(Clearwisdom.net) On November 13, 2011, Falun Gong practitioner Ms. Jiang Xiaoyan was arrested by officers from Harbin and Shuangcheng Cities. She was detained at the Harbin No. 2 Detention Center and tortured by officers from the Shuangcheng Domestic Security Division. She lost consciousness three times while undergoing torture. The officers woke her by pouring cold water over her, and then continued to torture her.
Ms. Jiang was diagnosed with cancer before she began practicing Falun Gong, but now her illness has completely disappeared. On November 13, Ms. Jiang went to her friend's home and was arrested there. She was first detained at the Shuangcheng Detention Center. When the 15-day administrative detention period was up, she was transferred to the Harbin No. 2 Detention Center. Her family went to the Shuangcheng Police Department several times to request a detention document, but to no avail. Chiefs Xiao Jitian and Wang Yubiao of the Domestic Security Division refused to offer an administrative detention document, but gave Ms. Jiang's family a criminal detention paper instead.
Ms. Jiang's attorney (hired by her family) went to the Harbin No. 2 Detention Center to request a meeting with her. The detention center personnel refused to admit the attorney, with the excuse that the party who is currently handling Ms. Jiang's case – the Shuangcheng Domestic Security Division – refused to grant permission.
It is alleged that Ms. Jiang was interrogated and physically abused by officers from the Shuangcheng Domestic Security Division in an attempt to extract a false confession from her. During the abuse, she lost consciousness three times. The detention center authorities were afraid of being held responsible for her weak state. They reported the issue to their superior department several times, but did not get a response. During the interrogation, Ms. Jiang's head was fixed into a wooden frame, so she could not move it at all. The officers then poured cold water over her head. She was forced to sit on an iron chair every day, with her hands cuffed behind her back.
