On April 15, 2010, Mr. He Binggang, the owner and general manager of computer operations at Yuwen Technology in the Changning District of Shanghai and also a Falun Gong practitioner, was trapped by secret agents from the 610 Office in the Changning District and taken away. His case has received a lot of outside attention, and the authorities' underhanded tactics have been extensively reported on. Although their names and job titles were publicized, the Changning Procuratorate still brought Mr. He to trial recently.

Mr. He Binggang, about 35 years old, graduated with a Master's degree from Fudan University in Shanghai. In 2000, because he practiced Falun Gong, Mr. He was illegally sentenced to forced labor. In 2001, he was sentenced to six years in prison by the Xuhui District Court in Shanghai and incarcerated in the notorious Tilanqiao Prison in Shanghai. In 2007, Mr. He was released. In April 2010, he was trapped by the CCP (Chinese Communist Party) police officers and detained again. Division Manager Wang Jue from the Domestic Security Brigade in Changning Police Sub-Bureau and Wei Liguang were responsible for persecuting him.

After 2007 when Mr. He was released from prison, he managed the computer operations department in his own company, Yuwen Technology. Because he managed the business well, it was economically successful.

However, police officers from Changning City never stopped thinking about how they could persecute Mr. He again. At 10 a.m. on April 15, 2010, Wang Jue from the Domestic Security Brigade (affiliated with Changning Police Sub-Bureau) sent a secret agent to Mr. He's company to sell his second-hand computer cheaply. A staff member in the computer operations department purchased the computer. Wang Jue was in plainclothes and had been waiting by the stairs of the Changning Technology Building, where Mr. He's company is located, for two hours. After that secret agent exited the building, Wang changed into his police uniform and, with several others broke into the computer operations department, announcing that they were officers from Tianshanglu Police Station in the Changning District and had received a phone call saying that there were stolen goods hidden in Mr. He's company. After they searched, they located a box of Falun Gong books that were hidden by another secret agent, as well as Shen Yun Performing Arts DVDs, in the cabinet. Wang Jue took Mr. He to Tianshan Police Station, where he was beaten and cruelly tortured to force him to admit that the books and the Shen Yun DVDs were his.

In January 2011, Procurator Zhu Liqun, who is the manager of the Appeals Department of Changning, and Gao Xun brought Mr. He to trial in Changning Court. She also ordered Changning Court to give Mr. He a heavy sentence because Mr. He owned Falun Gong books and had given a DVD to a manager in his company.

Twice Mr. He's mother found the divisional manager in the Procuratorate, Zhu Liqun. Zhu asked, “What's the point of looking for me? What does it matter what I say? Didn't I tell you not to look for me again? What you doing here?!”

Mr. He's mother went to talk to his lawyer in Shanghai. The lawyer said, “Please do not come to me anymore, I'm stressed out already!” His mother didn't even get to see the Statement of Charges pertaining to her son, because the local Procuratorate refused to provide it. The lawyer did not show it to Mr. He's mother, either. Mr. He has since fired the lawyer.
