(Clearwisdom.net) Mr. Hou Xicai, a political division officer at Mudanjiang Prison, in Heilongjiang Province, was sentenced to a four-year prison term for practicing Falun Gong. He is being held and persecuted at the Mudanjiang Prison.
Mr. Hou Xicai, 39, graduated from the Judicial Police Officer School in Heilongjiang Province. He worked as a political division officer at Mudanjiang Prison. His police badge number was 2306114.
Domestic Security Division agents from the Mudanjiang City Police Department (formerly called the 610 Office) arrested Mr. Hou on March 31, 2008. He was sentenced to a four-year prison term on March 5, 2009, for the period beginning March 31, 2008. Mudanjiang Prison fired him.
Mudanjiang Prison guard Dan Qihong was also arrested by perpetrators from the Mudanjiang Domestic Security Division on March 21, 2008.
Peng Fuming and Ma Qun, from the Domestic Security Division, went to the Mudanjiang Prison to persecute Mr. Hou on March 28, 2008, while he was working there. They attempted to coerce Mr. Hou into revealing information about other practitioners and write a guarantee statement, but Mr. Hou refused. Prison persecutors locked up Mr. Hou for three days in the prison office and monitored him on March 28-31, 2008, forbidding him from going home. Since he didn't cooperate with their demands, on March 31, 2008, four police officers including Peng Fuming and Ma Qun forced Mr. Hou into a police car and transported him to Mudanjiang Detention Center.
Mr. Hou was forced to perform hard labor at the detention center. The work included making chopsticks from March 31, 2008 to April 15, 2009.
Guard Peng Fuming took Mr. Hou to the Mudanjiang Police Department interrogation room on May 14, 2008. Peng Fuming slapped Mr. Hou twice on his face. He forbade Mr. Hou from using the restroom and did not provide him any food.
Mudanjiang City Xian District Court officials tried Mr. Hou on March 5, 2009. His family was not notified of the trial and no lawyer was present for Mr. Hou. It was a covert meeting in a conference room at Mudanjiang City Detention Center. People present included Xian District Court judges Chang Xiaohui and Liu Hui, along with Xian District Procuratorate officer Jin Yonghuan and several court police officers. No other people were present. Mr. Hou was not allowed to defend himself. Judge Chang Xiaohui spoke only one sentence, "The evidence is solid and acceptable." The proceedings ended quickly, after only thirty minutes.
Mr. Hou was transferred from the Mudanjiang Detention Center to the Mudanjiang Prison on April 15, 2009. Prison guards designated other inmates to monitor and follow him. Prison head Gao Zhenyu ordered that co-workers could not visit or contact Mr. Hou.
Mr. Hou and practitioner Dai Qihong were transferred to the Second Ward at the Lianjiangkou Prison, in Jiamusi City, on July 3, 2009. Two inmates monitored them.
While Mr. Hou was practicing the meditation exercise on his bed at 6:00 a.m. on August 18, 2009, two inmates hit him about the head, bruising his nose. A team head who was one of Mr. Hou's middle- school classmates told the inmates once, "If he practices the exercises, just beat him."
