(Clearwisdom.net) The former police chief of Baoshan Town in Fengcheng City, Liaoning Province, Chen Lixen, has extorted approximately 57,000 yuan from 16 Falun Gong practitioners' families in 1999. He promised to return the money within three months, as it was only meant to be a deposit. Twelve years have passed, and after countless requests for the money to be returned as promised, he has not returned any of it. The families filed complaints with the Fengcheng Police Department on July 29, 2011.
The father of practitioner Ms. Huang Ge was one of those who filed a complaint. Two police officers in the Public Security Bureau refused to take the case, and told him that he should talk to his local police station. Mr. Huang argued that officers at the local police station did not do anything about the problem. He said, “Since they are your subordinates, you are obligated to take care of this issue.” They then reluctantly accepted the complaint. When an officer from the Public Security Bureau called Zhai Shuzhen, the chief of Baoshan Town Police Station, he promised to look into the issue.
After more than two weeks of waiting, Ms. Huang Ge's mother went to the police station. Zhai Shuzhen angrily informed her that, per instructions from the Fengcheng Politics and Law Committee, she could have the deposit returned if her daughter agreed to be put under house arrest. She also has to promise to never appeal for Falun Gong again or distribute Falun Gong materials. Ms. Huang Ge's mother was then told to say bad words about Falun Dafa and Master Li. Ms. Huang refused and angrily said: “My daughter follows the principles of Truthfulness-Compassion-Forbearance. How can you deprive her of her personal freedom? We'll continue to appeal to higher authorities if you do not return the deposit.” Zhai Shuzhen replied, “I'm not afraid even if you appeal to Beijing.”
Before this incident, Zhai Shuzhen used the alias Zhai Liansheng and repeatedly harassed practitioner Wang Shuzhen. Zhai Liansheng is actually the name of an officer from the Residential Permit Office.
