Practitioner: Chief, isn't there an item in the Constitution that states only the National People's Congress has the right to make laws?

Chief: Yes, that's right!

Practitioner: So policies made up by all other departments cannot be called law?

Chief: Right.

Practitioner: Does the law override policy, or policy over law?

Chief: The law overrides policy, of course.

Practitioner: Isn't there an item in the Constitution that states that only after the National People's Congress passes a resolution can the president announce a Presidential Order; otherwise it's individual action and doesn't represent the nation?

Chief: Yes, there is.

Practitioner: So why did Jiang Zemin slander Falun Gong abroad prior to proposing the law before the National People's Congress?

Chief: We don't talk about that issue.

Practitioner: The National People's Congress hasn't determined the nature of Falun Gong, even until now. So if the law overrides policy, then we didn't violate any law of the country. We were arrested just for refusing to sign some document (The so-called "guarantee letter") made up by the government. Isn't that a violation of law?
