Exposing the Persecution of Falun Gong Practitioners by State Security Agents in Mudanjiang City, Heilongjiang Province

(Clearwisdom.net) Controlled by local 610 Office and Politics and Law Committee personnel, agents from the Chinese Communist Party's (CCP) so-called State Security Bureau in various regions of China take part in the persecution of Falun Gong practitioners.

State Security Bureau agents secretly tail and arrest practitioners and destroy truth-clarification materials production sites. They resort to all methods to threaten and torture practitioners. Most State Security Bureau agents are specially trained spies. They provide information to the 610 Office and to Politics and Law Committees, and issue orders to police officers of the local state security divisions to illegally arrest practitioners. They are also personally involved in harassing and torturing practitioners. They have committed countless outrageous acts during the past several years.

The State Security Bureau in Mudanjiang City is precisely such a "dark hand." Following orders from Jiang's and Luo's followers, agents in this bureau constantly provide "secret information" to their upper level superiors and have instigated numerous arrests and harassment. Over the past several years, many truth-clarification materials production sites have been destroyed; more than ten practitioners have died as a result of torture; and a great number of practitioners have been sentenced to heavy prison terms, thrown into forced labor camps, tortured and disabled. Countless practitioners and their families were compelled to leave their homes to avoid further persecution. Many harmonious families were torn apart. The crimes the State Security spies have committed are shocking and terrifying.

Because these crimes are covert, they are rarely exposed. We encourage righteous people from all walks of life to help collect evidence and facts about how State Security Bureau agents in Mudanjiang City have persecuted Falun Gong practitioners, as well as provide related information about the Bureau itself. Partial account of persecution incidents involving Mudanjiang State Security Bureau agents:

1. Practitioner Lu Hengyi was arrested in 2005

Practitioner Mr. Lu Hengyi was the audit section head for Mudanjiang City's Postal Department. State security police agents from the city and provincial levels tailed and monitored him. He was considered one of the so-called "key" Falun Gong practitioners. Police officers concentrated their manpower and monetary resources to track him down and monitor him. Even when Mr. Lu was on a business trip, several agents would follow him. On the morning of September 23, 2005, when Mr. Lu was at work, officers from the Mudanjiang Police Department went to arrest him at work, based on a "wanted" list the provincial police department had issued. He was held in the Mudanjiang Detention Center for one year. Presently, no one knows his whereabouts. His privately-owned car, worth over 100,000 yuan, was confiscated. Officials from the State Security Division at the Mudanjiang Police Department replaced the license plate so they could use this car as their own.

According to a notice issued by the police department, "The police put in a lot of money, manpower and effort to tail and monitor Lu Hengyi." The notice also commented that the "recently appeared Dafa disciples in Mudanjiang City were all strangers to the police; they had a high education level; the truth-clarification material is of high caliber."

2. Police tap telephone lines and hide in residential areas, resulting in arrests and extortion of money from several dozen practitioners in 2006

On December 12, 2006, agents from the Mudanjiang Police Department, the State Security Division, local police stations and community administration offices worked together to persecute Dafa practitioners. These individuals ransacked practitioners' homes and took away computers, cassette players, Dafa books and truth-clarification materials. Several dozen practitioners were arrested that day.

Practitioner Yu Zhenjie was taken away and subjected to force-feeding in the police hospital. Practitioners Zhao Jingchun, Zhu Xiucheng, Wang Huiqin, Liu Xiuying, Li Haifeng, Xiao Zuguang, Sun Guizhen, Li Huanzhi, Gong Chengge and his seventy-year-old father were arrested and later incarcerated in a detention center.

Judging from the manner in which the police committed these arrests, it is obvious they had tapped practitioners' phones and hid around practitioners' residences to track individual practitioners down. When one tailed practitioner made contact with another practitioner, the police would tail that practitioner to continue their "chain" search. According to one information source, the police tailed practitioners for quite some time before they began to arrest them. State Security spies played a major role in this arrest sweep.

We are reminded of an incident around July 20, 1999 when the CCP started to persecute Falun Gong. One practitioner had called another practitioner and asked him to come over for Master's new article. The local police arrived before that practitioner did. That's how we found out the telephones were tapped. Moreover, on another occasion, a practitioner noticed his home phone was monitored and went to the phone company to cancel the line; however, he was told, "You can even use the phone line for free, but we dare not cancel the line for you!"

3. More than 100 practitioners were arrested; more than 30 were sentenced to heavy prison terms in 2003

Ms. Tuo Wenxia was a teacher at Mudanjiang Northern High School and lived in the Xiangyang community in the Aiming District. Officers from the Hailin City Police Department and from the Aimin District Police Department arrested her several times. She chose to leave home in April 2002 to avoid further persecution.

Ms. Tuo's college student daughter Niu Xiaona was ill. She tried to seek treatment from many doctors, but none of them was able to cure her illness. In the end, doctors told her family to get prepared for her funeral. Ms. Niu Xiaona started to practice Falun Dafa in October 1998. She became much better; however, she could not walk and needed personal care from others.

On March 5, 2003, Ms. Niu and practitioner Mr. Wang Jiguo, who later died as a result of torture, went to Beijing to appeal for Falun Gong. Mr. Wang carried Ms. Niu on his back on their way to the Appeals Office in Beijing. They were both sent back to Mudanjiang's Xiangyang Police Station on March 9, 2003. The officials at the police station extorted 200 "yuan" from Ms. Niu's father before releasing her.

In the second half of 2003, four spies from State Security instigated police officers to deceive Ms. Niu's father into going to the police station when Ms. Niu was not home. They installed a surveillance fixture under the coffee table, with the lens pointing to the front door. The surveillance video captured images of all practitioners visiting Ms. Niu. Her phone was also tapped. The police started to arrest these practitioners after three months, resulting in the arrest of and prison sentences for 29 of them, in addition to the loss of personal property.

The police also installed a surveillance video camera at the temporary residences of practitioners Fan Jiguo and Mr. Su, who both lived away from home. When Mr. Su refused to answer questions during an ensuing interrogation, the officers presented their taped audio-recording as evidence. Mr. Su was sentenced to three years of forced labor.

One practitioner failed to conduct himself well when being tortured and revealed a few practitioners' names. As a result, more than one hundred practitioners were arrested. Fifty or more of them were held in detention; 28 were sentenced to prison; many were sent to a forced labor camp. The Aimin District Court sentenced Yu Ying to ten years in prison, Zhao Yue to 11 years, Liu Zhiyuan to 14 years, Shen Chunhua to 10 years, and Che Guilan to 12 years. Police officers arrested Ms. Tuo Wenxia from a company in Beijing where she worked as a contractor, and sent her back to Mudanjiang. Since then, Ms. Tuo and her daughter have left their hometown. Their whereabouts remain unknown.

Liu Zhiyuan and Shen Jinhua are a young couple who were injected with unknown drugs during their incarceration. Following their release, they still had residual mental dysfunction for a while. Not long after they had recovered a little bit, they were again arrested. Their two children, three years old and seventeen months old, were left unattended.

Mr. Kang Yuncheng was the former assistant at Mudanjiang practice center. He was arrested numerous times and sentenced to prison, where he suffered brutal torture. After his release from prison, Mr. Kang resumed his previous job as an employee at a real estate firm. During this recent round of arrests, he was again seized. Because his performance at work was outstanding and he never complained, his supervisors went to the prison, hoping to bail him out. The prison officials simply ignored their request.

Ms. Jin Yingzi, a single mother, has children in middle school and elementary school. She took care of them. Police officers often came to ransack her home and extort money from her. Once, she was held in a detention center for half a year. This severely traumatized her elderly parents and young children.

Mr. Hao Rong, who once had an incurable disease, became a healthy person after he started to practice Falun Gong. Police officers harassed him, ransacked his home and arrested him many times.

Married couple Jin Youfeng and Jiang Chunmei are both teachers at Mudanjiang Normal University. They were incarcerated several times. During the incarceration, their two children were left unattended. The younger one was then a little over one year old.

The officials from the Aimin District Police Department arrested Wang Xinmin and Wang Guizhen and their son.

4. Reading, censuring and destroying practitioners' personal letters

State Security Bureau officials dispatched intelligence agents to postal stations. The agents' job is to sort through people's mail. For example, the Mudanjiang Postal Center regularly takes samples from letters to the State Security Bureau. These letters are normally not returned. That is one reason why many people's mail is "lost." Those people on the police checklist were major targets for such inspection. The information is passed to the police system, and the local police officers tail the recipient of the mail. For example, the spies suspected Master's articles were in an express mail envelope sent from a practitioner in Daqing City to his mother at a resident committee in Jiangbin, Mudanjiang City. They arranged the postmaster to deliver the mail, and the resident committee head to monitor it, and then provided guidelines on how to deal with the situation if the recipient opens the mail or not, etc.

According to an inside source, agents in the state security system are able to read personal letters without having to open the letter. Even if the letter is folded several times, they are still able to process the information on a computer, to generate a complete letter. Spies have been doing these despicable deeds for a long time, and the people in the mail processing centers and in management, even the staff members of postal offices are all involved with the State Security Bureau.

5. Intelligence agents extended their activities to Russia

The State Security Bureau in Mudanjiang and the Seventh Division of the Provincial Police Department in Heilongjiang are primarily responsible for spying on Falun Gong practitioners in Russia and other countries that were formerly part of the Soviet Union. They dispatch intelligence agents, pretending to be practitioners, and try to undermine practitioners' activities. The CCP State Security Bureau has awarded these two units a so-called "Advanced Work Unit" designation.
