On May 17, 2000, Ms. Jiang, carrying her newborn son, went to the Letters and Visits Office in Beijing to appeal for the right to practice Falun Dafa. She was arrested at the gate of the office and taken back to her home in the Baofeng Village, Tuanjie Township by Wang Chengli, an officer from the Shuangcheng Liaison Office in Beijing. Wang scolded her and frightened her baby. The village was fined 2,000 yuan for her appeal in Beijing, and would be fined the same amount every time she appealed in Beijing. Wu Zelin, secretary of the Tuanjie Township Political and Judiciary Committee, sent people to watch her day and night.

Ms. Jiang's husband divorced her under pressure. The township leaders did not allow her to go back to her parents' home, and confined Ms. Jiang to the house of Yan Fengying, the director of the Tuanjie Township Women's Union. The parents of Ms. Jiang paid a 50-yuan boarding fee and had others take her home five days later.
