The fear of attachments is an attachment itself. Teacher told us in the article "Non-Omission,"

“Yet cultivation practice is to improve yourself: You are already able to abandon the attachment, so why not also abandon the fear of attachment, itself? Isn’t abandonment without omission a higher sacrifice? Yet if a cultivator or an everyday person who cannot even make fundamental sacrifices also discusses this principle, he is actually undermining the Fa by making excuses for the attachments he cannot let go of.”

So isn't the thought of one being unable to cultivate well an attachment? Isn't it a manifestation of one's lack of confidence in the Fa? Because we cannot understand the Fa from the viewpoint of the Fa, a lot of our hidden attachments are impeding our cultivation. As a Fa-rectification period disciple cultivating in such a great Fa, how can we lack confidence in achieving consummation? Teacher has told us repeatedly that our own consummation is not at issue. However many practitioners cannot understand the Fa from the perspective of the Fa and confuse personal cultivation with Fa-rectification cultivation. Therefore, these practitioners are unable to treat correctly the relation between personal cultivation and Fa-rectification, and lack the ability to completely deny the evil arrangements by the old forces.

Although there could be many reasons for not being able to completely deny the old forces' arrangements, the most critical one is that some practitioners are stuck in a cultivation state that makes them hold tightly onto the mentality of personal cultivation. Thus they subconsciously follow the arrangements of the old forces.

Teacher told us,

“If a piece of sawdust drops into a furnace of molten steel, it will vanish in a twinkling. It would be effortless for an immense Fa such as ours to assimilate a person like you, to eliminate your karma, to remove your improper thoughts, and so forth.”
("Lecture at the First Conference in North America")

Therefore, we should not languish in the state of human notions, and thus impede our cultivation. The notions make us worry about our own cultivation state all the time and focus too much on ourselves. This over-focus on ourselves is one of the major reasons for us remaining in the cultivation state of personal cultivation and thus one remains beholden to old force arrangements.
