A List of the Perpetrators Who Persecute Dafa Practitioners in Handan City, Hebei Province
(Clearwisdom.net) Niu Yubao, Director of Handan City's "610 Office" [an agency
specifically created to persecute Falun Gong, with absolute power over each level of administration
in the Party and all other political and judiciary systems]. He ordered all workplaces, police
stations, and government agencies around the city to arrest Falun Dafa practitioners. He also set up
a special investigation group to find out the locations of those Dafa practitioners who were forced
to leave their homes to avoid persecution. On the eve of China's 16th Party Congress, Mr. Niu ordered searches of
Dafa practitioners' homes, and caused a lot of practitioners to be arrested and sent to detention
centers or brainwashing classes. Some of the practitioners were sent directly to forced labor camps.

He handcuffed a practitioner's hands and feet together, and shackled two practitioners' feet
together. He also put a shackle weighing over 20 kilograms, a kind of punishment not even
imposed on death row inmates, on a female Dafa practitioner. For the past few years, Dafa practitioners, even though they have been suffering
brutal torture, have kept on clarifying the truth about Dafa to him, but he refuses to listen. At
