock women
practitioners' breasts and private parts and force-fed them with alcohol.
- Zhang Fude, over 40, was a former Party Secretary of the township's
Political and Judiciary Committee in Luanping County, as well as head of the
610 Office. He enthusiastically participated in the arrest and abduction of
practitioners and subjected them to fines, extortion, and numerous
brainwashing classes.
- Nine vicious police officers: Xing Yumin, male, over 50 years old, former
head of a detention center; Liang Aiqin, female, over 40 years old, from the
township police station in Luanping County; Zhu Tieliu, male, over 40 years
old; Chen Limin, male, over 40 years old; Yang Zifeng, male, Li Xianglai,
male, Meng Qingming, male, Wang Jiugao and Yin Shuxiang from the Luanping
County Police Department. These police officers are extremely vicious
towards practitioners. They have ransacked practitioners' homes, abducted
them, extorted confessions from them by torture, hung them up and beaten
them, deprived them of water, not allowed them to go to the toilet;
humiliated female practitioners, and amused themselves by beating
practitioners up.
- Liu Zhiwei, female, over 30 years old, is a member of the National
Security Brigade in the Luanping County Police Department and has actively
participated in the persecution of practitioners.
