This time the actions are secretly administered through the Party system, with the orders coming from the top and passed down to the Party leadership teams at all levels.

According to news from insiders, another new round of large-scale arrests began on May 18, 2002 in Jilin City. It was the Party secretary of each village neighborhood committee who led the search team personally. When a journalist called the "610 Office" of Jilin City about this action, they answered, "We have strict rules about the Falun Gong issue; I cannot speak to you on the phone."
