Director of a Feed Factory Known for His Lofty Character Under the CCP's Persecution for Practicing Falun Gong

Mr. Zhou Jingcheng, 48, is the director of a feed factory on Renmin South Road in Ningxiang County, Hunan Province. Mr. Zhou started practicing Falun Gong in 1996. He was one of the first to practice Falun Gong in Ningxiang County. He also volunteered to teach people the Falun Gong exercises. Mr. Zhou is a man of honesty and integrity. In fact, he is known in Ningxiang County for his lofty character. After a flood in 1998, he donated 20,000 yuan for disaster relief.

Since the Chinese Communist Party (CCP) banned Falun Gong on July 20, 1999, Mr. Zhou has been a major target of the suppression. Mr. Zhou and his family have not since had one day of peace. Liu Ziqiang (male), chairman of Ningxiang County 610 Office, along with staff from the Domestic Security Bureau, including Hu Jianxin (male), Liao Wenjian (male), Cai Manliang (male), Zhou Youliang (male), Xie Pinghui (male), and Zeng Ninghan (male), had him arrested eight times, sentenced to a forced labor camp twice, and sentenced to prison once.

Repeatedly Imprisoned, Sent to Forced Labor Camp in 2000

On July 22, 1999, the Ningxiang County Domestic Security Team arrested Mr. Zhou Jingcheng without cause and held him in police custody for 13 days. They also extorted 5,000 yuan in cash from him.

In 2000, the Domestic Security Team showed up at his home three times and harassed him. That year they also held him in police custody four times. In November 2000, Mr. Zhou went to Beijing to exercise his constitutional right to appeal for Falun Gong. He was subsequently detained for 28 days in Ningxiang County Detention Center and was made to pay 15,000 yuan to the police.

In December 2000, officers from the Ningxiang County Domestic Security Team arrested Mr. Zhou again and transferred him to Xinkaipu Forced Labor Camp in Changsha City, where he was incarcerated for two years. He was not released until May 23, 2002.

Beatings and Torture While in Police Custody at Baimaqiao Police Station in 2002

On October 28, 2002, the Domestic Security Team in Ningxiang County lured Mr. Zhou to Baimaqiao Police Station with an invitation to assist with a police investigation. Once there, Mr. Zhou was taken into custody and repeatedly beaten. He was once beaten for five days and nights by Mei Jiatian (male) and Yu Tanzhen (male) from the Domestic Security Team, as well as officers from Baimaqiao Police Station. He was also deprived of sleep and food. In the end, there was not an inch of skin that was not bruised or wounded from the beatings. His hands were handcuffed behind his back and chained to the window bars for more than 20 hours. He was deprived of sleep. His clothes were stripped off, and the police poured water over his body, then turned on a fan. The police did not even notify his family before transferring him to Xinkaipu Forced Labor Camp in Changsha City, where he was forced to serve two years because he refused to renounce Falun Gong.

Tortured at Xinkaipu Forced Labor Camp in Changshan City in 2003

Mr. Zhou was transferred from the Third Ward to the Seventh Ward on September 20, 2003. As soon as the transfer was made, Mr. Zhou was subjected to forced brainwashing for about two weeks, during which time he was deprived of sleep and forced to listen to lies and false accusations against Falun Gong. When prison guards finally realized that Mr. Zhou was impervious, they transferred him to the West Eighth Ward and ordered six inmates serving time for drug abuse to torture him. Yan Guojian and Li Ruian were the ringleaders among the inmates assisting in the torture. Mr. Zhou was forced to stand still for half a day at a time. He was also deprived of sleep and subjected to beatings whenever he closed his eyes. For three days, between October 16 and 19, the six inmates slapped him on the face about 500 times. They even beat his hands and feet with a hammer. Mr. Zhou's skin turned dark purple and his body became swollen. He required five stitches on his eyebrows. He was also made to wear a straightjacket in an isolated cell for long periods of time. Afterwards, Zhou could not feel his arms for a long time.

Mr. Zhou was also subjected to psychological torture. On the afternoon of October 19, Yan Guojian and Li Ruian held Mr. Zhou and walked him to a room where Zhou Shixiong, a disciplinary staff member, gave him a lecture. On October 20, Mr. Zhou was transferred again—this time to the 8A Ward. He reported to the warden, He Jun, about the torture he had been subjected to. He Jun ignored his report and did not investigate the inmates that tortured him. When Mr. Zhou was prepared to write a report about the long litany of torture he had suffered, prison guards had him watched by prison inmates. Mr. Zhou was incarcerated at Xinkaipu Forced Labor Camp for two years, and was finally released in September 2004.

Arrested and Incarcerated Again in 2004

In October 2004, Mr. Zhou was handing out DVDs containing important facts about Falun Gong and about the Chinese Communist Party in Shaoshan City when he was arrested by Shaoshan police. The Shaoshan prosecutor prosecuted Mr. Zhou for handing out the materials [despite the Chinese Constitution allowing each citizen freedom of speech.] The prosecutor repeatedly moved the trial date forward. At 2:00 p.m. on October 24, 2004, a trial was held for Mr. Zhou, for which his family was not notified. His attorney succumbed to threats from the Ningxiang County 610 Office and chose not to represent him in court. Mr. Zhou ended up being sentenced to six years in prison. While detained in Shaoshan City Detention Center, Mr. Zhou stopped eating and drinking as a non-violent means to protest the trial and sentence that violated the Chinese Constitution. When he was dying, Jinshi Prison in Changde City refused to take him. After a hunger strike of 49 days [while subjected to forced feedings], the police notified his family to pick him up. His family was made to pay 5,000 yuan in return.

In 2005, Liao Wenjian from the Domestic Security Team tried to bribe a client of Mr. Zhou's with 5,000 yuan. In exchange, the client would ask for a copy of the Nine Commentaries on the Communist Party from Mr. Zhou so that the police could use it as evidence against him. The client however, refused to take part in the plot.

Arrested Again and Tortured at Jinshi Prison in Changde City in 2006

Mr. Zhou Jingcheng was arrested by plainclothes police on January 14, 2006, under orders from the Ningxiang County 610 Office, when he was at a wholesale market at a train station. The police officers knocked out six of Mr. Zhou's teeth during the brutality. He was taken to Jinshi Prison in Changde City. Two months later, he was transferred to Wangling Prison in You County. He was deprived of sleep for six days and nights. He was repeatedly attacked with electric batons, once for more than an hour. He was also denied the use of a bathroom. The torturers smeared lotions into his eyes. Prison guards beat him with hard rubber tubes. They also repeatedly poked inside his nostrils with reeds until he started to bleed. They poured cool water over his body during the winter time. He sustained broken ribs from the beating, and he had bites on his ears. The bites were so bad that his ears looked deformed. A large growth developed on a wound on his ears. He nearly lost his hearing.

One day a group of torturers pulled his legs open to 180 degrees, causing injury to his thigh tendons. He was also handcuffed to his bed for ten days and nights at one point and tied with pieces of cloth to his bed for nearly three months. He was subjected to forced feeding—not for nourishment, but as a means to inflict pain during the process. In fact, during the violent forced feeding process, several of Mr. Zhou's teeth were knocked out. The torturers, without any medical training, inserted a plastic tube into his stomach, and left it for 500 days. Prison guards repeatedly ordered prison inmates to use violence on Mr. Zhou for long periods of time. Mr. Zhou was subjected to injections and forced feedings, amongst other forms of torture, for over a year. He no longer looked like himself. He could not eat or talk. He was injected with drugs that damaged his central nervous system, and in the end had a blank stare, as he was cognitively impaired. He trembled and looked absent-minded, and he could no longer look after himself. Yet the prison guards continued torturing him. They continued to follow the orders of Jiang Zemin, former CCP chairman, to destroy Falun Gong practitioners physically, financially and by reputation.

Mr. Zhou's Mother Passed Away While He Was Incarcerated

Mr. Zhou's mother Zhao Xiuzhen, who was in her seventies, passed away on July 5, 2007, while he was incarcerated. Mr. Zhou's father, in his eighties, was left alone at home and often seen in tears. Mr. Zhou was well known for his filial respect for his parents, but he could not be with his mother when she was at her death bed because he was incarcerated.

When his mother passed way, Mr. Zhou was suffering from many forms of torture and was barely alive.

On October 30, 2007, Mr. Zhou was finally bailed out for 10,000 yuan in order to get medical treatment; however, he was under house arrest after his release. He was not allowed to make contact with anyone or have any visitors at home. The town government even checked on him every two weeks and made him report to the government every month. Every two months he was taken to the town government, where he was interrogated.

After Fleeing Home in 2008, Mr. Zhou's Family Threatened

Mr. Zhou finally decided to flee his home and go into hiding in January 2008. But the 610 Office, the police department, and the town government kept pressuring his family to locate him.

Finally Liu Ziqiang, the chairman of the local 610 Office, made a trip to Batang. He met with Mr. Zhou's older brother Zhou Jingliang, his younger sister Zhou Xiangian, his wife Huang Caijun, and his cousin Zhao Shenghua. He threatened them, ordering them to locate Mr. Zhou and persuade him to return home. In mid-March 2008, Jiang Jiehua, the deputy chairman of the 610 Office, along with Zeng Ninghan, the captain of the Domestic Security Team, threatened Mr. Zhou's family to get him back by April 5, 2008 or they would suspend Ms. Zhou Xianglian from her college teaching job at Changshan University, close the feed factory owned by his brother-in-law Huang Shucheng, and withdraw the job offer for Mr. Zhou Yuhang, his son, who had just graduated from the Medical College of Hunan Normal University. They threatened to leave no rock unturned.

Before the Olympic Games in 2008, the CCP escalated its suppression of Falun Gong. Mr. Zhou Jingcheng was arrested in Yiyang City on July 1, 2008. In September 2008, agents from the Ningxiang County 610 Office, and police officer Yi Zhijian from the Tangba Police Station took Mr. Zhou to Wangling Prison in You County, Zhuzhou. He was not released until September 2010. Mr. Zhou tried to start a feed business, but was arrested once again in August 20, 2011.

Mr. Zhou has been well known as a man of lofty character, but he has suffered myriad forms of torture and imprisonment because of his personal belief in Falun Gong. Is there any humanity left in the regime ruled by the CCP?
