At around 10:30 a.m. on August 13, 2011, Leng Jing, deputy head of the Organization Department of the Changbaishan Management Committee, and a dozen officers from the Domestic Security Division of the Baihe Forestry Police Department broke into Mr. Li's home and ransacked it. They confiscated a laptop computer, a printer, a CD burner, Falun Dafa books and some pamphlets about Falun Gong. The police took Mr. Li to the No. 2 Police Station and claimed that they would have him serve two years of forced labor.

The police then took Mr. Li to the Baihe Forestry Hospital to have a physical exam. Doctors detected two black lobes in his lungs, and it was diagnosed as active pulmonary tuberculosis. Many of the officers quickly left the room after hearing the diagnosis.

Despite this, Mr. Li was beaten at the No. 2 Police Station before he was released at around 9:00 p.m. that night.

On August 15, Mr. Li went to the Domestic Security Division of the Baihe Forestry Police Department and asked for his property to be returned. Officer Liu Wenge refused and told him to come back on Monday morning.

But Mr. Li didn't return home. His family learned on August 19 that he was actually arrested and incarcerated at the Baihe Detention Center.
