At around 11 a.m. on September 18, police from the Hanshan District Police Department and the Luochengtou Police Station arrested Falun Dafa practitioners Mr. Ji Ruiling and his sister Ms. Ji Junyun, as well as Mr. Ji's wife and son. The police took away more than 5,200 yuan in cash and a bankbook from Mr. Ji Ruiling's home. They confiscated two computers, a printer from Ms. Ji Junyun's home, as well as about 5,000 yuan in cash. At around 8 a.m. on September 19, the police sent Mr. Ji Ruiling and Ms. Ji Junyun to the Handan No. 2 Detention Center, and they have been detained there ever since.
After Mr. Ji and his sister were arrested, their elderly parents (in their eighties), two school-age children, and other family members went around to ask for their release, trying to rescue them by using their personal connections. The police in Handan extorted 30,000 yuan from the Ji family in exchange for the release, and meanwhile forced the Ji family to treat them to meals.
Since the police were afraid of their extortion being revealed, they asked the family members to buy two cartons of cigarettes, which cost 210 yuan each, and then to take out the cigarettes and put the cash inside. Then they asked them to bring the two cartons of cigarettes in. However, Mr. Ji and his sister are still in detention even though the money was taken.
After Mr. Ji Ruiling and his son were arrested, his daughter-in-law sent clothes to the detention center, but the police did not give them to him. At the beginning of November, it snowed heavily in Handan and became very cold. The detention center did not have a heating system, and Mr. Ji only had a shirt and a pair of pants to wear. His family members only learned of his plight at the end of November, when he mentioned in a letter that he had not received any clothes.
