(Clearwisdom.net) Through decades of tyranny, the Chinese Communist Party (CCP) has turned into what can only be described as an organized crime syndicate.
One method it uses to enforce its will is to kill people, but this is often done indirectly, by giving giving hints to willing underlings seeking favor and promotion.

Let's look at one case.

Mr. Jiang Bingzhi, a Falun Gong practitioner from Shiquan Town, Bei'an City, Heilongjiang Province, was incarcerated at the Suihua Forced Labor Camp. Because he refused to be "transformed", meaning that he refused to give up his belief, he was tortured to death. One day, a guard opened the cell door where Mr. Jiang was detained. He threw a plastic bag inside, then another one. The personal monitors immediately understood what they guard was implying and covered Mr. Jiang's head with the plastic bags, then tied a string tightly around his neck. Several personal monitors then beat him violently. Due to the lack of oxygen and brutal beating, Mr. Jiang was soon reduced to a vegetative state and was near death. Several days later, on August 26, he died. He was falsely charged with wrongdoing.

It appears that the personal monitors killed Mr. Jiang, but, who issued the order? The guard provided the plastic bags. If he hadn't, nothing would have happened. It's like a scene in a film about the mafia. When the leader wants someone killed, he just gives a "sign." His followers take the hint and kill the person secretly.

Are the CCP guards also adept in such practices? Since they neither kill practitioners personally nor issue orders to kill, they believe that they can easily avoid responsibility if the incident is ever investigated. Aren't such guards even more vicious than those who kill practitioners? We are referring to those who shout, "It's not a crime to beat a Falun Gong practitioner to death."

Looking at it a little deeper, who issued the orders to the guards? How could they dare to issue an order to take a life so recklessly? Aren't these orders that the guards take from their superior also "no-evidence" orders?

Let's view this issue from yet another angle--the 610 Office. The CCP established a secret agency--the 610 Office--which is a special organization to persecute Falun Gong practitioners. It is beyond the law. Authorities such as the police departments, procuratorates, and courts have no authority over this agency. The 610 Office plays a key role in persecuting practitioners. Almost all orders to arrest practitioners and sentence them to forced labor and prison terms are issued by the 610 Office. Then how does the 610 Office operate in issuing its persecution orders?

Generally, officials from the 610 Office do not participate in the persecution openly. Apart from issuing orders to arrest Falun Gong practitioners and sentence them to forced labor or prison terms, 610 Office agents issue orders that force the organizations that participate in the persecution to implement a certain "transformation" rate. They know that it's impossible to transform Falun Gong practitioners without torturing them. Moreover, organizations that participate in the persecution have already linked the "transformation" rate closely with the performance, promotion, and salary of those officials who torture practitioners directly.

The front-line guards or officers have to act on their superior's hints. They are quite clear on one point: "When the upper level officials forced them to achieve a certain 'transformation' rate, the upper level officials were forcing them to kill Falun Gong practitioners."

However, who issued such a mandatory order? Is it necessary for the superiors to say it directly? The superiors only wants to see the results: those that comply are those that the CCP will employ to do its dirty deeds. Whoever takes the hint will be promoted. That is how the multi-layered persecution of Falun Gong took shape. There are some extremely evil people at different levels of the CCP organization. They are determined to follow the CCP and walk straight into hell. They stand side by side with the CCP and persecute practitioners relentlessly. To this kind of official, the superior just issues orders clearly.

All of the orders to cruelly persecute Falun Gong practitioners are issued by the Chinese Communist Party. Actually, whether the CCP issues orders clearly or as a "suggestion," it cannot escape It is Heaven's will that it be eliminated. No matter how the CCP conceals its cruel persecution of practitioners, in the end, any official that participates will be brought to justice.
