(Clearwisdom.net) On June 29, 2011, officers from the Zhongchang Police Department of Jinzhou, Dalian City, Liaoning Province, used the “triad method” (detention, brainwashing, surveillance) in persecuting Falun Gong practitioners Qin Yulan and Hou Chunli in New District. After being detained for 30 days, they were sent to Longwangmiao Nursing Home, a so-called “Caring School of Ideological Education” (which is actually a brainwashing center set up to persecute Falun Gong practitioners). They lost their personal freedom. Qin Yulan and Hou Chunli are still being harassed by the district staff members.

1. Qin Yulan, 60, Arrested by Plainclothes Officers and Persecuted in Brainwashing Session

Arrested and Detained for 30 Days

After 8:00 a.m. on June 29, 2011, Mr. Qin Yulan went home after taking care of his mother. Four to five plainclothes officers followed him. They did not show any ID but claimed they were police officers and ordered Mr. Qin to go with them to the police station.

Before Mr. Qin said anything, officer Wang Hong grabbed him by the arm and walked outside. The rest of the officers began ransacking his home. They took Falun Dafa books, a portrait of the founder of Falun Gong, a computer, a printer, a copy machine, and some pictures. He was shoved into their minivan.

After they arrived at Zhongchang Police Station, Mr. Qin felt dizzy and lay on the floor for about three hours and could not get up. Ignoring his condition, they picked him up and took him to the hospital for a hasty exam. Then they took him directly to Yaojia Detention Center in Dalian.

Three days later, two plainclothes police officers went to the detention center and told Mr. Qin that he was going to be detained for 30 days and to sign his name. Mr. Qin refused.

In order to resist the persecution, Mr. Qin began a hunger strike. The guards then would not let any of his cellmates eat. The criminal inmates shouted at Qin Yulan, “If you don't eat, the government won't let us eat.” For the benefit of all his cellmates, Qin Yulan had to give up the hunger strike. No matter how he felt, he had to work during the day. At night he had to work as a “guard” monitoring criminals.

Under Surveillance and Loss of Personal Freedom

On July 29, 2011, after 4:00 p.m., the warden of the detention center told Mr. Qin to go home. Qin Yulan went to the No. 1 Building at the detention center and met Wang Hong, Zhang Bin, and Li Fengye. They had him sign a paper for surveillance and release papers, and then he went home.

The next day, Li Miao from Zhongchang Detention Center went to see Mr. Qin and told him, “You are now under surveillance. You are not allowed to leave Jinzhou. If you do, we will arrest you.” Three days later, Wang Hong and Zhang Bin told Mr. Qin to go to the police station so they could ask him something. When he arrived, he was interrogated. They took pictures of him from front, side, and back. They also took his fingerprints. When Qin Yulan left, they told him that the Procuratorate would be looking for him.

Detained in the Brainwashing Center

On the morning of August 21, 2011, Zhongchang police officers told Mr. Qin to go to the police station. There, they deceived him, saying that both city and district law and political committees had set up a so-called “Caring Study Group” and “Caring for Your Family Group.” Qin Yulan's family believed what they said and sent Mr. Qin to the Zhongchang Police Station. Zhang Bin and three others then took him to the so-called “Caring School of Ideological Education” at Longwangmiao Nursing Home. There he was forced to sit through brainwashing sessions.

Qin Yulan completely lot his personal freedom. Four people from Zhongchang Residential Committee and Yinghu Residential District took turns monitoring him around the clock. At night, they ordered officers from different police stations to patrol around the nursing home. During the daytime, a Mr. Gao and a Mr. Zhang from the Law and Political Committee, along with four others who had gone astray in cultivation, attacked and verbally abused him.

After he started practicing Falun Gong, the heart disease and stomach pain that had plagued Mr. Qin for many years disappeared. He is now detained in a room and not allowed to do the exercises. His stomach pain and heart disease returned, and he has vomited a lot of blood. Those who were monitoring him pretended that they did not see any of this. Mr. Qin asked to go home. He was told, “If you do not write the four guarantee statements, you are not allowed to step out of this gate.”

Still Harassed and Monitored by Yinghu District and Zhangchang Residential District

On August 29, due to both mental and physical torture, Mr. Qin Yulan collapsed. He succumbed to the forced “transformation” and was released.

After he returned home, staff members from the Yinghu District of the Zhongchang Residential Committee went to his home every day to harass and monitor him. They are persecuting him to this day and will not allow him to live there. They have ordered him to move out of the Stadium Area.

2. Hou Chunli Covered with Black Cloth and Taken Away by a Zhongchang Police Officer

Hou Chunli, 38, from Jinzhou New District of Dalian City, had congenital heart disease. After practicing Truthfulness-Compassion-Forbearance, all of his illnesses disappeared. He worked as an accountant for around ten private companies.

At 7:30 a.m. on June 29, 2011, Mr. Hou went to see a client on business. Less than 20 meters from his home, a man ran up behind him and ordered him to show his ID. The man grabbed Mr. Hou's wrist and would not let him go. Then he called someone. Immediately a woman came up and grabbed Mr. Hou's briefcase. The man took Mr. Hou's cellphone out of his hand, and another man grabbed his other hand and pushed him into a black minivan. They cuffed his hands behind his back and covered his head with a black cloth, making it difficult for him to breathe.

When they arrived at their destination, he was thrown to the floor with his hands still cuffed, which injured his hands. After a long time, they took off the head cover and began to interrogate him. By then, Mr. Hou had learned that they were officers from the Zhongchang Police Department.

Mr. Hou said nothing. Officer Li Shijun verbally abused him and kicked him. The interrogators, who included police officers Li Fengye, Li Shijun, and Zhang Bin, and patrol officer Wang Hong, used the so-called " black triad approach."

Home Ransacked

It is not known when Mr. Hou's home was ransacked. His computer, a printer, a copy machine, three cell phones, a paper cutter, a three-hole punch, a portrait of the founder of Falun Gong, and all of his Falun Dafa books were taken. All of his clients' accounting information was also confiscated. Later they made video recordings of his home and took pictures. The persecutors prepared some materials for Mr. Hou Chunli to sign, but he refused.

Detained for 30 Days

At around 3 o'clock in the afternoon, he was taken to the district hospital for a basic check-up, then sent to Yaojia Detention Center in Dalian. At that time, Mr. Hou was tortured so brutally that he could no longer walk. The guard pushed him onto a stretcher and took him to the No. 2 Jail Section of the No. 8 Jail District. At that time, Falun Gong practitioner Yang Chunmei was also arrested.

Three days later, two officers from Zhongchang Police Department told Mr. Hou that he was going to be detained for 30 days. In the cell, Hou Chunli refused to do work. Prisoner Ai Changli cut off his hair. Mr. Hou refused to wear a prison vest, so the guards slapped his face. Later, guards ordered him to work as a guard to monitor criminals.

Under Surveillance with Restricted Personal Freedom

After 30 days, the detention center told Mr. Hou to go home. When he went downstairs he saw Wang Hong, Zhang Bin, and Li Fengye. They asked him to sign surveillance paperwork and a release form, and only then would they release him. Mr. Hou Chunli had to sign and then went home.

The next day, Li Miao, the team leader of Zhongchang Police Department, forced Hou Chunli to go to the police station. He said to Hou Chunli, “You are now under surveillance and your personal freedom is restricted. You are not allowed to leave Jinzhou. Otherwise we will arrest you.”

Three days later, Wang Hong and Zhang Bin ordered Hou Chunli to go to the police station and told him that they needed to ask him something. When he arrived they took pictures of him from the front and side, and then forced him to give his fingerprints.

Detained at the Brainwashing Center

On the morning of August 24, 2011, officers from the Zhongchang Police Department found Mr. Hou Chunli's father and deceived him. They said that the city political and law committee were “caring” for Mr. Hou's family, and they sent Hou Chunli to Jinzhou New District “Caring School of Ideological Education” (a brainwashing center). Officers Li Fengye and Li Shijun, with others from Zhongchang Police Department, were in charge of the brainwashing. It was 24 hours in a completely closed environment with four people taking turns monitoring each of the three practitioners: Hou Chunli, Qin Yulan, and Wang Chunhua. Each one was detained in a separate room. They were not allowed to do the exercises or talk. Zhongchang Residential Committee and Yinghu Community District arranged for ten people, and two people were arranged by Xianjin Residential Committee and Yongzheng Residential Committee. These twelve people patrolled outside. The last names of six of these people are known (Miao, Xing, Lin Lu, Huang, Sun, and Wu). Zhongchang Police Department, Xianjin Police Department, and Yongzheng Police Department arranged for police officers to patrol outside. The political and law committee of Dalian City arranged for four people who went around and tried to “transform” the practitioners every day. Two staff members whose last names are Gao and Zhang from the district political and law committee came every day to conduct a brainwashing session. Under this intense mental and physical pressure, Mr. Hou Chunli wrote the so-called guarantee statements against his will and he was released.

Still Monitored and Harassed After Returning Home

After returning home, the dean of the Yinghu District went to his home to monitor him. They also told him to move elsewhere. His father showed them papers which proved he was the owner of the house, not his son. They then stopped saying anything.

These two incidents of persecution caused Hou Chunli economic losses of over 10,000 dollars and half of his customers.
