Practitioner from Laishui County, Hebei Province Sues 610 Office Director - Procuratorate Accepts Indictment

(Clearwisdom.net) Ms. Liu Xiufeng from Laishui County, Hebei Province, filed a lawsuit against the Laishui County 610 Office and Wang Fucai, the head of the 610 Office, with the Laishui County People's Procuratorate in late February 2006, after being persecuted for seven years. She demanded that Wang Fucai be investigated for his criminal deeds and also demanded compensation for the loss of her physical and mental health and the persecution of her family. After legal counseling, she filed the lawsuit, making people aware of the inhuman persecution that Falun Gong practitioners have been going through and of how practitioners are being deprived of their human rights. The Laishui County Procuratorate has now accepted this lawsuit.

Details:

The director of the 610 Office, Mr. Wang Fucai, seriously tramples the law and violates human rights. This is to ask for the People's Procuratorate to prosecute and investigate all the criminal offenses committed by Wang Fucai and bring him to justice. I ask for 200,000 yuan in compensation for all the losses related to my physical and mental health, my property, and my family. I also ask for the dissolution of the illegal organization of the 610 Office that has been used to persecute human rights, and the dismissal of the 610 Office director from all his positions, with orders instructing him to stop all human rights violations.

I started practicing Falun Gong in 1995. The 610 Office has persecuted me since July 20, 1999. In 2001, the 610 Office instigated the public security bureau to detain me and sentenced me to forced labor. Because my right kidney had been removed and my blood pressure was so high, the Baoding Forced Labor Camp refused to take me. Again, on the evening of November 20, 2004, Wang Fucai, director of the 610 Office, instigated the public security bureau to detain me. On January 23, 2005, they sentenced me to forced labor. And again, because my right kidney was gone, my left kidney was very weak, my blood pressure was so high, and my heart did not function well, the labor camp refused to take me. After I came back to Laishui County, Wang Fucai instigated the public security bureau to continue to detain me without any legal procedures. They did not give me either a detention notice or a labor camp sentencing statement. They deprived me of the right to file an appeal, and they also hid the evidence of their misconduct. During this time, I had serious illness symptoms several times, and I asked the public security bureau and the 610 Office to bail me out for medical treatment. However, Wang Fucai ordered my continued detainment.

On April 30, 2005, Wang Fucai gave orders that two other practitioners and I were to be sent to the Baoding 610 Office to be "transformed." The Baoding 610 Office beat me, cursed at me, threatened me, and forced me to write the "four statements" (similar to the three statements) and punished me by making me stand for long periods of time. Since my heart and blood pressure were frequently in a dangerous state, the city 610 Office notified Wang Fucai to take us back to Laishui. Wang Fucai again ordered them to detain me at the detention center. When the public security bureau gave me "probation," Wang Fucai still did not want to release me. On October 19, 2005, when I had a physical check-up at the detention center, my blood pressure was as high as 260 and as low as 140, and my heartbeat was seriously uneven. On the morning of October 20, I fell down in the courtyard of the detention center. The doctor used acupuncture to revive me, saying that I was seriously sick and had to be hospitalized. Only then did Wang Fucai release me.

Wang Fucai detained me and sentenced me to forced labor without producing any evidence. This violates the law. I have now been persecuted to such an extent that my husband and son have both left me. I have no family, no job, no stable income, and no residence. Physically, I have been tortured to the point that I cannot work regularly. Wang Fucai violates the Constitution, the Criminal Law, the National Compensation Law, and the Regulations of Labor Re-education of the National Council. He continues to persecute me when he knows that it is illegal. This is a new offence added to the old ones. As a result, Wang Fucai should shoulder his responsibility for his criminal offence and also compensate me for what I have lost. Once again I ask the Procuratorate to prosecute Wang Fucai according to the law, to safeguard the legal rights of his victims, and to outlaw the illegal organization of the 610 Office and dismiss Wang Fucai from all of his positions.
