Already Handicapped from Earlier Torture, Mr. Wu Zhongmin Sent to a Forced Labor Camp and Persecuted Again

(Clearwisdom.net) Since the Chinese Communist Party started to persecute Falun Gong 11 years ago, Falun Gong practitioner Mr. Wu Zhongmin has been illegally arrested or detained in four provinces and cities, including Guangdong Province, Henan Province, Qinghai Province and Beijing, and four secondary cities, including Shenzhen City, Sanmenxia City, Xuchang City, and Xining City. He has been held in ten places, including Shenzhen Hongling Middle School, Shenzhen Liantang Police Station, Beijing Public Security Bureau Tiananmen Branch, Sanmenxia Office in Beijing, Shan County Detention Center, Shan County Custody, Sanmenxia Forced Labor Camp, the Third Forced Labor Camp of Henan Province in Xuchang, the Second Brainwashing Session of Sanmenxia (in the place where Sanmenxia Arms Force Department used to be), and the Second Detention Center of Xining.

Mr. Wu worked for the Yuxi Machine Tool Plant in Xizhan, Sanmenxia. After the plant went bankrupt, he went to Guangdong to work. He started to practice Falun Gong in 1993 and quickly became healthy in body and mind. His parents and wife also started to practice Falun Gong.

It was in the Third Forced Labor Camp of Henan Province that Mr. Wu was persecuted the first time. After being persecuted there for over four years, his right leg became handicapped, which in turn caused inflexibility of his hands. A doctor decided that his nerve center was damaged. He raised his complaints with many authorities, including the Supreme Procuratorate, the provincial and city Procuratorates, the Public Security Bureau, and the Ministry of Civil Affairs, which all turned a deaf ear to his voice.

Mr. Wu was arrested again at his parents' house by officers from Xining City Public Security Bureau on the afternoon of May 26, 2006, a few days after he came home from out of town where he had worked for a year.

1. Mr. Wu Arrested Again

A dozen officers from the Xining Public Security Bureau in Qinghai Province, the Domestic Security Bureau, the Xining 610 Office, the Chengzhong District 610 Office, the Public Security Bureau Chengzhong District Branch, the Nantan Police Station, and Nantan Office arrested Mr. Wu from his parents' home in Nanshanjingyuan in Xining at about 3:00 p.m. on May 26, 2006, and took him to Ward 3 in the First Detention Center of Xining. Because Mr. Wu could not barely walk, they lifted him into the car and dragged him into the detention center. Upon arriving at the detention center, they immediately bound him to a tiger bench. The CCP calls it “the punishment chair.” It is made of iron. The victim is handcuffed and the ankles are restrained by iron plates on all four sides. The person's mouth is stuffed with a towel to keep him from speaking the facts about Falun Gong.

Mr. Wu's right ankle had already been damaged due to the persecution he suffered before. With just one big effort, they straightened his ankle with the iron plates. The pain was so intense that he almost fainted. After being restrained like that for hours, his ankle became stiff and straight and has remained like that. Han was probably the guard on duty, and inmates Wang Xuguang and Ma Tongxiong were also on the scene.

Then four officers from Shan County, Henan Province, took Mr. Wu to Shan County Detention Center by train. When the train was passing Xining Train Station, Mr. Wu shouted, “Falun Dafa is good!” Theofficers then handcuffed him and put shackles on his ankles. They stuffed his mouth and kicked him under the bed. They wouldn't allow him to use the washroom during the trip. When they finally reached the destination, Mr. Wu's pants were full of filth.

Mr. Wu started a hunger strike twice to protest the persecution in Shan County Detention Center. Guards and inmates forced him to end the hunger strikes with violence. Shan County Detention Center director Mou Hongxing and Domestic Security Division chief Xing interrogated Mr. Wu, tried to force him to give up practicing Falun Gong, and promised to release him if he agreed. They did not succeed.

Fearing that Mr. Wu would expose their evildoings (the cries from different cells caused by beatings that never stopped) in Yima Detention Center, the detention center authorities did not bring personnel from Public Security Bureau to the detention center when the personnel came to Yima City to inspect the work. Mr. Wu started a hunger strike again to protest. On the fifth day of the hunger strike, guard Li Zhengguo directed inmates to hold Mr. Wu down on the floor, pinch his nose shut, and force-feed him with cold water plus flour dough pieces. Mr. Wu's stomach was filled with cold water that they force-fed from between his teeth, and his mouth was covered with blood.

2. Imprisoned Again in The Third Forced Labor Camp of Henan Province

The Shan County Political and Legislative Committee secretary, Domestic Security chief Lv Fei, and 610 Office agent Jia Zhongmin took Mr. Wu to the Third Forced Labor Camp of Henan Province on the afternoon of July 12, 2006, about one month after his arrest. They handcuffed him and only let him wear underpants. They carried a decision statement for forced labor, but the name of the forced labor camp was missing. It was missing because most forced labor camps don't admit the severely handicapped. Detention center deputy director Zhang Rongjin and Education and Transformation Office director Li stated that they would admit whoever practiced Falun Gong. Although they knew that Mr. Wu did not meet the requirements for admittance (he could not take care of his daily needs by himself and could not walk normally), they still took him in.

Mr. Wu shouted “Falun Dafa is good!” on the athletic field at suppertime the same day. Third Team chief Shi Baolong directed inmates from the first section, including drug offender Fan Yongsheng and collaborators including Tang Jianhong to cover Mr. Wu's mouth. Then they carried him back to the cell and beat him cruelly. This forced labor camp is composed of four teams. The third team is claimed to be the so-called “cult oppression team.” Every team is composed of two sections.

Brutally Beaten and Tied Up

After beating Mr. Wu, they dragged him to the office of the first section, third team. Shi Baolong kicked Mr. Wu hard in his head and ribs and whipped his mouth with the bottom of a shoe. He cursed Mr. Wu and said “Let him crawl to get his meals.” Li Yongjun, a drug offender and a cultural relics smuggler, and the head inmate of the first group, first section, kicked hard at the bottom of Mr. Wu's left ear. Mr. Wu was knocked to one side and almost fainted. The head guard of the first section, Xu Shuiwang, cursed Mr. Wu, then tied him up with the help of collaborator Tang Jianhong in the evening and tortured him with “Tying the ropes.” Mr. Wu suffered tremendous pain.

Guards deceived and tempted Mr. Wu in addition to using cruel torture. They also used violence to try to force him to swear allegiance to the Chinese Communist Party flag. Guard Shi Baolong wrote the oath. It asked people to be loyal to the Chinese Communist Party and contained content defaming Falun Dafa as well. A poster board with the oath written on it hangs on the wall of every cell, and they tried to force every newly arrived practitioner to swear to the board. All the other inmates and collaborators also raised their hands to swear to the board every evening after work.

Mr. Wu was allowed to sleep for only three hours a day. Some practitioners were deprived of sleep entirely. At that time, there were about 70 practitioners held in the third team, which was specifically designed to persecute Falun Gong and other religious followers. They were all pressured to “transform.” During a persecution initiative targeting practitioners called “spring thunder action,” this detention center followed orders from their superiors and used every means of torture imaginable to “transform” all practitioners.

Mr. Wu fainted many times and was rushed to a hospital for emergency care each time. At the end of September, 2006, guard Shi Baolong directed inmate Hu Zhiyong and a religious follower, Hao Haishun, to hold Mr. Wu by his arms and run toward the cafeteria. It was a torture similar to “hanging up.” Mr. Wu could not bear the pain and screamed, which they ignored. They later dragged him many times like this.

Forced Labor and Brainwashing

In the third team, a dozen inmates are directed to watch practitioners. Two inmates had to watch one practitioner all the time, even when he slept. There were only two inmates on duty from 2000 to 2002. At that time, deception was employed as the major means. A smaller number of practitioners not “transformed” were immediately transferred to the first and second teams and subjected to violence and slave labor. Practitioners in the third team did not need to work, but were forced to undergo brainwashing every day, read so-called “transforming” textbooks, watch videos, etc. They were tempted with dramatic reductions in their terms. This was called “'transforming' with kindness.” But then, after a practitioner was “transformed,” he would immediately be forced to perform hard labor for extended times and given a heavy workload. Practitioners had to work for at least 14 hours a day in general. Whoever finished their quota was rewarded with one to five days reduction of the term a month. Nine days was the greatest term reduction for a month. Guards found that almost all “transformed” practitioners were not transformed in their hearts. They gave in only because they could no longer endure hell-like torture. So the guards treated practitioners more viciously and would immediately beat or curse practitioners if they don't work fast.

Mr. Wu was once again placed in this detention center. The detention center director was still Yan Zhenye, who was the director when Mr. Wu was held there the first time. Yan Zheye has been closely following Jiang's regime and is responsible for the death of Mr. Li Jian, Mr. Yao Sanzhong, and Mr. Zhao Guoan. Others who participated in the persecution of practitioners included deputy director Jiang Qingtai, deputy director Fu Yong, deputy director Yao Lian, hird team chief Jin, third team political instructor Song, third team deputy political instructor Wei, hospital deputy director Zhang Xin, political instructor of the first section of the third team Du Zhengtao, deputy chief of the first section of the third team Shen, secretary of the first section of the third team Jia Zhigang, chief of the second section of the third team Zhao Zhiming, third team political instructor Zhu Xueqin, deputy chief of the first section of the third team Meng Guangyi, and Song Zonghao, who was deputy director of Henan Province Forced Labor Bureau and later transferred to this detention center, assuming the post of detention center director. Song Zonghao was very active in persecuting Falun Gong in Henan.

These detention center authorities also “buy” from the Beijing Assignment Division those practitioners who were not registered as permanent residents of Beijing. One practitioner costs them 500 yuan; they had bought seven groups of practitioners by 2007. This time, they bought 10 practitioners.

With no exception, every practitioner in this detention center would undergo physical and mental torture. After being forcefully “transformed,” practitioners were pressured to betray other practitioners. They made practitioners hand in “thought reports” that slandered Falun Gong once a month. Staff from the Public Security Bureau “Education and 'Transformation' Office” often went to the detention center to conduct “evaluations.” They interviewed practitioners individually to determine whether they hadbeen “transformed.” Practitioners who spoke slanderous words about Falun Dafa in front of them were considered to be “transformed.” Guards from the first section classified practitioners as being “initially transformed,” “essentially transformed.” and “completely transformed.” They tortured practitioners again and again, until the practitioners were “transformed” to their satisfaction. The extreme physical and mental agony they endured can hardly be imagined.

They were brutally beaten, made to stand for extended periods, forced to squat in a military posture, and deprived of sleep. Afterwards, they were forced to do slave labor. They were insulted, and when they became sick, they were not allowed to take a break or seek medical treatment on bail. Almost every practitioner went through this.

Because Mr. Wu had to use crutches to walk, and his hands were also handicapped and he was not able to do delicate work, guards Xu Shuiwang and Du Zhengtao offered to let Mr. Wu work for them as a collaborator. Of course Mr. Wu was not willing to do it. He sometimes did it superficially and other times he did “anti-transformation.” Because of that, he often quarreled with the other collaborators. In the end, Mr. Wu stated that he would not act as a collaborator and he told guard Xu Shuiwang that Dafa is truly great. He was then persecuted again. They tried to brainwash him, make him swear against his will, and make him write a thought report. Mr. Wu said that he didn't know how to write and immediately they put him under strict control.

Tuberculosis

Because of poor living conditions in the detention center, the intense mental pressure, hard labor, poor medical treatment, and especially because of the cruel torture, practitioners' bodies and minds were damaged tremendously. It was common that they became very weak. Also because the detention center authorities tried to hide the epidemic and failed to isolate those who were sick or apply effective medical treatment in time, tuberculosis quickly spread in the detention center.

When staff from the Xuchang City Epidemic Prevention Station learned about this, they went to the detention center to investigate on March 25, 2007. It was found that at least 70224ac4eople in the first section of the third team were affected. To satisfy the staff from the epidemic prevention station, the detention authorities designated Wu Zhongmin, Hou Hui, Wang Guoen, and Tong Shujie to be x-rayed in the detention center. Mr. Hou Hui suffered from cavernous pulmonary tuberculosis and had been receiving medical treatment in isolation for months. Wang Guoen had already suffered from thyroid tuberculosis for a long time. The same afternoon, they took four of them to a city tuberculosis hospital to have chest x-rays again. After they came back from the hospital, the detention center authorities did not mention a single word about their results.

Guard Xu Shuiwang and Du Zhengtao kicked Mr. Wu Zhongmin hard on his head in an empty room beside the workshop on April 6. They threatened him that they would not allow him to receive medical treatment on bail if he dared to report the epidemic to the forced labor camp bureau again or tell others. Mr. Wu nearly passed out.

Mr. Wu stood up in the back of the workshop and spoke of the epidemic in public to people who came to visit the third team on the evening of July 2. A political instructor stamped with rage and cursed him. As soon as their guests left, guard Zhu Xueqin ordered inmate Zhang Chunsheng (the head of the second group, first section, third team) to take away Mr. Wu's crutches and crushed them in front of everyone in the third team. He ordered Mr. Wu to walk back without them. Guard Xu Shuiwang directed inmates Kang Zheng and collaborator Lian Xiaoyi to curse him and kick him. Kang Zheng kicked out Mr. Wu's nail on his left middle toe and caused it to bleed profusely. Mr. Wu's left big toe and little toe were also broken and later got infected and festered. Mr. Wu had to pick up a bamboo stick and walk back with great difficulty. He also suffered from fever at that time and he kept trembling. Guard Zhu was delighted and cursed, “I meant to put you through living hell and I meant to torture you.” He also ordered collaborators Lian Xiaoyi and Li Dongbing to take Mr. Wu to a place with no one around during daytime, then lift him up, and drop him, and in the evening to stamp on his feet. They stamped off Mr. Wu's left little toe.

After being so cruelly tortured, Mr. Wu Zhongmin's whole body became infected, and he finally fell down. Only after seeing that Mr. Wu really could not make it this time did guards take him to Xuchang Hospital of the Public Security Bureau for emergency treatment on July 27. Doctors operated the next day to amputate his toe. In order to make more money, the doctor cut a big section above his little toe and claimed that the cut would not heal for a year. Mr. Wu's foot swelled up and did not get any better after changing the dressings and having intravenous infusions day after day. His swollen feet were numb and seemed dead. Seeing no hope, he stopped medical treatment on his feet.

Mr. Wu Zhongmin completely lost the ability to walk after the operation. He had to depend on inmates Li Dongbing and Li Yanjun to carry him to places like the workshop, cafeteria, washroom, and hospital. As a result, inmates and collaborators often beat and cursed him. Li Dongbing pushed him onto the corners of walls while carrying him on his back and bent over to hit Mr. Wu's chest with Li's back. The pain caused Mr. Wu to scream, and he had to take pain-alleviating tablets. His right nipple became obviously deformed and remains so.

Mr. Wu cried for help while Li Dongbing was cruelly beating him in a washroom on August 28. Guard Zhu came, and he beat Mr. Wu instead. Dai from Xuchang Procuratorate, who was working in the detention center on behalf of the procuratorate, saw what was happening. He came over to inquire about it and then just left it unsettled. Shan County Domestic Security Division chief Xing, 610 Office agent Qin, and Domestic Security Division officer Jia Zhongmin came to meet with Mr. Wu on September 29 and told him to make a further “confession,” such as to whom he would hand over the articles exposing the persecution.

When a deputy minister from the justice department came to inspect the detention center on October 25, guards hid Mr. Wu Zhongmin, Mr. Hou Hui, Mr. Hu Bing, and a wronged inmate in the “Education Building” with seven or eight inmates closely watching them.

Li Yanjun dragged Mr. Wu Zhongmin to the athletic ground on the morning of November 28. Hearing that, guard Zhu came out to violently kick Mr. Wu's chest and head and viciously cursed him.

Mr. Wu's term was up on November 30. When filling out his physical examination result form, prison doctor Zhang Xin wrote down only that Mr. Wu could not turn his right foot around and he had suffered from tuberculosis before. Zhang Xin pretended that he could not find Mr. Wu's record of disease and hid Mr. Wu's actual health condition, without mentioning a single word about Mr. Wu's toe being amputated, his left ankle being stiff, his being hospitalized four times, his suffering from tuberculosis, etc.

Four agents from Shan County 610 Office drove Mr. Wu to Zhengzhou City and got on a train there to take Mr. Wu back to his home in Qinghai Province. They were afraid of being infected and made Mr. Wu wear two layers of mask all the time. They arrived at Xining City on December 1. Fearing that Mr. Wu's family would hold them responsible for what had happened to Mr. Wu, they hired two farmers near Mr. Wu's home and let the two farmers carry Mr. Wu into his home. Cao Rui did a videotaping from outside of Mr. Wu's home in hurry, then they immediately left.

3. The Persecution of Mr. Wu's Parents

Mr. Wu's mother, Ms. Li Yuegui, 75, believes in Truthfulness-Compassion-Forbearance. She went to Beijing twice to call for justice for Falun Gong, and was consequently locked in Beijing Public Security Bureau Tiananmen Square Branch, a police station in Beijing, and Tianjin Baodi Detention Center. She was later sent to Qinghai Women's Forced Labor Camp for a term of a year. The persecution she suffered in this notorious forced labor camp made her mentally disordered. She was hospitalized six times in The Third Hospital of Qinghai Province, which had persecuted Ms. Fan Lihong and Ms. Zhang Xuefen to death. In the hospital, in order to prevent her from running outside, the cook and nurses pushed her down and broke her wrist and thoracic vertebra. The hospital staff ignored her even when she suffered from tuberculosis, severe fever, or was passed out. Later the hospital no longer took her in. She got lost many times and almost lost her life. She has been restricted to her home and still receives treatment there.

Mr. Wu Zhongmin's father, Mr. Wu Guangchi, 80, was an officer. He was also arrested by officers from Chengdong Police Station in Xining. They interrogated him and tried to force him to stop practicing Falun Gong and hand in all Falun Gong related materials. His home phone has been tapped by Chinese Communist Party since before July of 1999.

Furthermore, officers from Xining Public Security Bureau and Domestic Security Division bought an apartment located behind Mr. Wu's home. A couple in their 30s and a young, local boy have been watching Mr. Wu's family 24 hours a day from that apartment. They were monitoring Mr. Wu's family in secret from the beginning. Since being spotted, they have been monitoring Mr. Wu's family openly. Opposite Mr. Wu's house is where Li Yujiao lives. Li Yujiao worked for Qinghai Leather Manufacture Plant and is a staff person from the Nantan Residential Committee in the Chengzhong District, Xining. Officers from Nantan Police Station and staff from the Nantan Residential Committee often went to harass Mr. Wu's family before 2010. Mr. Wu's relatives were also affected to varying degrees with some being denied promotion and others not being allowed to take examinations and join the civil service. It caused great pressure to Mr. Wu' s family and even Mr. Wu's classmates dare not to associate with him.

Mr. Wu Zhongmin's wife, 48, became a better person after she practiced Falun Gong. She exercised her civil rights and went to Beijing to appeal for Falun Gong three times. Consequently, she has been cruelly persecuted for an extended period. She was taken to a forced labor camp for a term of three years. After being released on bail for medical reason, she was sentenced to eight years in prison. The persecution started when Mr. Wu and his wife had been married for just two years. They have been imprisoned at different places since then and have not seen each other for ten years. After being through so many tribulations, his wife finally went back to her parents' home in Pingyao, Shanxi Province, in the beginning of November 2010. Her family dare not to let her go out and dare not let her go back to Xining.
